Regular meeting of the City Council present Mayor Thornton.
Councilmen Bovell, Hartlaub, Mauritsen, Pozzi, Shaffer, Strain,
Woodworth, and Mooney.
Councilwoman Mauritsen left office at the point of new
business and Dave J. Mooney taking office at that point and being
Z sworn into office by the Clerk.
Minutes of the last regular meeting approved as printed except. . .
No Councilwoman Mauritsen moved that the minutes be corrected
Z� to read that the hearing was set on the Wolvin Rezoning for April
162 1962, duly seconded and passed.
°Z City Engineer Sherwood reported that Mr. Curran requested

that the Andy Matelich rezone would be set aside until the next
�< Council meeting. This would give them time to get together and
Wg discuss the problems on the rezone. Motion made, duly seconded
W and , passed to hold the hearing over until the next regular Council
0o meeting April 16, 1962. ,
City Engineer Sherwood reported that the Treatment Plant
Operators were. making a smoke test in the sewers, on at Bowen
Scarffs and one at the City Hall both locations showed that there
were violations and' he believes that this test is going to work
out to the interest of the City.
City Engineer Sherwood reported that he has received a
book f rom. Kent England with the Coat of Arms and he wanted Council-
man Hartlaub to see it. To see if we should adopt the crest
for the City of Kent.
A letter was received from the County Court of Kent, England
and they were very enthusiastic about us wanting to adopt the
Crest of Kent, England.
City Engineer Sherwood would like the City Council to set
a date of hearing on May 21, 1962 for the connection of the Lake
Fenwick Road to the Star Lhke Road. The extension of Winner St.
to the West Hill. 'Also extend the O'Brien Road to 1O4th at 24Oth
and change in the zoning ordinance on parking lot approval.
Motion made, duly seconded and passed for the above road
changes and zoning ordinance change.
Mayor Thornton asked the City Engineer how the black topping
of James St. was progressing. City Engineer stated th&t the
water main has to be lowered at the top of the hill and the grade
cut down. When that is completed it can proceed.
Councilwoman Mauritsen reported that the Change of the light
on S.E. 240th at the East Hill Elementary School has not been
changed yet. The other ones that have been ordered in are three
suspension lights two at Reith Road and the Kent DesMoines Road.
They are working on them now. Also one on the West Highway at
the Standert approach all the material is available and they should
be installed soon.
Shee presented a proposed policy for installation and street
light work that the Council had requested her to make. This
street lighting policy is a part of the minutes and is on file
in the office of the City Clerk.
Motion made, duly seconded and passed to adopt this Street
light policy.
.Councilman Strain reported on the water stating they will
start about December to improve Clark Springs and add another
transmission line into the City. Councilman Strain has been
working with our City Engineer and Consulting Engineers and our
bonding finance men, Mr. McLean before we get under way to far
we will have to make an application to the government for- loan
money as we did on the sewer transaction. This is what we call
advanced planning, on the project. The first move on this would
be the improvement at Clark Springs, 2nd would be the transmission
line, 3rd would be water storage that is at the time that we can
economically do this, so tonight we should pass a resolution for
the government and also a renewed contract with Hill & Ingman to
make this application to the government valid but this contract
with Hill & Ingman is no different than the one now operating.
A letter was read from Hugh G. Goldsmith & Associates
stating that they have been advised that the City of Kent has
been authorized to approve only a limited number of Sanitary
sewer hookups until certain modifications have been made in our
sewer system. As engineer, J.W. Morrison for the Federal Way

School District they want the Council to approve the connection
as the sewer lateral in the Cambridge Division is the same one
the School District must use for its connections.
The construction for roads and utilities for the Cam-
bridge Division #1 and the Federal Way School District is
scheduled with in the next 30 to 60 days. So it is important
that the request for the sewer hookup for the Cambridge Plat
be granted so upon completion of the construction drawings
they may have the assurance of their use for building purposes.
Councilwoman Bovell moved to allocate 40 connections to
the Cambridge Plat. After discussion above motion was with
drew with the second.
A letter was read from the State Department of Health and
it works in with the request from the Hugh Goldsmith and Ass-
ociates.
The Department of Health is allocating to the City of Kent
270 connections and this letter states that Mr. Sherwood should
advise them by letter as to the allocation of sewer connections
of the Cherry Parks Estates, Kentwood Hills and Park Orchard
Division #4.
Councilman Pozzi moved, duly seconded and passed for the
forty connections to be allocated to the Cambridge Plat with
the approval of the plat by the Council.
Councilman Hartlaub moved that the City Engineer allocate
these connections with the approval of the sewer committee to
the various platters that might need a connection, duly seconded
and passed.
A letter was read from Edward J . Logan Supt. of County
Elections reporting on the election of Valley View;-land Suburban
Heights area that they had petition to annex to the City and
call for an election on March 20, 1962, The total vote was 124,
for annexation to the City of Kent 59 and against annexation to
the City of Kent 65, so the annexation was defeated.
