Regular meeting of the City Council, present Mayor Thornton
Councilmen Bovell, Hartlaub, Mauritsen, PoZZi, Strain, and Woodworth.
Minutes of the last regular meeting approved as printed.
City Engineer Sherwood, asked Mr. Hammond to make a report
on the W4st Hill Sewer. Mr. Hammond stated that it was to
late in the ,year and they had trouble with the back fill on the
steep slope. There was too much rain and it kept sluffing off.
He figured that in the next 30 days they would be able to
complete the job.
The fact is, it was too late in the year to back.fill such
a steep slope and they were caught. Also we had trouble with
Mr. Smith's block wall, the water built up behind it causing
the wall to cave in, that will be taken care of later.
Building Inspector �n'ilke made a report on the amount of
building permit dollar value issued in 1961. Report of
$3,274,283.15, that is; 2 million more building permits than
last year. There were 139 total dwellings but he stated he
had not the other cities building permit amounts, so he had
no comparisons to work on.
Councilwoman Bovell reported on the coos Creek Clark
County Club inquiring for sewer service, this is on 216th a
4 mile north and 4 mile east of Heinz Addition. They have
water from their own system or a different system there, so
that we would not supply them water, but theyare only interested
in sewer at this time we feel that it is to fare out of our
City limits to have them connect to our sewer. Motion made,
duly seconded and passed for the Cit•.r Engineer to write a
letter and give them the information from the action of the
Council.
Councilman Pozzi reported that we had a meeting on
streets, changes and names and that this was to be accomplished
by Ordinance as stated by the City Attorney Thatcher. Ordinance
will be drawn with street names and changes as the committee
recommends.
Councilwoman Mauritsen requested a Residential 'treet
Light to the entrance of the Town and Country Apartments, east
of Kent on 100th Avenue and approximately 238th. Motion made
duly seconded and passed fir the Clerk to waite a letter to the
Power Company and have the installation done..
Councilman Strain reported on a letter from Mr. i;IcKiddy
not wanting anv more connections to his private water pipe
line. This letter by motion was duly seconded and passed and
placed on file.
Mavor Thornton announced the hearing was now open on the
vacation of Mountain Street (27th Ave. So.) This street lying
on the -.s!est side of Highway 99 directly across from Midway
Sand and Gravel.
Anyone objecting will please rise and state name and
address.
No objection to the vacation of this street. The hearing
shall now stand closed and.will have the reading of the Ordinance.
Ordinance read, Councilman Pozzi moved, duly seconded and
passed same

that the abutting property pay the apDarised price on the
vacated street area and the Ordinance shall not be published
until the money is paid. Carried.
7'iayor Thornton announced the hea:ning open on the glass
door hazards. City Attorney Thatcher read a proposed Ordinance
for the hazardous glass door situation we have at hand.
Mr. Joe Fournier from the Pent Safety Council made a short
talk on the necessity of having better glass doors.
Iir. Curran an attorney, wants t-) know why we should pass
an Ordinance on glass doors, he says -,nere are other hazardous
conditions in ahome, so it looks like everytime we move we have
to have an Ordinance on these hazards, '',hy doesn't the building
code cover this condition. It was a lengthy di-cursion on
glass doors.
Continued:
Valley Glass Co., the glass door maker, here was represented
and they stated that the cost would be possibly 4 times more for
a 6 foot glass sliding door than it was now, owing to the fact
the tempered glass, wired glass, or such thick safety glass. No
one further commented on the subject, so Mayor Thornton declared
the hearing closed.
Motion made, duly seconded that the proposed Ordinance be
referred back to the Committee for further study and get further
information. Motion for above carried except Councilwoman
Mauritsen voting nay.
Mr.s. and Mr. Richard F. Hawley from the Happy Canyon Tavern
were present and they were in attendance to see how we conducted
our local government.
We have an application for change of classification from
present R-1 Zone to C-1 Zone by Albert H. Lindjord by motion
passed, referred to the Planning Commission for action.
The matter of retirement of Desmon Guinn and Denis L.
Armstron was discussed. Guinn normal compulsory retirement, a
age 65 for March 1, 1962. Motion made duly seconded and passed
to retire Mr. Guinn at the March 1, 1962 date, this being his
request and the request from the water foreman.
Denis L. Armstrong retirement of April 1, 1962, was made
by motion to be referred to the Police and Building Committee.
Letter was read from Book Publishing Co., stating that
they were sending the City of Kent a Civic Achievement Citation
suitable for hanging in the Mayor's Office or the Board Room.
They congratulated us on our City Code.
A new and up to date Civil Defense Ordinance was read and
Councilwoman Bovell moved the adoption of the ordinance and
Councilman Hartlaub seconded and carried.
Councilman Strain reported on the timber that we are
considering to be sold from the water shed at Rock Creek. He
had contacted Mr. Michael Bigley, the State timber cruiser and
he thought the best war to -handle the sale of this selected
timber was to call for bids and there should be a minimum price
placed in the bid. City Attorney `Thatcher, City Engineer,
Sherwood, and himself to set the minimum price before the Clerk
called for the bid.
Councilman Hartlaub moved that Councilman Strain go ahead
with the program and work with the City Attorney, City Engineer,
and the City Clerk.
Councilman Pozzi stated that his committee was working on
the six year plan for the 2 cent gas tax and it would amount to
$200,000.00 over the six year period.
Councilman Woodworth brought up Flouridation and thought
that we should carry it through without further discussions.
After various discussions from various Councilmen stating
whether or not they should take direct action by vote of Council
which they could do, or place it on the ballot for the people to
vote at the next General Election. This was discussed back and
forth. Councilman Strain, Chairman of the Water Committee, said
he would rather have placed on the ballot for the people to vote
and for the City Attorney to draw up a relolution to put it on
the ballot for the March coming election.
