HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 03/19/1962 Kent, 1,ashington March 19, 1962 Regular meeting of the City Council present Mayor Thornton, Councilmen Hartlaub, Mautitsen, Pozzi, Shaffer, Strain, and Woodworth. Minutes of the last regular meeting approved as printed. Report of officers Clerk, Treasurer, and Budget presented and by motion placed on file. City Engineer Sherwood took a traffic count on shinn St. between lst Ave. and 2nd Ave. the count came up to 3900 cars per week count. He stated that the State Highway average count per week is 3700 cars count. This shows that the traffic is pretty heavy there. Mrs. Olson reported that she has had a letter from England stating that in regard to the Coat of arms there is a buld pack- age coming by surface and will be here in a few days. Bob Kristofferson, Treatment Platt Operator has his annual report made out and presented to the Mayor and Sanitation Comm. Mayor Thornton announced the hearing open on Pierce 's Plat #2. There were no objections to the Plat so the hearing was declared closed and called for the reading of the Ordinance. Ordinance of Pierce 's Plat 2nd Addition was read. Council- man Hartlaub moved, Councilman Shaffer seconded and passed to adopt the Ordinance. Mayor Thornton announced the hearing open on the Andy Matelich rezone from an R-3 to an M-1 except the stipulation presented to the Council by the Planning Commission of the rezone of 150 feet. Mr. Pzce that is contemplating to build an apartment above the Matelich rezone , wanted to know the facts of the case if this was rezoned would it jeopardize the construction of his apartments. Mr. Curran an attorney spoke representing Mr. Matelich on the rezone from an R-3 to an M-1 and also on the rezone to mobil homes. Mr. Curran explained the operation which Mr. Matelich wanted to have it rezoned, so Mr. Pace withdrew his objections. Mr. Curran also spoke on a 60 foot road that the Planning Commission stipulated before this rezone would be consummated. This would be a 60 foot right-of-way road to go down the old Beeler Road. This Mr. Curran states would not be good for the owner- as it will cut the valuable land in two and it would be better if it was placed on the East side of the property. No further objections so the Mayor declared the hearing closed. This hearing will be reopened for further discussion on the road location. Mayor Thornton declared the hearing open on the Lingord rezone from an R-1 to an C-1. No objections so the Mayor declared the hearing closed and the City Attorney is draw the necessary papers for the change. Mayor Thornton announced the hearing open on the Mutual �- Material request for a rezone on North Central between North Central and the Northern Pacific tract from C-3 to an M-1 Zone except the East 120 ft. for a buffer zone. to remain. There were no objections to this zone change so the- Mayor announced the hearing closed. Motion made, duly seconded and passed to have the City Attorney draw the necessary Ordinance to have this change made . Mayor Thornton announced the hearing open for the Midway Annexation. Mr. James Thigpen spoke against the annexation stating that it is a "piecemeal operation', and we are not interested in coming into Kent". Harry Blakely also spoke against the Midway Annexation. He says. he is opposed to it and will process legal suit if the Council accepts this annexation. He owns some property in there and he does not want it to come into Kent. Mr. Fred Clemmer objected to the annexation .he stated that "We want to be left alone where we -are now is perfectly good for us and we do not wan ' to be in' Kerit?': Continued: Mrs. Mary Robare on 30th Avenue and the Desl4oines Road stated that "we are better off out of Kent, that when we were in before the other annexation was kicked out, and we were not treated right". Mr. Sleeman also spoke who resides on 30th Avenue, "we don't want to have any part of Kent and we are satisfied where we are." Mr. Curran spoke for the Midway annexation he spoke for three or four who wanted to become a part of Kent . He stated that in this case Midway could not be incorporated at this time because of DesI4oines being on the 1,1est and Kent on the East, it would be far better for those people to be in Kent than out in the County. Mr. Curran explained various phases of the annexation and presented the Council with a petition of 114 signatures that restated that they want to be a part of Kent, in the annexed area which wants to become a part of Kent, and the objectors are a very small protion of the ones that want to come into the City of Kent. Mr. Blakely took the floor again and says that he is still against the annexation. Mr. Thigpen and Mr. Robare stated that they are still against the annexation and want to have no part of Kent. Mayor Thornton announced the hearing closed. Councilman Shaffer moved that the City Council accept the annexation duly seconded and passed with Councilmen 7;loodworth and Councilman Strain voting nay. Councilman Hartlaub asked the Council if he should proceed with the figures on an air conditioning unit for the second floor of the City Hall. Council stated that he should proceed with that and obtain figures. Councilwoman Mauritsen stated that the Residential Street Light on 240th at the East Hill School was not doing the - job so would like to have it replaced with a 7000 lumen Mercury Vapor Light. Motion made, duly seconded and passed to have the light at the East Hill School replaced with a 7000 lumen Mercury