A letter is on file from Hill &, Ingman directed to the
Dept. of Health to Mr. A. Koch stating that we are interested in
obtaining a loan from the -Federal Government to cover the pre-
liminary planning for expansion of their water supply from Clark
Springs and construction of a new water transmission main. This
letter was placed on file.
A letter was read from the City Engineer recommending that
the streets in Salt Air Hills be accepted and the plat bond be
released.
Councilman Pozzi moved, duly seconded and passed to accept
the Engineer' s letter of recommendation to accept streets and
the plat bond of Salt Air- Hills be released.
A letter was received from the Midway Land Co. , Inc. ask-
ing for the vacation of certain streets along the west side of
the Military Road. This vacation is necessary because we have
filed a preliminary plat of Cherry Park Estates and they would
like to have the Council refer this matter to the Planning
Commission so they can take the matter up at their next meeting
of the 2nd Wednesday in April.
This letter was sent in by Midway Land Co. , Inc. written
by Hugh H. Benton Jr. , President.
A petition was presented which was signed by two of the
property owners along this vacated street causing a higher per-
centage than is necessary.
Motion made, duly seconded and passed to refer the letter
from the Midway Land Co. , Inc. wanting the vacation of a street
which is ,a few feet to the west of 36th Ave. So. (Military Road)
I to the Planning Commission.
Motion made, duly seconded and passed and recommended by
the Clerk to not take a census this year owing to the fact that
there were no extensive annexation.
Mayor Thornton introduced at this time Dave Durrand, new
Councilman elect and Dave 0. Mooney in the crowd.
Continued:
A petition was filed from people along South State Street
stating they had paid an assessment on the Street Lighting system
350 per foot equal .to the ones North of them had a street light
on every pole and when they got into their area they skipped a
street light to every other pole, thus the lumination is not as
good as what they have to the Nort# and they were charged the same
amount of money and they protest this action of this LID and they
would like to have additional lights in that area because they
have a lot of traffic there and different activities there that
they should have it lit up more efficiently.
Mrs. Harwood was present and spoke on the lighting also and
was a signer on the petition.
Motion made duly seconded and la sled to refer the petition
on south State St. to the Lighting Committee for investigation.
City Attorney Thatcher proceeded to read Ordinance on the
annexation of the Midway area and asked the Council for an effect-
ive date to be placed into the Ordinance.
Motion made , duly seconded and gassed to place the effective
date of Ordinance #1124 for April 15, 1962.
Ordinance #1124 was read. Motion made , duly seconded and
passed with Councilman Woodworth voting nay, to adopt Ordinance
�1124 for the annexation of the midway area into the City of Kent.
Ordinance #1125 relating to Planning and -rezone land use
hand development for Linjord. and Mutual. Materials was ;by_:inotion
duly seconded and passed.
Resolution #471 for borrowing 'the money on the water project
from the Government under public law #560.
Councilman `train moved, duly seconded and passed for the
Clerk and Mayor to sign the contract for the water job.
Councilman Strain moved, duly seconded and passed to adopt
Resolution #471 and the Mayor. and Clerk to sign same.
Councilman Shaffer from the Finance Committee recommended
the park spend $1556.00 for a lighting effect in the fish pond
in the park and $1182.00 for a fence and painting.
Mayor Thornton commended Mrs. Mauritsen on the job well
done as Councilwoman for the Cite of Kent..
Dave Mooney was sworn into office and took his seat on
the Council.
Lyle Sandelius was present from 2562. Lake Fenwick Road and
he would like to have a meeting with the water Committee next Monday.
Motion made, duly seconded and passed to have this meeting
next Monday on the Lake Fenwick water job.
Mayor Thornton announced that the new Chamber of Commerce
President was here and he is Noel Bicknell, and the Mayor wanted
to congratulate him on his accomplishments.
Councilman Woodworth announced the City Beautification
Committee ,.would like six signs for the entrance of Kent.
Motion made, duly seconded and passed to give permission
to place six signs that was presented by Councilman Woodworth.
Councilman Mooney requested the Pollution Commission and
the Health Department to make a survey of the Treatment Plant
against the 1955 survey which was made. The Treatment Plant was
supposed to handle and now we find the amount is not there and the
Plant is run just as efficiently as it was run in 1955• Mr. Al
Livingston was on that survey in 1955 and we would like to have
him return to make a survey at this time.
Motion made, duly seconded and passed that the City Engineer
assist the Heath Co. on their affluent discharge from the plating
plant into the Creek to see if we can get an improved condition
so that there w ould .be no p(Illution going into that stream.
Councilman Mooney moved, duly seconded and passed for a
letter to be sent 'to the pollution control requesting an efficiency
test on our sewage Treatment Plant.
A motion made, duly seconded and passed for the Clerk to
write a letter to D.L. Armstrong of commendation for his 40 years
of servicevath the Fire Department.
City Attorney Thatcher brought before the Council the R.L.
Anderson claim for damages to his car driving through an alley that
had a hole in it and the Street Department said they werQn't aware
of this hole and as soon as they were aware of it they corrected
the condition.
Councilman Pozzi moved, duly seconded and passed that the
bill be denied of R.L. Anderson.
