Present : Mayor Thornton, Councilmen: Armstrong, Durand, Mooney, Pozzi, Strain, lroodworth and Buxton. 11inutes of the last meeting approved as printed with this correction: On page 2, Paragraph 1, the reference to the ''stop sign" should read "stop light''. FJATFR Horseshoe Acres Strain reported that the Horseshoe Acres water pro- ject had been completed and that the pressure checks proved to be satisfactory. Second Line Strain reported that the second transmission 1_ine was progressing rapidly in spite of the hard ground in the Covington area. It is expected that the project will be completed before the first of the year. Lester A letter was read from the City of Tacoma acknowledging rec- eipt of our letter coricerning the access road for Lester through the watershed area. The letter stated that winter, access has now been provi.dr�d for Lester by the Citir of Tacoma. Letter filed. Rates Ordinance 1274, amending Ordinance 1272, as to the effective date of the Water Rate change was read and passed by motion. III?ALTH &. Rates Ordinance 1275, amending Ordinace 1273 , as to the effective SANITATION date of the Sewer Rate change was read and Massed by motion. Air Pollution A letter was read from Fred Frazier reporting on the Pacific NW International Air Pollution Control meeting he had attend- ed recently in Portland. Letter filed. Federal Funds "looney reported that Hill & Ingman had informed the Pollution Control Commission to keep Kent 's application for federal funds active. He further stated that before any future plans were made for sewer projects, a meeting would be held with the residents of the area to ascertain their feelings so the time and money would not be spent needlessly. STREETS James St. It was ascertained that James St. would be widened be- tween 1st and 4th Aves after the ditch had been widened. Freeway A letter from Mrs. Ray Bower suggesting the proposed free- way be routed a few blocks south of the proposed '14illis St route so that it would not pass through a residential area, was filed. LIGHTS A motion was passed to install the following lights : 1 on the 4.th pole N of 2.1.F0th on 89th S (west side of street ) 2 on poles 23848 & 23808 N of 240th on 99th S 1 on pole 3644 on 263rd S in Kentwood Hills 1 on the second pole N of George St on N State , pole 801 1 on the .first pole E of Kenwood on Dean St City Attorney Berieter was authorized to arrange for an appraisal_ to fix a minimum price and terms for a proposed contract with Puget Sound Power and Light whereby they will purchase city-owned light standards. POLICE Ordinance 12763 repealing Ordinance 803 , which set forth the conditions COI1,1ITTEE under which punchboards could be in use, was read and passed, by motion. FINANCE LID 245 An offer from McLean & Co to buy warrants and bonds for LID 2!5 was read. Armstrong moved for the City Clerk to be <nuthorized to sell the bonds over the counter. Mooney agreed that the city was under no obligation to sell the LID bonds to McLean &, Co. Motion passed. BONNEVILLE Mr. Chase , of Hill &. Ingman reported that he felt the city should not PM;R be responsible for keeping the right-of-way clear if an easement is granted to Bonneville Power Administration in the Kent Springs area. The Water Committee will meat Friday afternoon to discuss the problem. ; PLANNING Minutes A letter was read from Mr. Bicknell of the Planning Commiss- COP-'IMISSION ion reporting that an attempt would be made to publish the minutes more promptly. ��pointment By motion the Council confirmed the Mayor 's appointment of Gordon Magness to the Planning Commission to replace Mr. Bouldron. Rezone Procedure A sub-committee report from the Planning Commission on the advis- ability of having, public hearirucs before the Commission was submitted. T,)Iavor, Thornton pointed out that there was a possibility that the state statutes on this might be changed after January. He appointed a committee, consisting of Woodworth, (3train and Mooney to stud�7 the recommendation of the subcommittee. ZONING Kent Industrial Center A public hearing was opened on the rezone reauest of Kent Industrial Center from MA to M-1. There were no ob- jections and the hearing was closed. The City Attorney was instructed to draft the ordinance. Jackson - Clements A public hearing was opened on the application of Jackson and Clements for a rezone from P-4 to C-3 . It was explained that the original request for only these two lots was denied by Council action in August. In Sept, the Council asked the Planning Commission to reconsider zoning a larger area. The Planning Commission recommends that the original 2 lots of Jackson Pr, Clements he zoned C-3 , but that rezoning of the enlarged area be delayed until after the John Graham report .on planning has been compiled. Emerson Thatcher, representing Jackson &, Clements stated that. the Jackson home had been purchased with the understanding that a beauty shop could be operated in the home under the existing zoning of R-4, through an error in the city offices. James Curran, representing the opponents, stated that the R-4 in this area was a good buffer zone between the R-1 of Scenic Hill and the C-3of the shopping center. Petitions both for and against the rezone were filed with the City Clerk. By motion, the Council recess- ed for 10 minutes, and reconvened, by 7 motion. All interested parties having been heard, the public he,,tring was closed. Armstrong moved for the Council, on its own motion, to again refer this to the Planning Commission with the recommendation that the original two lots in quest- ion be rezoned C-1. Motion seconded. Under discussion, it was explai- ned that the C-1 zoning would allow the beauty shop, to which there seemed to be no direct objections, and the R-4 zoning would remain for the larger area. Motion Passed, with Strain abstaining. TONELLI It was ascertained that the petitioners for the Tonell-i Annexation ANNEYATION would assume the existing bonded indebtedness of the city and would also bear the cost of the publication of the necessary documents. The City Engineer was instructed to assist with the preparation of the 75% petition. ROSAMOND Letters were read form the State Dept of Health and the Pollution Control Commission approving the plans for the plat of Rosamond on Fast Hill. RAILROAD City Attorney Bereiter reported that the city would postpone until Dec. 7th a proposed ordinance which would revoke the Milwaukee Rail-road franchise . Negotiations with the Railroad on the costs of the right- of-wav for the James Street extension have been progressing, and it was believed that the Railroad would adjust its estimated cost of rel-ocat- ing equipment. 1SCHOOL By motion, the Mayor was authorized to write to the Kent High School football coach congratulating the team on their undefeated season and wishing them luck in the championship game this week. , CITY HALL Remodeling It was reported that plans for remodeling City Hall were now on file in Don Bogard 's office, and that they would be presented by Buxton at the next meeting. Employee A letter from the City Treasurer was read requesting post- ponement' of retirement until his elective term expires, on April I. , 1966. The question was raised as whether the city continues to pay into the retirement fund after the Treasurer reaches retirement age in Jan. 1965. The matter was tabled until the next meeting.
