September 21, 1964
Regular meeting of the KentCity Council called to order at 8:00 P.M. Present :
Mayor Thornton, City Attorney Bereiter, Councilmen: Armstrong, Buxton, Durand,
Mooney, Pozzi, Strain and Woodworth.
Mooney made a motion to correct the minutes of the last meeting as follows:
Under Garbage, the City Treasurer was requested to write to individual merchants
regarding the garbage collection, not to the trailer courts and motels, as
reported. Motion seconded and passed.
Armstrong noted that there had been an omission in the last minutes and moved
to have the following added:
Armstrong moved to approve the engineer's estimate #1 and to also
approve the following interest-bearing warrants, on the Water
Construction Fund: Hill & Ingman 41736.20
Frank Colluccio & Sons 59,351.90
Motion seconded by Pozzi and passed.
Armstrong 's motion to correct the minutes was passed.
WATER Second Line A meeting will be arranged with Green, Couch and
Johnson in an effort to secure these three final easements for
the line from Clark Springs.
North End LID 246 Bill Chase, of Hill & Ingman reported that
the contractor has started to lay the pipe today on the north
water project.
BIDS Horseshoe Acres Bids on the Horseshoe Acres LID 245 water
main project were received from: E&A Construction, Coluccio,
Austin, W.C. Frost, IA'.J. Schade & Sons, Lundberg, and Argentieri
Construction. By motion the bis was awarded to E &, A Construction,
low bidder at *49,311•83 •
HEALTH & Garbage Mooney reported that the City Treasurer had sent letters
SANITATION to the business establishments regarding the garbage collection,
and that Kendall, Sup't. of the Garbage Dept. would call upon the
merchants to answer any questions thay might have.
Treatment Plant City Engineer Sherwood reported that the final. es-
timate for the modifications for the treatment plant was included
in the bills and recommended that it be paid. He reported that the
plant was operating well.
North Lagoon Mooney reprted that the facilities for the north
end lagoon were under construction and the dike level would be
two feet higher than anything alse in the area.
Air Pollution A letter was read from the County Commissioners
expressing appreciation for Noel Bicknell 's attendeance at the
Air Pollution meeting.
A letter was read from the Washington State Pollution Control
Commission, in answer to our letter regarding the availability
of funds. Mr. Behlke stated that sufficient funds were not
available at this time, but that Kent 's application will be
re-evaluated in November.
ORDINANCES Mooney stated that the rapid progress of the City had made
necessary some changes in the water and sewer ordinances.
The City Engineer, City Attorney, representatives from McLean
& Co. , and the Water, Health &, Sanitation, and Finance Committees
will meet to discuss the drafting of new, comprehensive ordinances.
STREETS Reiten- Road Only one bid was received for the paving of the
Reiten Road area. By motion, the bid was awarded to Midway
Asphalt on their bid of �, 6,650.00.
Freeway Strain moved for the City Clerk to write to McKay of
the Highway Dept. giving the city's tentative approval of the
Willis Street route for the East - West portion of 5-A, subject
to approval at a public hearing and reporting that the access
and egress to this portion of the highway will be studied and
approved at a later date. Motion passed.
STREETS Cont.
Off St. Parking Mooney reported that a preliminary report on
off-street parking would be forth coming within 60 days from
the John Graham Co. Merchants from the downtown area will be
conatacted and asked to attend meetings with the planners.
Van de Vante_r Storm Sewers Pozzi requested that the City
Engineer be prepared to explain the procedure before the
public hearing on October 5th on the Van de Vanter storm
sewer LID, so that the people will understand the program.
LIGHTS Durand reported that Tukwila was expected to take action
this week on the lighting problem at the "S" curve on the
West Valley Highway.
CITY Rereiter reported that as soon as he had secured the proper
PROPERTY Legal description, he would draft the lease for Mr. Reano
for a portion of the North lagoon site.
FINANCE A letter from McLean & Co. was read containing an agreement
for the City of Kent to sell and for McLean & Co. to buy
warrants and the bonds which will replace them for water
LID No. 246 bearing interest at 4 3/4% in the approximate
total of $ 300)000.00. A motion was passed authorizing
the Mayor and the City Clerk to sign the agreement.
ZONING Jackson - Clements Rezone A letter was read from Emerson
Thatcher, attorney for Jackson k Clements, requesting that
the Council reconsider the request of his clients for a
rezone from R-4 to C-3 for property on East Titus. A
motion was passed for the Council to refer the matter- back
to the Planning Commission, with instuctions to consider
rezoning the whole area, instead of just this small section,
and to further consider rezoning to a C-1 classification
instead of C-3 , as this might be more readily accepted by
the residents of the area.
BENSON The second petition, bearing the signatures of the owners
CENTER of the assessed valuation of the Benson Center Annexation
ANNEXATION was presented. A public hearing was set for the Oct. 19th
meeting, subject to the verification of the signatures by
the City Engineer. The Board of Review will convene on
Wednesday, Sept. 30th at 11 :00 A.M.
It was ascertained that the petitioners for the annexation
EAST HILL of the area east of the city would assume the bonded
ANNEXATION indebtedness of the city and the city will, therefore,
consider the annexation. A motion was passed to proceed
with the paper work.
BUDGET The 1965 Preliminary Budget was presented and accepted
by the Council. By motion, the City Clerk was authorized
to draft the Tax Levy Ordinance and the Budget Ordinance
for the next meeting, Oct. 5th at which time a public hearing
will be held.