Vapor light. Councilman Strain stated that we should consummate the contract with Water District #111. Councilman Strain recommended that we reduce the water rate to the districts after they have used 350,000 cubic feet from 110 per hundred to 9¢ per hundred. This would affect all the water districts now taking water from our supply. Motion made, duly seconded and passed with Councilman hartlaub and Councilman Shaffer voting nay. Councilman Woodworth moved to change the contract to read 15 year period with [•later District #111 and for the Mayor and Clerk to sign the document . Motion made, duly seconded and passed. �%ouncilman Strain moved, duly seconded and passed for the Clerk to write a letter to Mr. Derbyshire and also Jater District #105 to notify them that if they proceed with more usage of water that they should anticipate and prepare themselves to put in elevated tanks to relieve the condition that their pumps are taking the water from the surrounding area. Barney +ilson, Park Supervisor was preseht at the meeting and reported that the relief work program was progressing nicely and it will work out to our good. Mayor Thornton asked Mr. Wilson to see if he could get a crew on the old O'Brien Cemetary on the -Filson Road to see if they could reactivate that cemetary, clean it up and put it in presentable condition. A letter was read from the Housing and Hlome Finance Agency stating that advanced planning application sewer facilities Kent, ':;ash. this will acknowledge receipt of the above entitled applica- tion transmitted with your March 7, 1962 letter. There are some features of the application that will require detailed preliminary examination by the reviewers of this office. I will advise you promptly when this preliminary review is complete. L.R. Durkee, * Director for Northwest Operations. A letter was read from the Housing and Home Finance Agency March 15, 1962, in regard to advanced planning application, Sanitary Sewage facilities. Our initial review of this application has been com-leted and some questions have been raised by examiners in this office, however, before proceeding further and having in mind the recent change in the membership of the Kent City Council I feelit is appropriate to request a resolution by the Council re- affirming the desire of the City to proceed with the proposed improvements we have been involved in applications in the past that have been subject to political or policy maneuver which. have been resulted in unnecessary process and activity by this office. Continued: After discussion on this sub4ect the Council went on record that were proceeding with the same, as to previous to the election and new officials owing to the fact that there ate three new ones and they will likely concur with the program we have set up because we have four that will substaniate the movement as per- scribed. The Council recommended that the Clerk send the excerpts of this meeting to the Housing Home Finance Agency in care of her. L.R. Durkee, Director for Northwest Operations. This will confirm to them that we are continuing the program that has been set forth and that we have made application for. o A letter was read from Ed Sipe, Chairman of the Planning Commission stating that the regular meeting of the Planning Comm. WN held March 14, 192, H. E. igolvin presented an application for �4 a rezone from an MA to an M-1 on the following described property: °o Ti�at portion of Government Lot 5, of Section 14, T22N, R4E, 'ATM laying North of S.E. 22$th (Taylor hoad) . WZ Motion made, duly seconded and passed with the unanimous °: vote to recommend to the Council to g7ant this reptone. A letter was presented from McLean & Co. , Inc. Investment Securities of Tacoma written by Paul Flint stating that he has complied with the Council's request to make a study of the proposed sewer projects as outlined for a ten year period by our Engineers. The total estimated projected costs are 3 ,405,000 less anticipated Federal grants totalling 990,000 makes a net of 2,415,000 to be paid for by the issuance of revenue bonds. The debt service sewer bond issues results in a coverage factor of 1.48 which is in excess of the 1.3 coverage required by previous bond issues. They feel that under present market conditions the various projects would be feasible within the scope of engineering estimates of construction costs and operation expense. • A letter was read from Chicago, Milwaukee, St. Paul and Pacific Railroad Co. stating that they will study the use on thier piece of land along their tract for little league ball recreation and they will keep this in mind and let us know as soon as they can come to a decision. The city Treasurer, L. H. Cavanaugh wrote a letter tone Council presenting them -with the outcome of the 30 day Pa yme without interest from LID 240 in the sum of $10,742.19 leaving a balance of $18, 549. 51• The remaining balance of $1$, 549. 51 will be the bond issue for LID 240. Motion made, duly seconded and passed to set the interest on the bonds of LID 240 at 412%• Motion made, duly seconded and passed for the Clerk to sell the bonds across the counter to the local people. Motion made, duly seconded and pasr,ed to adopt bond Ordinance #1123. Resolution #470 was duly read. Motion made, duly seconded and passed to furnish the State with a franchise performance bond in the sum of $2,000.00. Councilman Woodworth announced that. he would be introducing an ordinance for convicts to register when they appeared in our City from other places.
