August 3, 1964
Regular meeting of the Kent City Council called to order at B:00 P.M. Present: Mayor Thornton, City
Attorney Bereiter, Councilmen: Armstrong, Durand, Mooney, Pozzi , Woodworth, and Strain.
Minutes of the last meeting approved as printed.
Treasurer's Report submitted, accepted and placed on file, by motion.
WATER North End Ordinance 1259, creating LID 246 was read by the City Attorney. A motion
was passed to make a correction in Section I, and another in Section 3. A motion was
made and $econded to pass the Ordinance as corrected. Under discussion, Strain ques-
tioned the 12 year limit on the bonds, reporting that the Council had been under the
impression that ; the bonds would run from 15 to 20 years. Bereiter informed him that
the state statues placed a 12 year maximum for third class cities. Motion to pass
the ordinance carried.
East Hill A letter was read from Rune Goranson, advertising representative for Dari- i
gold, requesting information on the city's plans for the water tank formerly owned by
the East Hill Water Company. Strain moved for the City Clerk to be authorized to
write to Goranson informing him that the city will not retain the tank and tower, and
will not have advertising on any new facilities. Motion passed with Pozzi 's nay.
Transmission Line Bereiter reported that appraisals had been completed on the last
few parcels for which easements are necessary for the new supply line from Clark
Springs. Ramsey reported that Colluccio Construction Co. would start work on the
project on Benson Highway this week.
BIDS Water Bids for the North Kent Water System, LID 246, were read. By motion the bid I
was awarded to Hanson Excavating Co. of Tacoma, low bidder at $ 251,651.50.
North Kent Sewage Facilities Bids were read on Contract #I ; for the outfall sewer
facilities in North Kent. By motion, the bid was awarded to Tri-State Construction
Co. low bidder at $ 56,434.40.
Bids on Contract #2 for the north sewage treatment plant were rejected by motion, and
a new call for bids was authorized.
Fire Stations Bids were read on two fire stations. By motion, the bid for Head-
quarters Station was awarded to J.D. Stewart Construction Co. , low bidder at $72,000.
The contract for Station #6 was awarded to Bob Miller Construction Co, low bidder at
$ 30,549.00.
HEALTH & North End Mooney reported that the easement from Picardo had been granted and that
SANITATION Boeing would have the sewer facilities on time.
Des Moines Sewer _District _Resolution 527,consenting to the annexation of a portion of
the City of Kent to the Des Moines Sewer District was read and passed by motion.
East Hill Mooney asked about the capacity of the sewer lines from East Hill to the
city. It was decided that the City Engineer should check into this, since the pro-
posed hospital and junior high, as well as the shopping center will have to be pro-
vided for. Mooney pointed out that the city should know the capacity of these lines
as other requests for sewer service from this area will be forthcoming.
Mooney raised questions on the old problems of separating the storm sewer from the
sanitary sewer at Smith & Central, and the relief line East on James Street from
Central to Mill Creek. Strain moved for the Health & Sanitation Committee and the
City Engineer to check into both problems. Motion passed.
Air Pollution A letter was read from Wing Luke, Chairman of the Seattle King County
Air Pollution Conference, reporting that Mr. Bicknell, who represented Kent at the
conference, had contributed immensely to the success of the meeting. A motion was
passed to request an extra packet of the laws governing air pollution in this area, to
be forwarded to the City of Tacoma.
STREETS Sherwood reported on a letter he had received from the Olympic Pipe Co., revealing
their plans to construct a pipe line from Ferndale to Portland, which would pass thru
Kent in the interurban Right-of-Way and requesting information concerning permits for
same. By motion, referred to the Street Committee and the City Engineer for study.
TRAFFIC CONTROL Pozzi reported that the local merchants had objected to the proposed
"no left turn" signs on Meeker Street.
Lights Sherwood reported that he had learned from the Highway Dept. that the ped-
estrian light slated for Meeker Street would be included in the next biennial, since
there are not sufficient funds for it now. It was thought that the light could pos-
sibly be provided now if there were funds left over from other Kent projects, and a
letter to this effect was authorized to McKay, with a copy to Prahl .

Reiten Road Sherwood reported that the Reiten Road had been staked and would soon
be paved.
MIDWAY Bereiter:-reported that the legality of the Midway annexation had been upheld by the
State Supreme Court. Iv"gooney suggested that the License Committee in conjenction with
the City Clerk's office, check on the delinquent licenses for this area. Durand re-
ported that the Light Committee would check on the lighting needs of the area.
FIRE DEPT. Resolution 528, authorizing the Mayor and City Clerk to purchase property from Pat
Picardo, Jr. for a fire station site on the %'Jest Highway read and passed by motion.
MERRIE HILL#2 A letter was read from th•e City Engineer recommending that the improvements in Merrie
Hill �h2 be accepted and the plat bond released. Motion so made, seconded and passed.
ROSAMOND PLAT A letter was read from the City Attorney reporting that the Merit Co., as a"successor
and assign" of Capital Construction Co. is entitled to water from the City of Kent
under the terms of the agreement with Capital .
701 Parking A letter was read from the Chamber of Commerce requesting that the city have
PLANNING the John Graham Co. investigate the possibility of off-street parking between Ist and
4th, bordering Titus and Shinn, and report on the probable cost of same. Discussion
was had as to whether the Graham Co's charges for such a study would be then included
in the 701 plan. It was decided that the City Attorney should write to Mr. Cysewski
to determine the cost of such a study and also ascertain if the city would be reim-
bursed by the 701 funds.
Nike Site A letter from the City Attorney was read, reporting that the GSA requires
a detailed comprehensive plan and information as to how we would propose to finance
the purchase of this property for park purposes. Mooney reported that he thought he
had a donor for the 46 acre tract. A letter was read from Del Davis of the Dept. of
Commerce and Economic Development reporting that the approval of the 701 plan from
the federal government is expected momentarily. Authorization was given for the City
Attorney to write to GSA advising them that the city has applied for 70,1 funds for
planning which will include a comprehensive study of park and recreational facilities.
BARKS & A letter from Jack Burrell was read expressing thanks for the city's support of the
RECREATION American Legion Baseball team and commending Barney Wilson for the excellent job done
by his department. Letter filed.
PLANNING A bill was presented by the Planning Commission for flowers sent to a funeral from
COMMISSION the Commission. It was explained that there was no provision in the city funds for
such expenses and the bill was returned with regret.
CONVENTION Mayor Thornton reported on the American Municipal Association Convention which he just
attended in Miami , expressed his appreciation to the city for sending him to this worth-
while meeting. 24 delegates for Washington attended.
75th Woodworth reported that thg 75th Anniversary issue of the Kent -News Journal would be
ANNIVERSARY printed soon and asked if Kent, as a city, could participate by reporting to the tax
payers on the growth and improvements to the city government, By motion, this was re-
ferred to the Finance Committee with the power to act.
