Regular meeting of the Kent City Council called to order at 8:00 P.M.
Present : Mayor Thornton, City Attorney Bereiter, Councilwoman Bovell,
Councilmen: Durand,Matthews, Mooney, Pozzi , Strain and '„oodworth.
Minutes of the last regular meeting approved as printed.
Clerk 's, Treasurer 's and Budget reports submitted., accepted and
placed on file . -

WATER KENT 'PRINGS Councilman Strain reported that the Palmer Coking and
Coal Go. have plans for a garbage dump at a site east and south of
Lake Sawyer close to Kent Springs. The Springs supply about one
third of Kent 's water, Strain pointed out that if the dump is allowed
there is danger of the water becoming contaminated. I:ing County has
already denied the request for the dump and now an attempt is being;
made to have the area annexed into the city of Black Diamond. Council -
man Mooney moved for the City Attorney to write to Black Diamond,
making clear Kent 's objection to the dump and requesting; that we be
informed of any further action. A letter to the State Dept. of Ilealti
from the City Attorney was also authorized by motion . train reporte
that Chet Woods of Hill &, Ingman would also refrister a protest with
the Dept. of Health.
NORTIi END Councilman Strain reported he would arranTe a meeting of
the Water Committee and the City Engineer to disc ss tyre possibility
of initiating an LID to extend water mains down to the north end of
the city instead of terminating it at the O'Brien Road .
HEALTH &.
SANITATION GARBAGE Per. McManus, owner of the Seaview "O tel, and l,rs . Tribe ,
{ owner of the Sunset Motel, both on Highway 99, complained about the
increase in garbage collection rates since the city took over the
collection in their area. By motion, this was referred to the i
Health & Sanitation Committee.
SE't:`AGE EXPANSION PROGRATI RESOLUTION 505 , authorizing the Mayor and
City Clerk to exercise the option and to execute a warrant to be
drawn on the Sewer Construction Fund in the amount of $ 125 , 000.00,
less the $ 500.00 already paid , to Yasuo Narita for property for the
expansion of the sewage treatment facilities, was read and passed,
by motion.
NORTH END SEWER Councilman Mooney observed that some time ago he
suggested that test holes be drilled in the north end of the city
prior to sewer expansion in that area. Mrs. Bovell reported that
her committee had discussed the problem with the City Engineer and
that they would work with Boeing on the problem.
TRAFFIC 4th. & GOWE A copy of a letter from Patrolman Brand to Chief Lee
i CONTROL covering a study made of accidents at 4th. & Gowe was referred, by
motion, to the Police Committee .
HIGHWAY 99 Mayor Thornton commented on complaints tie had. received
j on the impossibility of making left turns on fiF�hway 99 at Midway
near the bank. Mr. Sherwood reported he had had similar complaints
and had placed a traffic counter on the highway. Over 10,000 cars
per day were counted , and Sherwood further rioted that the speed
limit is 50 mph, which would make left turns dangerous. By motion
this was referred to the .Police Committee .
O 'BRIEN Mavor Thornton reported that he and the Fire Chief had in-
specte-T an area on 202nd St. west of the East Valley Pinhway near the
Rainier Pallet and Lumber Co. He sugested that if a portion of land
�, . there could be dedicated for street purposes, the area could be
better served by the city. Currently, because of the dead end street,
fire trucks and all vehicles must take a circuitous route . By
motion this was referred to the Street Committee.
PARKING A letter from the Chamber of Commerce was read requestini- free parkin
with the city from Dec. 9th. to Dec . 2L.th. , with a check for $100.00
attached. By motion this was referred to the Police Committee , with
the power to act.

FIRE DEPT. RESOLUTION 504, authorizing the 1'iayor and the City Clerk to accept
an option for sale of property to the city by Mr. &, Mrs Norman
j Anderson in the amount of $10, 500, less the $100.00 already paid,
for the purchase of property for the Fire Dept. was read and passed
by motion.

BIDS CAST IRON PIPE Bids were read for cast iron pipe from Pacific State
Pipe Co. , U.S. Pipe & Foundry and Pacific Water Works Supply Co. By
motion the bid was awarded to Pacific States Pipe Co. , low bidder
I at $ 4361.01, plus tax.

VALVES Bids on valves were received from Pacific States Pipe Co.
and Pacific TJater '°forks Supply Co. By motion the bid was awarded
to Pacific Water `°corks Co, low bidder at $ 1077.53 , plus tax.

ELECTRICAL CONTROLS Only one bid was received for the electrical
controls for the APIinner Street sewage lift station. By motion the
bid was awarded to Service Controls Co. on their bid of $2, 480.40,
including tax.
PLANNING Councilman Mooney reported that the Town Meeting held recently to

discuss the John Graham proposal for planning in Kent was very
informative and the consensus of opinion was favorable to the planning
On Mooney's motion, duly seconded and passed, the City Clerk and the
Mayor were authorized to sign the application for the federal funds
when they are prepared by the John Graham Co.
T LAI�IBUTH- SILL Councilman Mooney moved that the City Council,
ZONING on
its own motion, and in addition to previous action taken by other i
parties,, referto the Kent Planning Commission the request by the
Boeing Co. , its a7ents and optioners, for a rezone from NIA to M-1
of certain real property within the Kent city limits as set forth in ,
an application for rezone as filed with the Kent City Clerk on
November 25,1963 ; and further instruct the Lent Planning Commission
to thereafter report back to the Kent City Council on or before the
evening of December 16,1963 its reports and recommendations as to
said rezone ; and further instruct the City Clerk to take the necessa'y
steps to post and publish notice of a public hearing as to said
rezone for the regular Kent City Council meeting the evening of
December 16, 1963 . The motion duly seconded and passed.
CARPENTER A motion was made for the City to accept the Carpenter annexation
ANNEXATION petition when it was ascertained that the Carpenters would assume
the bonded indebtedness of the city and would bear the cost of the
annexation. Motion seconded and passed. The City Engineer will
assist the Carpenters in preparing the final petition.
STADIUM A letter from the King County Commissioners was read reporting
that . they had received Kent 's letter supporting the location of a
proposed sports stadium in the Kent-Renton-Tukwilla area. The
letter has been placed in their file.
BUILDING A letter was read from the Kent Chamber of Commerce urging; and re-
questing that the city not spend funds for remodeling the City Hall
or Fire Station until the contemplated comprehensive plan is com-
pleted. By motion this was referred to the Building Committee.
PARKS Councilman Matthews, Commander• of the Kent American Legion, and -Mr.
Johnson, also of the Legion presented the Park Dept. with two
American flags for use in the Memorial Park and in the City Park.
By motion, a letter of appteciation from the Park Dept. was authoriz d
ELECTIONS City Clerk Bridges announced that Declaration of Candidacy forms
z for the Spring election must be filed in his office between Dec. 13t
and Dec. 27th.
