Regular meeting of the City Council present, Mayor Thornton, Council-
men Bovell, Hartlaub, Mauritsen, Pozzi, Shaffer, and Strain, and Woodworth.

Motion made, duly seconded and passed by Councilwoman Mauritsen to
approve installation of lights at Military Road and the Kent DesMoinss Road.
Budget report presentisd and by motion placed on file.
City Engineer Sherwood reported that Barney Wilson and himself made a
trip to Icy Creek. There is more water coming out of the springs now but he
has not gotten any data from Tacoma of late on how much water there is Elowing
at this time.
Mayor Thornton announced the hearing is now open on LID 241 for the
improvement of streets by street lighting. Anyone in the audience for or
against this LID please stand and give your name and address.
The Clerk reported that he had one from the Northern Pacific Railway
Co. stating that owing to the fact that the City has had a long term lease
on the two parks along the Railroad and also having a sidewalk between
Meeker & Gowe•Street they thought the Council should equalize the assessment
a#ainst them and revert it to the City.
Motion was made, duly seconded and passed to equalize the N.P. Railroad's
assessment.
Another written protest was from Gertrude B. Dawson stating that her vote
would be against these improvements at this time.
A protest from a resident at 324 W. Gowe a Mrs. Dessa Brandenberg
stating that I did not ask for these lights and feel the assessment is to high
for a private residence.
Clerk stated that that is all the written protests on file.
Mons Rod residing on West Meeker stated that he has had two assessments
on street lights on Meeker Street since he has lived at that residence.
He
has noted that other people have the same kind of lights and do not have to
pay through an LID for them they get them for nothing. He understands you
have to holler long and loud before you can be reconized . He said he has
had his say and that is it.
No one else appeared before the meeting to protest this LID the Mayer
declared the hearing closed.
Councilman Hartlaub moved that the protest be denied seconded and
passed to accept the one on the Railroad Co's park property that t he City
has leased for long term. - h
It shall be modified andhe sidewalk also.
The other protests shall be denied.
Councilwoman Bovell amounced that the Health and Sanitation Committee'
had a meeting with Hill & Ingman on the Government Grant for the improvement
of the Sewage system Treatment Plant study and for the Federal Housing and
Finance application for money to be used on this project and things were
coming along very nicely. Mr. Koch of the Health and Sanitation of the
State of Washington has been notified of the progress that we have been making.
Councilman Pozzi stated that Mr. Wooster that had Mountain Street
vacated and the City fulfill theirs part of the vacation by having an
appraiser appraise the portion of the street that was vacated and he came up
with $1422.54 so it is mw up to Mr. Wooster to proceed on his part of it and
paying half of the appraised value $711 .27 and the City will proceed with
the vacation. Mr. Wooster was in the audience and he expressed the -opinion
that the appraisal is to higha and there is only one appraisal on the job.
After discussion Councilman Pozzi moved, Councilman Shaffer duly seconded and
passed that the appraisal of Wayne Brandon would be accepted.
Mr. Wooster said he would not be able to pay it immediately but would do
so in 30 days. Councilman Woodworth moved, chily seconded and carried, to give
a 30 day.,,peftod_Ibm the. payment of this vacation of $711.27•
Mayor Thornton announced the hearing open on the Comprehensive Plan on
streets for the creation of arterial streets for the centgas tax to become
available for expenditures thereon.
Coumiltm�an Pozzi announced the pattern for arterials for the cent
gas tax. The pattern consists of
#1. James Street from Centrdl Avenue to Summmiit.
#2. James Street from the Northern Pacific Railroad to the Milwaukee
Railroad from James St. to Summit Ave., to 102nd Ave. South on
James St. from the Milwaukee Railroad to the West Highway and on

