Minutes of the last regular meeting approved as printed. . .
�11iTrR A letter was read from the Housing and Home Finance Agency
office of the Regional Administrator in regard to the Advanced Plan-
ning Application illater Supply System. They received a letter and
the application. They stated there are some features of the app-
lication that will require detailed preliminary examination, by
reviewer: in this office and they will advise us when this prelim-
inary review is completed.
A letter was read from Hill 8-. Ingman directed to the Housing &.
Home Finance Agency for $30,000.00 for preliminary study for addition
to the water suplly system and improvements to water transmission
facilities by motion made, duly seconded and passed was placed on
file.
Resolution #472 for a water line alon the Benson Highway was
read. This Resolution is for issuance of1,000.00 Bond to the State
Highway Department for Park Orchard Division A.
Motion made , duly seconded and passed to adopt Resolution #472.
STREET Ralph Pozzi, resident of Lake Meridian represented the Chamber
of Commerce in his talk on various streets, and channelization of
streets, a program that tley have given great study.
Such as a. channel on North Central, to make a turn on East Smith
Street, the widening of Meeker, Street, west of the Milwaukee Tracks,
to the TVest Highway and other, various comments on streets and recom-
mendations.
Councilman Iloodworth moved, duly seconded and passed to accept
the report of the Chamber of Commerce made by Ralph Pozzi.
Councilman Strain moved to have the recommendation from the
Chamber placed in the hands of the Police and Street Committee and to
report back at the next meeting, duly seconded and passed.
Councilman Pozzi moved to hold the meeting on May 28, 1962, at
7:30 PM with the Roads and Bridge Committee, of the Chamber of Com-
merce, duly seconded and passed.
City Engineer Sherwood reported on a meeting he had with the
Highway Engineers on the various streets.
SEWER A letter was read from the Department of Health, State of Wash-
ington in regard to sewer extension in Park Orchard Plat Division //It
stating the plans have been reviewed in accordance with Chapter, .92
of Codified Rules and Regulations of State Board of Health and the
Department of Health, the sewer connections were approved.
An identical letter to the above was read from the Pollution
Control Commission approving the same sewers.
Both of the above letters are on file in the City Clerk's office
for Park Orchard Plat Division #4 sewers. The letters were referred
to the Health and Sanitation Committee for study.
A letter was read from James P. Curran, Attorney for Sunset Tank
Service and Long Septic Tank requesting to dump their pump outs from
septic tanks into the manhole at the Treatment Plant as they have
done previous. They had been stopped a year or so ago.
The letter from Mr. Curran was placed in the hands of the Health
and Sanitation Committee.
DEHNERT PLAT Mayor Thornton announced the hearing open on the Dehnert Plat
and he asked the City Engineer to point out the location of the Plat.
No objections to the Plat.
Mayor Thornton declared the hearing closed on the Dehnert Plat
and the Ordinance to be read later.
Ordinance #1127 for the Dehnert Plat was by motion made, duly
seconded and passed.
KENTWOOD GLEN #1
Mayor Thornton announced the hearing open on the Kentwood
Glen Plat #1. This is a Plat offered by Cole & Dolman and others.
City Attorney Thatcher stated that at this time the Council
should consider the contract with Cole & Dolman on the water and
sewer for the West Hill project when we bonded to put the line in and.
his bill is quite enormous and nothing has been paid on this contract.
The total amount now guaranteed water service charges issued by the
Treasurer is *76,081.80 for water service, and *31,608.15 guaranteed
charges for sewer. This should be considered before this Plat is
granted to Cole & Dolman.
No other objections so the Mayor announced the hearing closed.
Councilman Pozzi moved to hold the Plat up for two weeks and a
letter be written to Mr. Dolman informing him of the action of the
Council.
An amendment to the motion was to have the Finance Committee
look into the payment of the service charges.
Above amendment was duly seconded and passed.

Councilman Hartlaub moved, Councilman Woodworth seconded the
motion and passed with the unanimous vote of the Council to adopt
Ordinance ##1126.
MIDWAY A letter was read from the Ki_n�; County Commissioners stating the
County Engineer has filed an amended report on Ordinance ##1121, declar-
ing territory annexed to the City of Kent.

