HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 04/20/1964Kent, Washington April 20, 1964 Regula meeting of the kont City Council called to order at 8:00 P.M.Prese Mayor �hornton,City Attorney Bereiter,Councilmen:Armstrong,Durand,Buxton, Mooney,Pozzi Strain and Woodworth. Minutes of the last regular meeting approved as printed. Newly elected Councilman Woodworth was sworn in by City Clerk Bridges. Clerk's and Budget reports submitted, accepted and placed on file. Mayor Thornton appointed the following committees: Police & Fire Woodworth,Pozzi, Mooney Water '$train, Armstrong, Woodworth Heath & Sanitation Mooney, Buxton, Armstrong Lights Durand, Strain, Buxton Finance Armstrong, Woodworth, Strain Building Buxton, Durand, Pozzi,.. Streets, Alleys _& Drains Pozzi, Mooney, Durand WATER HORSESHOE ACRES Strain reported that the City Engineer is taking necessary steps to form an LID for this area. NORTH END Strain commented on a letter received from Emerson Thatcher,who represents the White liver Valley Water Company. The letter suggests a meeting between the city and individuals likely to be effected by an LID ins the north end. Strain reported that he felt it would be desireable to have the Water Committee discuss the form of assessment, what distance would be covered, and other points before arranging a meeting. STREETS JAMES ST. Mayor Thornton reported that the committee had met with represen- tative s of the Milwaukee Railroad relative to the extension of James St. Pozzi reported that the railroad has an assistant manager in this area now, and that things should now be expedited. A report from our appraiser is due in about a week. N. CENTRAL Mayor Thornton reported that he and members of the Council had met with representatives of the State Highway Department on the proposed improvements to North Central. The Department is ready to call for bids to make North Central four lanes from James to.228th, and will confer with the City Engineer on sidewalk improvements for the area. NIKE SITE A letter was read from the Dept. of the Army concerning the city's interest in the Nike Site on the West Hill. The site will be reported for disposal to the Seattle GSA office.and future information will be avaible from that office.'Letter filed. INSURANCE A letter was read from Mr. teeth of John Hancock Insurance Co. expressing a desire to represent the city in negotiating a group insurance for employees Letter filed. POLICE SCHOOL Woodworth reported that Officers: Grant,Hildre,Loveless,Petterson, Hancock and ,Hougardy had recently attended a jailers conference sponsered by the King County Sheriff's office. Woodworth read a summary of the Police Department's annual report and made a motion for the City Attorney to be authorized to draft the necessary document to amend the traffic ordinance to include laws passed by the 1963 session of legislature. Motion passed. PAWN SHOPS ORDINANCE 1235 , providing for the licensing and regulating the activities of awnbro ers within the city was read and passed by motion. IRE DEPT. Resolution 516, authorizing the 1"layor and the City Clerk to sign an agreement with Fire District 37 was read and passed by motion. The agree- ment turns over the property, building and fire truck of the O'Brien- Orillia Fire Station to the City. A motion was passed to retain Don Bogard as architect for the new fire stations and for the Mayor and City Clerk to sign the agreement. ZONING PLANNING COMMISSION WOLVIN The Planning Commission recommended that the Wolvin application for a rezone from MA to M-1 be approved. By motion a public hearing was set fo the May 18th. meeting. JOHNSON MA to C-3 The Planning Commission recommends this application be approved. Public hearing set for the 1°jay 18th. meeting. WALMSLEY R-3 to R-4 & 6-3 The Planning Commission recommends this request e approved. Public hearing set for the i`'jay 18th. meeting. ZONING (CONT.) Boeing MA to M-1 Approval recommended by the Planning Commission. By motion public hearing set for the May 18th. meeting. Romano & Associates. M-1 to M-2 Planning Commission recommends this not approved. Pub is hearing set for the "'lay 4.th. meeting. I BOARD OF Baker Appeal A letter from the Board of Adjustment was read ADJUSTMENT requesting the Council to again set a date for a public hearing upon the appeal previously filed against granting of the condition exception allowed in the Board's Resolution #30. A public hearing was set for the May 18th meeting. GRIFFIN A public hearing was opened on the Eldon Griffin appeal, wit ames Curran representing the appellants. The petition, appealing the acgion of the Board's Resolution #29, granting a conditional exception to Eldon Griffin for regrading and contouring was read. Mr Curran questioned the ownership of the property, stating that just last December Cole & Dolman were listed as the owners on a similar application for the same property. The Board denied this request.. Curran also stated that to remove large amounts of gravel from this area would create drainage problems as traffic problems in the area. He claimed also,that the beauty of this entrance to the city would be marred by such an operation. Mr. Griffin reported that the purpose.in removing the gravel was to. prepare the ground for the building of homes, and stated that he was the sole owner of the property and that he would be glad to furnish proff of ownership to the City Attorney. By motion the hearing was continued to the next regular meeting on May 4th. PARKS CONVENTION School ystem convention. Mooney reported that the Kiwanis Club' developing this park and moved for the be authorized to negotiate an option for a small sum so the property would be held. Motion seconded and pass DRANGSHOLTA TAYLOR ANNEXATION By motion the Council elected to accept the initial petion of Drangsholt & Taylor after it was ascertained that they would as the bonded indebtedness of the city. BUILDING Mooney requested that the Mayor appoint a committee to look into _ poor lighting and other unsafe facilities in some of the apartment �ORh GTED -REFER TO buildings in town. The Mayor appointed Buxton to work with Mooney nd Woodworth. A' U ES OF -- Bob Carroll was advised that the City Attorney was negotiating a contract with -Tukwila to provide better lighting in the area.
