HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 07/16/1962 Kent, Washington July 16, 1962 Regular meeting of the City Council: present: Mayor Thornton, Council- woman Bovell, Councilmen Durand, Matthews, Mooney and Strain. Minutes of the last regular meeting approved as printed and placed on file. Reports of Officers: Treasurers and Budget reports presented and placed on file. WATER On Councilman Strain's motion, the City Clerk was authorized to write to Hill & Ingman, advising them to proceed with the plans outlined in our contract. Duly seconded and passed. Clark Springs: Councilman Strain reported the improvements should be completed at Clark Springs by Fall, and in 163 we should be able to acquire the land and. easements for the second transmission line. Lockner: Councilman Strain reported that his committee will consult further with the City Attorney and the City Engineer before any action is taken regarding Mr. Lockner' s request to purchase 2 acre in the Clark Springs area from the City. Throckmorton: A letter was read from Mr. Throckmorton requesting the decision of the Council on the purchase of timber for 05000. On motion, a letter is to be sent from the City Attorney declining the offer and informing Mr. Throckmorton that the City wants to have a representative on hand when he starts to cut the trees. LID 244-Lake Fenwick: City Engineer Sherwood reported that 12" pipe has been laid and the connections have been made to the existing main. The hydrants will be put in soon. Mr. Sherwood estimates the project will be completed by the end of the month. Water District 5: The City Engineer reported that within two days after starting, two crossings will be made on 240th, one at 248th and one at 249th, which will supply everything except Capehart or Nike housing. River Dikes: Mr. Sherwood reported the County has discovered old cul- verts, which, the County and City both feel, should be permanently im- proved. The County will furnish the pipe and the bull-dozer, and the City is to dig the trench. 24" pipe will replace 12" pipe. The project, will be completed soon, probably within a few days. BIDS Two bids were received and read for the relocation of the Shinn Street Sewer. S & G Construction Co of Lynnwood submitted a bid of $33 ,124.52 and Tri State entered a bid of $20,735.52. By motion, the bid was awarded to Tri State, duly seconded and passed. ' STOUECREST The Aug 6th regular meeting was set for a Public Hearing on the proposed i # 2 plat of Stonecrest # 2. IRONING The proposed amendments to the Zoning Ordinance were read. There were ORDINANCE no objections, and by motion, duly seconded and passed, the amendments were adopted. ! EMERGENCY Ordinance 1138, approving the emergency appropriations was, by motion, 1APPROPRIA- duly seconded and passed. TIONS CONFERENCE A letter was received from the American Municipal Association, inviting Kent to send a representative to the annual American Municipal Congress to be held in Philadelphia, August 25th to August 29th. By motion, duly; seconded and passed, Mayor Thornton was authorized to attend, the ex- penses to be borne by the City. jREZONE A public hearing was set for. August 20th for Mr. Goodwints application for a rezone from R-3 to R-4. STREETS A letter was read from the Planning Commission recommending the extens- ion of either Meeker or Ward Streets to connect with the Reiten Rd and Titus. This was referred to the Street Committee. TIMBER The City Engineer reported thgt the specifications for the sale of tim- SALE ber in the Clark Springs area will be ready soon. PARK Mr. Baffaro was present and asked about the proposed extension of Wood- BOARD ford Ave. to the Park Site. This issue is being held over for further study by the Street Committee, Mrs. Hogan asked for information regarding the procedure for having the Scenic Hill Fark annexed to the City, so funds for this park could be included in the budget. This matter was referred to Councilman Strain, Park Liaison Officer. Mrs. Hogan also asked about wags of raising money to purchase more park property. The Finance Committee recommended the Board make a study of desirable park sites and their approximate costs and make a report to the corLaittne. PRESEN— Councilwoman Bovell was honored this evening when County Commissioner TATION Ed Monro and Col Burr presented her with a letter of commendation. Mrs. Bovell recently resigned from her active office in Civil Defense after nine years of service. On behalf of the City of Kent, Mayor Thornton then presented Mrs. Bovell with an award for meritorious service to the community.