At this time City Attorney Thatcher reported on the Vri.t of

the Council so the judge dismissed this case on the lst May, 1962.
City Engineer Sherwood reported on the census taking in the new
annexed area in Midway. Mr. Thatcher asked him if he had received
the forms yet but he hadn't. The census take should be in the Census
Board Office by the 15th Iiay, 1962.
ZONING
Baird An application for the Change of classification from an R-3 Zone
to a C-3 Zone was by motion referred to the Planning Commission.
This application was presented by Mathan Baird.
A letter was read from E.A. Sipe , Chairman of the Plannin

mission on the request of Walter H. Ueeler for MHR Zone at 2141r26
Pacific Highway South, recommended by the Planning Commission this
had been taken up at a previous meeting of the Council and was set
aside because of the Writ of Prohibition in the Midway area. The
hearing on this now was set for June 4, 1962, for a h,IHR for IJIr. 1;3heeler,

rezone by motion duly seconded and passed with Councilman Strain and
Councilman Mooney voting nay, also for the Clerk to record same.

the newly annexed area in Midway above motion duly seconded and pass.
Ordinance ##1129 creating an LID ##241 bond issue and the bonds
being ready for sale , June 1, 1962, carrying 4z interest by motion
duly seconded and passed.
Motion made, duly seconded and passed for the Clerk to sell the

a letter to Westland �Iatchery to clean up their lot .
GAS BIDS Bids for Gasoline, Furnace, and F.S. 300 Fuel Oil were submitted
to the Council which had been opened and read April. 20, 1962, at 3 :00
FM. Union Oil having the low bid for premium gasoline at .267 r
gallon and for regular gas .2.27, and they were also low on .furnace

FRE SBYTERIAN CHRUCH ANNEXATION
A petition from four property owners to annex to the City of Kent.
was received and presented to the Council it being known as the
Presbyterian Church Annexation.
A letter from the City Engineer stating that he has checked the
notice to Commence Annexation Proceedings filed with the City Clerk ,

CONSTRUCTION STANDiRDS
Councilman Pozzi recommends and wants to go on record for rubber
gaskets for storm sewers to be used in the construction Standards
Booklet drawn by Hill & Ingman. He also asked for Walt Ramsey to report
on the curbs and catch basins, distances on the catch basins that were
set up in the Code. All seemed to be the proper procedure for such
construction.
Councilwoman Bovell stated that the Code is in good shape now and
should be ready for adoption. Councilwoman Bovell moved that we have
a Committee meeting at 7:30 1,1onday night to study the Standards and put
it in its final form for passage. Mr. . Ramsey stated that the Standard
would be ready for this final reading next Monday night. This was put
to a motion and duly seconded and passed with Councilman Pozzi voting
nay, to hold the meeting at 7:30 P11 Monday night.

Chief Lee Mat,or Thornton congratulated Chief Lee on being appointed Chair-
man of the Retirement System Board.
Jensen City Clerk Bridges introduced Plrs. Marie Jensen, Secretary.
T-lossler City Clerk Bridges introduced Mrs. Patricia Mossler from
Remington Rand , who is doing our filing system. This is a very good
system. In return Mrs. Mossler gave a report on the work she had been
doing" the past few weeks.
PARKING LOT A letter was read from the Bank of Kent stating that they had
eight (8) parking stalls in the parking lot for rent at $40.00 per
month for the City. The letter was referred to the Building Committee
for study.
VALLFY AIRPORT A letter of proposal was read from the Federal Aviation Agency
Western Region proposed modification of Midway Valley Airport. This
airport was formerly the Kent private Airpark or Smith's. They want to
consolidate this airport with the one now presently at Auburn.
This letter was referred to the Planning Commission for recom-
mendation back to the Council.
March 19, 1960 ACCIDENT
City Attorney Thatcher reported that an accident from March 19,
1960, was coming up for trial April 302 1962 but how it has been set
aside for no indefinite date and the complainant has joined with the
County on this suit.'
