Minutes of the last re-ular meeting approved as .printed except. . . Motion made, duly seconded by Councilwoman Bovell to correct the minutes to read as follows that 'storm drains on Meeker St. between First Ave . and Fourth Ave. be included in the Comprehensive arterial street program Motion for same passed. Report of officers Treasurer, and Clerk was presented and by motion placed on file. City Engineer Sherwood made his report on Icy Creek. Report on Icy Creek in December 1961 was three million gallons a day the last reading on November 1961 1.74 millions gallons a day. CORRE TED 3REF RTO At the last Planning Commission meeting they recommended MUTthat Mr. Sherwood bring before the Council for the arterial street program. One of these streets would be the extension of the O 'brien �I Road to 104th to the Benson Highway, another one would be 4th Ave. U- to be extended from the Taylor to tl:e O 'Brien Road. The next one ° would be 11inner Street extended from the T,,Iest Highway to the Military Road a rough fashion as to the location. Another extension z would be the Lake Fenwirk Road the one which leads and turns down o the hill on the South end of the Lake this to be extended to the W Star Lake Road. W Letter was read from the Planning Commission stating that Mr. Sherwood presented a map showing proposed future arterial streets for 'the City of Kent at the last regular meeting of the W Planning Commission. The plan was studied dnd .by motign.,,,�:i.�-cc o passed by._th� .unanimous vote: iof .6hose . pr'esent " and asked that Mr. Sherwood present this plan to the City Council. with their r6commendations to amend the Comprehensive plan and to include these streets. The letter also recommended that Ordinance #1071 section 10.11. 5 procedure be amended to read applications together with plans and specifications shall be submitted to the City Engineer, his approval shall be required before sit,/preperation or developement work is commenced. At the present time the Ordinance requires plans for parking i be submitted to and approved by both the City Engineer and the Planning Commission we feel that this should not be necessary for the Planning Commission to approve this proceedure as it holds up construction, about 30 days. Councilman Hartlaub moved, duly seconded and passed to adopt the letter from the Planning Commission and also for notices of hearing to be mailed and posted 14 days proir to the hearing. The hearing is to be held the 19th day of lurch 1962. Mayor Thornton announced the hearing is now open for LID 244 for water lines along the Lake Fenwick Road. There was no comment only for the improvement,. The Mayor announced the hearing closed. Motion made, duly seconded and passed for fire hydrants to be installed and be an addendum to the bid in the call for bids. Hydrants in this line were deleted but this motion will place them in the bid call. Mayor Thornton announced that the hearing is now open for the setbacks along the Orillia . Road or (1$Oth Street ) anyone im the audience having any objections for these setbacks rise state your name and reason. Mr. J .J . Gil-1 espie , 7203 1$Oth St. asked various questions on these setbacks but he was informed that it would be taken care of for any setback that was necessary according to law. This setback is 50 foot from the center line of the present 1$Oth � I Street. Mayor Thornton declared the hearing closed. Councilman Hartlaub moved that the Planning Commission . recommendation for the 50 foot setback from the center line on 1$Oth should be accepted, and put into oleration, duly seconded and passed. Councilman Woodworth reported that the Police had their annual report out. He did not have it with him but it was a very fine report. Councilwoman Bovell moved, duly seconded and passed to have a meeting February 21, at 2 :00 PM for thw Sanitation Committee, and the Capital Construction Co. Continued: Councilwoman Ivlauritsen stated that the Park Department would like to use the land between the old interurban right- of- way North of meeker It. between the Milwaukee tracks and the old P.S. Power right-of-way and it extends to Shinn Street. Motion made, duly seconded and passed for the Clerk to write a letter to the Rai1nad Co. for permission to use the piece of land for park activities. City Attorney `thatcher stated that the City of Kent should install new gates to the City and call it the baseball capital of the world. Councilman Shaffer added that the gates should be placed on wheels. Councilwoman Mauritsen brought up the contract from the .State aid agency for had labor on the park on Scenic Hill and moved that the Mayor sign the contract. Motion for the above was duly seconded and passed. Motion was made, duly seconded and passed for the Boy Scouts from the Green River District to use the Recreation park again as they did last year. Councilman Shaffer is on a Committee to study the release of V:aller' s $5 , 000.00 cash bond for performance on the gravel pit that he had on his place. He referred it to the City Engineer to make comments on the contract. There are various small minor restrictions that Mr. 'taller did not carry out but the City Engineer stated they didn't amount to too much. Councilman Shaffer moved to lay the matter over until the state actually takes over the pit we understand that the State has a condemnation suit on the gravel pit for use for their roads, also for the City Engineer to check on the water line and the road. Motion for above was duly seconded and passed. Councilman Shaffer moved, duly seconded and passed that the City Clerk write a letter to the American Municipal Association to get the data back from entries we had entered in the National program. Letter was fead from the Planning Commission stating that Andy Matelich requested a rezone from It-3 to M-1 portion of his property south of the Kent Dewhloines Highway. and Vilest of the river recommended that the granting of the rezone be given providing that 150 foot souare at the Northwest corner, 150 0ft- to the east and 150 ft. to the south, remain zoned R-3 ; also the property owner to dedicate to the City a 60 ft. street on a line generally following the Beeler Road, as formally established. It was felt any commercial activity on the northwest corner would create a bad traffic hazard.. Also we recommend the approval of Mr. Matelich ' s request to rezone a portion of his property; in the same general area, from R-3 to MHR providing, that he dedicate a 60 ft. street to continue south from the street dedicated in the I.1-1 Zone . Mr. Wilbert N. Linjord requested a rezone from IZ-1 to C-1 for his property generally south and east of the New Freeway intersection of Kent DesMoines Highway. Property owners of property starting with Mutual Materials and going southerly to the south line of Michelsen's Equipment between Central Ave . North and the N. P.R.R. requested a zone change from C-3 to M-1. We recommend this property to be zoned M-1, FXCFPT, the East 120 ft. thereof which will remain C-3 to provide a buffer zone. This motion made, duly seconded and fe- passed to hold a rezone hearing for the Matelich, Linjord, and Mutual Materials for March 19, 1962, at 8:00 PM. I - City Engineer Sherwood had a letter filed for the revised status of the N.P. Railroad Co. on the LID for street lights charging it to the City. Cit',r Attorney Thatcher reported that the County Commissioners stated that there will be no exchange on the part property on the Military Road. ' I// //Resolution was read on the arterial street program and motion, duly seconded and passed to accept the resolution. Resolution also presented and read and by motion adopted r®questing the Mayor and Clerk to sign same for public works program from the Federal Government on sewer system. Councilwoman Bovell, moved, duly seconded and passed to adopt resolution for funds from the Government,, f� Continued : Ordinance #1119 read for the confirmation of assessment roll LID 241 for Mercury Vapor street lights. Motion made , duly seconded and passed to adopt Ordinance #1119. Councilman Hartlaub wanted to know if someone was working on the Coat of Arms to be placed on entrance gates to the City. Contract on the sewer stated that Hill & Ingman Vdould only take various steps at the order of the Council. Councilman Woodworth requested of the Council for the Homeshowr: to have and use Second Ave. from Meeker to Gowe for a three day home show. Motion made; , duly seconded, and passed to allow the Homeshow to use and block off Second Ave . for a three day session. Council woman Bovell moved, duly seconded and carried that the minutes of the Council meeting be ant to T�ir.
