HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 07/02/1962Kent, Washington July 2, 1962 Regular meeting of the City Council: present: Mayor Thornton, Councilwoman Bovell, Councilmen Durand, Matthews, hlooney, Pozzi, Strain and Woodworth. Minutes of the last regular Council meeting approved as printed, and placed on file. WATER HHFA: Councilman Strain made a motion to authorize the Mayor and the for the $30,000 advance City Clerk to sign the agreement with HHFA Kent for study of water improvements. Motion was duly granted to seconded and passed. WATER DIS`iRICT 75: Councilman Strain announced that after several meet- the ings with Water District 75, an agreement had been reached whereby City has agreed to furnish water to all users East of the Freeway and the agrees to grant certain franchises to 'Water District 75. A copy of the City Clerk's office. Ordinance 1136, agreement is on file in accepting the agreement between the City and District 75 was, by motion, passed. CLARK SPRINGS: Councilman Strain made a motion, which was duly seconded and passed, for the City to prepare to accept bids on the timber in tree Clark Springs area. STREETS One WaY: Councilman Pozzi stated his committee had met again with the moved that Roads and Bridges Committee of the Chamber of Commerce, and to make Shinn Street the City Attorney draw the necessary ordinance from N. Central to the West Highway a one way street, Westerly, and to make Gowe Street from 6th Ave. to S. Mr. Sherwood, the City Engineer, announced that Mr. McKay, of the State Highway Dep't wishes to be in- formed when the City adopts this plan, so arrangements can be made to install a traffic light at Gowe and Central. A letter was read from the Kent Community Safety Council, signed by N. Cunningham, informing the Council that the Safety Council had voted in favor of one-way traffic on Meeker Street. The letter was placed on file. WINNER ST: A letter was received from W.C. Bogart of the State Highway commission, regarding our request for a grade separation structure on PSH # 5 at Winner St. We will be notified as soon as final approval has been granted. The letter was placed on file. SIDEWALK SALE Councilman Woodworth announced lie had received a request from local merchants and the Chamber of Commerce for permission to have a sidewalk sale in Kent on July 19th, 20th and 21st. On motion, duly seconded and passed, permission to be granted, providing the City be indemnified of any liability. BID CAR: Bids for the purchase of a compact car for the Engineer's Dept AWARDS were read. Strain's Auto Co. was awarded the bid for a Valiant for with Councilman Strain $1825.00) by motion, duly seconded and passed, abstaining from the vote. Other bids as follows: Bowen Scarff Falcon $ 194.7.10 Kent Motors Chevy II 2029.00 Valley Garage Comet 1985.60 SEWER REPAIR: Only one bid was submitted for the repair of the sewer Construction Co's bid of $22,34.6•22 was considered at Shinn St. TriState too high, and by motion, duly seconded and passed, the Council elected to call again for bids on this project. The new date set for opening these bids is July 16th at 2 pm. SEWER A letter was read from HHFA, signed by L R Durkee, stating an advance of $ 13,750, to cover the cost of planning for sewerage system improve- ments has been approved. By motion, the Nlayro and City Clerk were authorized to sign the agreement. 'CHERRY A public hearing was held on the Cherry Park Estates plat. There were 'PARK no objections, and the hearing was declared closed. Ordinance 1137, ESTATES approving the plat was read, and by motion duly seconded and passed. CHARLIE A letter was read from Charlie Waller requesting the return of a $5,000 WALLER certified check. He had posted the check as a bond for the operation of a gravel pit, which is now owned by the state. By motion, the Clerk was authorized to return the check. NARITA City Attorney Thatcher announced that the claim against the City by Yasuo Narita had been settled out of court for $3,000. BEAUTI- Councilman Woodworth reported that the Jaycee program to beautify the being hampered by the theft of FICATION City with planter boxes of shrubs was the plantings. Councilman Mooney made a motion to have the City Clerk write to the Jaycees and also to the various garden clubs, expressing in the appreciation of the City for the work they have done enhancing the beauty of Kent for the Fair year. JUSTICE Mayor Thornton announced he had been approached by the King County the COURT Property Division regarding making some alterations on second floor of the City Hall, since a larger room is needed for the new the Justice Court. Mayor Thornton was, by motion, authorized to make necessary arrangements with this group. PUBLIC Resolution 4761 setting the time of a public hearing on a proposed HEARING ordinance for emergency appropriations was read. The hearing was set for the next regular Council meeting, July 16th at 8 pm. LIBRARY A letter was received from the King County Library stating that a in levy of 2 mills will be necessary for adequate library service 1963• Referred to the Budget Committee(Council as a Whole.) .TRAFFIC CONTROL A letter was read from Mr. L.E. Henrie, of Tradewell Stores, request- ing some kind of traffic control crosswalk in the vicinity of the new store on Highway 99• Referred to the Police Committee. A letter was received from the New Center Co, signed by Marvin Mohl, requesting a traffic light be installed between the Kent-DesMoines Road and S. 240th on Highway 99. Referred to the Police Committee. Mr. Bicknell, president of the Chamber of Commerce sent a copy of a resolution adopted by the Chamber requesting the State Director of Highways to furnish a target date for the completion of the Freeway. The copy was, by motioV, placed on file. A letter was read from Nat Washington, chairman of the Joint Fact Finding Committee on Highways, Streets and Bridges in Olympia, inform- ing the City that hearings will be held at future dates at which time representatives from various cities will be able to make presentations concerning local highway problems. Councilman Woodworth recommended that Kent have a representative at one of these meetings. A copy of this letter was sent to the Chamber of Commerce. (BANNERS Mr. Jessie, of the Park Orchard Jaycees was present and requested permission to place banners above street lights advertising Pacific Raceways. Referred to the Police Committee, with power to act on this issue. PRESBY- A petition for annexation by the Presbyterian Church and others in TERIAN the immediate vicinity was read. The petition was tabled while the CHURCH City Attorney takes the necessary action. MOVING The proposed ordinance on moving buildings, submitted by the Planning (BUILDINGS Commission was referred to the Building Committee for further study. ZONING A Public Hearing for the proposed amendments to the Zoning Ordinance, was, by motion, set for the July 16th regular Council meeting. POLICE Mayor Thornton announced that he had received a letter of resignation !CIVIL from Larry Snell from the Police Civil Service Commission. By motion, !SERVICE the resignation was accepted, and the Mayor appointed Harold Goedecke to succeed him. A letter of appreciation will be sent to 1,r. Snell. i 'INSURANCE Councilman Woodworth moved that Don Bell be appointed agent for the group insurance plan for City Employees that is under consideration. Councilman Woodworth is to continue in his capacity as liaison be- tween the City and Don Bell.