This project is estimated to be about $259,000.00. The City Engineer
estimated that over a six year term we will get about $195,000•00•
Councilman Strain injected Gowe Street from the East Highway to the
West Highway. Gib Kendall., foreman of the street department stated that,
he would like' to see the Reiten Road included in this arterial system.
After various discussions motion made, duly seconded and passed for the
City Attb'rbey.to draw a resolution on this arterial system planning.
Councilwoman Mauritsen moved and duly seconded and passed to have
the Clerk write a letter to the Power Company instructing them to install
a 7000 lumimum light- in the alley behind the Kent Bakery between Gowe and
Titus Street. Councilman Shaffer voted nay.
Councilman Strain announced that there was not a bid called for, for
the pump at the Reiten Road because the purchasing Agent had negoiated with
the Electric firm to install it for less than the $2,000.00 sum so it has
been ordered and we will have the pump in soon.
Don Bell was present and reportedto the Council a new policy from the
Group Insurance that the City now carries and it will be a cheaper rate
for us with inspections of all City buildings by the Fire Department and
it will pay us off in the long run and the rest of his letter stated #2
paragraph ) that he was prepared to give an Insurance policy to each of
the employees to use up the balance of the money which was appropriated
fQr insurance. Councilman Shaffer moved to accept the first part of the
report, duly seconded and carried.
The last part of the report is to be placed in the hands of the
Finance Committee for study.
Mr. Gil Lloyd was present from the Public Relief and Assistance from
the state he stated that the Park brushing or clearing program for the
Scenic Hill park was on its way. It was approved and we would have a
few men do the work no machines to be used and it would be all hand labor.
The Council appreciates this very much that this is a good start on this
and other Committees- were appointed and the heads of the Department to go
ahead and use this sort of service which the State has for men that are
out of work to clean ditches out and this and that where no contracts are
let or no interference with other sorts of labor.
The Mayor appointed Councilwoman Mauritsen to take the Chairmanship
for the parks and recreation from the Council's standpoint.
Motion made, duly seconded and passed for the Clerk to write a
letter to Mr. Lloyd and thank him for the worthwhile program that we were
just about to take part of from the Relief of the State. -
A letter was received from the Planning Commission reviewing and
replacing wrecking yards in the City from Section 10.7.02 to Section
10.7.3. Motion was made, duly seconded and passed to place the letter
on file from t he Planning Commission.
A letter was read from Hill & Inman on the survey on the Sewer
Treatment plant and Councilman Bove11 moved to instruct the City Engineer
to carry out Sections one and two of this letter as recomnended ,to. Mr.
Koch and also to inform Mr. Koch'by letter what we are doing in this
program. Motion was duly seconded and passed for the City,.Ehgineer to
carry out the sections of the letter from"Mr. Koch and also to inform
him by letter what we are doing.
The #3 program of the letter will be taken up at the next meeting.
Letter was read from Mr. Charlie Waller requesting the City to release
his S5,000.00 that he had placed in place of a bond for the conduct of the
gravel removal on his land. The fact that the State is having a condem-
nation suit to take the pit and use it for state purposes. City Attorney
agree that there would be certain conditions that are to be met before the
$5000.00 would.be released.
Motion made2 duly seconded and passed for the Finance Committee to
handle the Waller release.
A letter was read*from the City Engineer certifying that the estimated
cost of the proposed Lake Fwnwick water main LID as set forth in Resolution
#466 is $21,848.12 of which $11,712.00 is to be born by the property owners
in the proposed assessment district. Aggregate assessed value of the real
estate exclusive of improvements was in the proposed district according to
the last value placed on it for the purpose of General taxation $8,490:00.
The amount of improvement valuation is $5350•00 thus making the total
valuation for limitation purposes based upon the assessed valuation represetiting
50% of the actual value as $19,655.00 and the prelimary assessments against
these properties as contemplated in the LID 243 Oewer district in that area
totals $965.00 this is an informative letter at this meeting only. This
letter is to be presented at the hearing at the next regular meeting.

Continued:
Ordinance #1117 of the City of Kent providing regulation governing
the construction, alteration, equipment or removal of buildings or
structures adopting the National Building Code of 1955, together with
several amendments and revised additions of the Fire resistant rating
and repealing Ordinance #879 of the City of Kent and ammended by
Ordinance #880 of the City of Kent. This Ordinance was read and motion
made, duly seconded and passed.
Ordinance #1118 regulating the placing and occupancy of mobil homes
or other temporary and movable of abode in the City of Kent, prohibiting
tents requiring. permits and fixing fees thereof establishing responsibility
defining offenses and prescribing penalties for the violations hereof, and
repealing Ordinance #738. This Ordinance was read and by motion, duly
seconded and passed to adopt Ordinance #1118.
Councilman Woodworth moved that the heads of the Departments move
ahead on projects for this relief man to get unskilled labor to do the
work, motion duly seconded and carried.
City Attorney Thatcher announced that Water District #75 hearing is
advanced to June and could continue further.
