Present: Mayor Thornton, City Attorney Bereiter, Councilwoman Bovell, Councilmen Mooney,Matthews,Pozzi, Strain and Woodworth. Minutes of the last tegular meeting approved as printed EXCEPT,under ; Finance, those requested to meet to discuss Cole & Dolman's sewer and water agreement should be corrected to include only the Council,the City Treasurer, City Attorney and the City Engineer. Clerk's, Treasurer's and Budget reports submitted,accepted and filed.) WATER 2nd Transmission line Strain reported that securing the easements, Tor the second transmission line was taking a little longer than anticipated, but progress was being made. Walt Ramsey reported that the firm of Dames & Moore would have a report on the setting of the highway near Lake Meridian by the next meeting. CAMPBBLL WATER CLAIM A letter was read from Emerson Thatcher, attorney or Char es Campbell, requesting that the $120.00 paid by Mr. Campbell for 60' of main frontage be refunded to him. The money was paid when it was the City's intention to lay a water main and install fire hydrants easterly from State St. on Pioneer. Since then it has been decided not to lay such a main, and Campbell's money has bden tied up. Strain moved for the money to be refunded. Motion seconded and passed. FLUORIDATION A letter was read from Russell S. Tillman denouncing the fluoridation of the water supply. By motion, placed on file. HORSE SHOE ACRES TRACTS A petition was read from residents of the Horse hoe Acres area requesting an LID for water. By motion,the City Attorney was instructed to draft the resolution necessary to initiate LID proceedings. H��I�� a EASEMENTS Resolution 511, accepting sewer and drainage easements SANITATION rom Hazel Fournier and the Carroll Mortgage Company for the Valley Crest Plat was read and passed by motion. DRAINAGE Investigation of the blacktopping and drainage problem , at the PIasonic Hall was referred to the City Engineer. A NORTH END Councilwoman Bovell reported that the collection gdata , and engineering study on the sewerage facilities is progressing for the North end. STREETS PARKING Woodworth moved for the City Clerk to send a letter to Stokleys calling their attention to the temporary location of the, Post Office on Railroad Ave. and the ensuing parking problems which may occur during Stokley's peak season. Motion seconded and passed. TRAFFIC CONTROL Pozzi reported that his committee and the City j Engineer had discussed the petition requesting that Smith Street be returned to a two way traffic pattern. The Chamber of Commerce is also studying the problem and will report to the Street Committee. JAMES ST. City Attorney Bereiter reported that papers were being prepared to send to the Washington Utilities Transportation Commission to obtain their decision as to the apportionment of the costs involved in the extension of James Street. FREEWAY A letter was read from C. G. Prahl advising that he had sent to Mr. McKay a copy of our letter requesting information as , to the status of the State 's program to purchase rights of way in Kent for the freeway. Woodworth moved for the City Clerk to write to Mr. McKay if we have not had an answer within seven days. j Motion seconded and passed. Mayor Thornton suggested that the Council,McKay and Nesbitt meet in executive session to discuss several improvements which were scheduled for this Spring. It was decided such a meeting would be arranged after Mr. McKay's reply ,i to our letter had been received. i . I i I — — i j POLICE ery, Grant, Hildre; COMMITTEE Woodworth reported that Officers: Mc�.�u ettersen, Brand and Peare had attended First Aid Classes. He noted that said!! classes were attended on the officers ' own time. FIREWORKS A letter from the VFW was read, requesting permission to sell July from June 27th. to July 6th. Woodworth reported] that the ordinance banning fireworks had recently been reviewed and recommended Kent 's policy remain unchanged. A motion was passed to send the VFW a copy of the ordinance. I PARK 'Woodworth reported that his committee had been asked if the Ilome Show could be presented in a tent at the Kent Memorial Park. By motion this was referred to the Park Board with the power to j act. PLANNING JOHN GRAHAM CO. It was decided to leave the question of aerial mapping tabled to allow time to study the two proposals. HOSPITAL Mooney made a motion to have the City Clerk send a letter to the GSA in Washington as a follow up to our original lettdr expressing, the city's interest in the Nike base as a hospital site, a carbon copy to be sent to Senator Jackson. Motion passed. LIBRARY A report was submitted by the committee investigating the value received for the money spent on library facilities. The committee' recommends that the cost factors and services be reviewed yearly. Mayor Thornton appointed this same group to serve again in this capacity and recommended a letter of appreciation be sent to them. Mrs. Blanton reported that the King County Library Board realizes that as the valuation increases some changes will have to be made. A motion was made and passed for the City Clerk to write to the Kini Library Board to request a meeting with them to discuss the tax that the Library Board of Kent be levy. It was recommended present at this meeting. CONFERENCES & Sherwood reported that Assistant Engineer Englen had attended an CONVENTIONS ATATC meeting in Bellevue on Feb. 13th. , at which Local Improvement ' Districts were the chief topic. AWC CONVENTION Information bulletins on the annual convention of I the AWC were received and referred to Dave Durand, by motion. j I ZONING ALLIED POULTRY A statement was read from the Planning Commission recommending that the City Council initiate action for a rezone from M-1 to M-2 for approximately 21 acres West of the West Valley Highway at James Street. A preliminary application has been submitted to the Planning Commission. By motion a public hearing was set for the March 16th. meeting. CALHOUN CONSTRUCTION CO. A publics hearing was opened on the applicationof Calhoun onstruction Co. for a rezone from R-1 to R- 4 for a portion of E. Titus for the construction of an apartment building. The Planning Commission recommended the request be denied. Emerson Thatcher,representing Calhoun, pointed out that the City Engineer had approved the request and that two of the six voters of the Planning Commission had also favored it. He stated that Mrs Krog of 310 Scenic Way objected because she felt it might, tend to create a slum area with small cheap apartments. Thatcher pointed out that the density provisions of the Zoning and Building Codes would prevent this. Some of the 27 residents who signed a 1 petition in favor of the rezone appeared and were heard. Mrs i Krog stated that before purchasing their home they had inquired about .the zoning and had understood that under the Comprehensive Plan their home would remain in an R-1 zone. Thatcher stated that the plan was not meant to be a straight jacket but was meant to be changed and updated. Mrs. Krog expressed fear that if this area was zoned R-4, the owners of older homes would then be unable to sell. It was ascertained that the proposed apartments would be served by both Titus Street and the 16' alley in the rear. Someof the residents in the area expressed concern over the rundown condition of the alley and felt that the construction of the apartment building.would improve the locale. The public hearing was closed and the Council adjourned to consider the matter. After] 15 minutes they reconvened on motion. Mooney moved for the Council to uphold the recommendation of the Planning Commission and deny the rezone,seconded by Woodworth. Under discussion, Mrs Bovell said she felt the rezone should be allowed and mentioned the I proximity of C-3 and R-4 zones. Matthews agreed with her. Mooney commented that if the entire hill had requested an R-4 zoning he would be in favor of it,but was opposed to rezoning this small piece. His motion to yphold the recommendation of the Planning Commission' was passed with Bovell and Mathews voting nay.
