Regular meetigg of the Kent City Council called to order atl
8:00 P.M. Present: Mayor Thornton, City Attorney Bereiter, i
Councilwoman Bovell, Councilmen: Durand 14atthews,Mooney,
Pozzi, Strain and woodworth.
Minutes of the last meeting approved as printed.
WATER
NORTH END Mr. Chase of Hill & Ingman reported that details;of the proposed. LID for the north end industrial site were !
being worked out and a bid call date in May was anticipated,.
Strain commented that obtaining easements took a consider-
able amount of time and suggested that meetings be arranged
with the land owners. Mooney moved for the City Engineer
to write to the individual owners, the Railroad and the
I State Highway Dept. to request the easements and franchises
necessary to locate the water mains. Motion passed.
SECOND TRANSMISSION LINE Mr. Chase reported that Dames &
Moore will have a report ready on the condition of the
highway near Lake Meridian in approximately one week.
EASEMENTS Strain made a motion for our agent to be
empowered to offer property owners $1.00 per running foot
for easements. Motion seconded, and, under discussion it
was ascertained that this payment was for easements connect;-
ed with the second transmission line only, and would in nol
way effect past or furture easements. Those who have
already given easements for the line will be paid the same
amount. Motion passed.
KENT SPRINGS Strain reported that Bonneville power
Administration had requested an easement to go across Kent
Springs with power lines. He made a motion for the City to,,
deny the request by letter, in view of the difficulties
encountered with Bonneville at Clark Springs. Motion second-
ed and passed.
EAST HILL WATER CO. Bereiter reported that he had received
the necessary papers and would have the agreement ready
for the next meeting.
LID HORSE SHOE ACRES. Bereiter reported he had requested
information from the City Engineer and would soon have the
resolution ready to initiate the water LID for the Horse
Shoe Acres.tract.
STREETS TRAFFIC CONTROL Mooney moved for "Yield Right-of-Way"
signs to be installed at intersection which are not busy
enough to warrant "Stop" signs, but which need some type of,
control. Motion passed.
Sherwood requested permission for himself and for one of the
Police Officers to attend a Traffic Engineer's school to be
held in Tacoma on March 10th. Request granted, by motion.
ONE-WAY Pozzi reported that the one-way traffic problem at
Smith and Cdntral was still being investigated and that a
representative from the State Highway Dept. would meet with
the City Engineer for further study.
JAMES ST. Sherwood reported that work was progressing on
James S'L. from Lincoln Ave . to the West Highway.
FREEWAY Woodworth was advised by the City Clerk that no
answer to our letter had been received from McKay.
Woodworth moved for a meeting to be scheduled with McKay
to discuss projects scheduled for spring. Motion passed.
HEALTH & GARBAGE Mr. McManus, owner of the Seaview Motel on Highwayll
SANITATION 99, complained about the high garbage rates charged
considering that he only used between one and three cans
each week. By motion, this was referred to the Health &
Sanitation Committee with the power to act.
TREATMENT PLANT Mrs. Bovell reported that bids will be
awarded this month on the improvements to the treatment
plant.

HEALTH &
SANITATION SOUTH END SEWER Mooney, as Chairman if the Finance Committee
(CONT. ) reported that he thought the south end district could finance
their sewer system improvements up to $ 400,000 on an LID. This
would leave the city's bonding capacity free to be used else-
where. Mrs. Bovell reported she had a meeting scheduled with
Hill & Ingman to discuss this.
NARITA PROPERTY Mr. Charles Eckland raised some questions on the
price paid and the acreage involved in the purchase of the
j Narita property. Mayor Thornton informed him that all the record
were available in the City Clerk's office.

SANITATION Atbntion was called to the fact that garbage and oth6
refuse scattered behind rdstaurants and behind business build-
ings as well as private homes created an ideal situation for
rodents. By motion this was referred to the Health & Sanition
Committee.
Mayor Thornton reported he had noticed that after the Fire Dept.
had burned down several buildings at the request of the owners,
these owners were very lax in cleaning up the area. By motion,
this was referred to the Dire Committee.
LIBRARY Bereiter reported he had been in contact with Johnson &
Campanella, the architects who designed the library. They are
preparing a bronze plaque for the library.
LIGHTS Mayor Thornton suggested that Durand contact Norman Anderson,
light chairman for the Regional Planning Commission,to discuss
the Tukwilla lighting problem. Durand reported he had request-
ed an estimate of the probable costs of additional lights from
Puget Power, but had not as yet received an answer.
PLANNING JOHN GRAHAM CO. Woodworth made a motion to remove from the table
the question of aerial mapping relating to the John Graham
planning proposal. Motion seconded and passed. A motion to
include the aerial mapping in the 701 application was passed.
POLICE TAXI CABS Woodworth reported that prmblems relating to the
COMMITTEE new taxi cab ordinance were being worked out by the Police
Committee and the City Attorney.
CARPENTER A public hearing was opened on the proposed Carpenter annexation.
ANNEXATION There were no objections and the hearing was closed. ORDINANCE
1232 , approving the annexation was read and passed by motion.
HORSE SHOE A public hearing was opened on the proposed Horse Shoe Acres
ACRES ANNEXATION annexation. There were no objections and the hearing was
closed. Ordinance 1231, approving the annexation was read,
and passed by motion.
KENT' SWIM On its own motion, the Council elected to annex the city-owned
CLUB Scenic Hill Park property. The Kent Swim Club has an option of
part of this property.
PARKS North Park Park Site A letter was read from Norman Anderson,
proposing to remove trees and debris, doze the property, and
make other improvements to prepare the site for a park in ex-
change for the house now on the site. By motion the letter
was accepted as an offer. i
FINANCE Mooney called Bereiter 's attention to the wording on the Statutory
Warranty Deed for the fire station site purchased from Norman
Anderson. Mooney requested the wording be changed from: 1'$1.001
,
and other valuable consideration" to the actual amount paid.
Bereiter said this wording was frequently used, but that he would
see that it was changed before the document was recorded.
PLANNING The Mayor's appointment of Richard Land to the Planning Commissidn
COMMISSION was unanimously confirmed by the Council.
