Kent, , Washington December 4, 1961
Regular meeting of the City Council present Mayor Thornton ,
Councilmen Boveil, Hartlaub , FAurit.sen , pozzi_, Shaffer, Strain,
and Woodworth.
Minutes of the last regular meeting approved as printed except. . .
No motion was made to accept Change Order #1 on the West
side Sewer. Motion ma.d.e, duly seconded and passed to accept
Change Order #1.
There should be only six street; lights on Kenwood and
Gui.berson instead of ten .
Motion was made , duly ser ?nded and passed to accept the
correction of the minutes of the last regular meet:inn
Councilman Woodworth reported at the meeting the parking
situation ,at the City park is no problem this time of year. Later
on at the start of spring there will he another study made of the
parking situation at the park.
Councilman Woodworth moved to have the parkin; meters hooded
from December 13 to 23 , 1961 inclusive . motion to have the parking
meters hooded was duly seconded and passed.
There was to have been a meeting on the "Standards" with
Councilwoman Bovell , City Engineer Sherwood, and PV. Walt Ramsey
from Hill & Ingman. Councilwoman Bovell was unalbe to be there
but would like a meeting at a later date .
Councilman Fozzi recommended that; a letter be smitten to
Cole & Dolman telling them that we cannot accept the street in
front of the Church just off the Military Road until there is
fill dirt placed in back of the burps to the property _Line and the
grate on one catch basin is fixed. Motion made , duly seconded and
passed to have the Clerk write a letter to Cole & Dolman telling
them we cannot accept the street in front of the Church just off
the Military Road uhti_l the above corrections are made.
Councilman Hartlaub made a report on the Glass doors. He
requested that anyone haveing anything to say +out glass doors
do so at the next Council meeting.
At this meeting a Mr. McGee from the Seattle Safety Council
and Jack price an expert on glass from the Boeing Co. and a Mrs .
Hauptli whose small child was hurt seriously by running through
a glass door was present. Mr. McGee handed out pamphlets or'
tempered glass and various strengths of glass.
Mr. Jack Frice gave a talk on his experience in the Boeing
Aircraft Factory with all kinds of different glass. He stated that
tempered glass of a certain thickness would be safe for glass doors
or wire glass but a 1" glass not tempered was not safe glass.
Councilman Hartlaub said the first meeting in January would
like to have a hearing on glass doors. Motion made , duly seconded
and passed to have a hearing the first meeting in January.
Notices to be placed in the Rent News Journal for a. public
hearing.
Councilwoman Mauritsen made a motion , duly seconded and
passed to have 10 Residential Street Lights placed on Woodland
Way and Maplewood Avenue .
Councilman Woodworth moved for the Water Committee to issue
an order for selective _logging at Rock Creek, duly seconded and
passed.
Councilman Strain reported on the Health Officers report
on Flouridation. The report was referred to the health Committee
to ght the cost of the Flouridation set up, for our City. Motion
made , duly seconded and passed, for the Health Committee to get
the cost of Flouridation for our City.
City Attorney Thatcher states that Mr. Throckmorton will
extend the option on the Icy Creek, U he does not take the timber
that he requested in the original contract . The City could pav
*6, 000.00 for same .
Councilman Fartlaub moved , duly seconded, and passed for the
City Attorney to draw the papers to grant an extra 60 days for
Mr. Throckmorton to remove his timber.
Councilman Shaffer asked for the reading on Icy Creek and the
City Engineer is going to call Tacoma and find out what the water
reading was on the Icy Creek and make a compaison with the Rock
Creek readings.
A letter was read Prom L. 'elite to the Council
statinv that he had puhchased five acres east of Kent on Highway
5A and he is now having well water and the County health Dept.
stated the water source is unsafe so thereFo.re he would like to

make application to the City to connect to the Transmission
main.
Motion made , duly eeconded, and passed for the City Engineer
to make a study of William L. White ' s request and report back to
the Council.
City Engineer Sherwood recommended the final hearing on the
LID for Kenwood and Guiberson. Motion made , duly seconded, and
passed to have a final hearing on LID 240 set for January 2, 1962.
A report from Goldsmith Engineering Firm is the Kentwood Hill
Trunk sewer is in the mop up stage�,now.
Mayor Thornton announced the hearing open on setbacks and -
streets. Anyone in the audience that had anything to say was to
stand and state their name and comments.
Mr. Lothe stated that he represented Lenders Inc . and their
interest was on West Meeker between 4th Ave. and the Milwaukee
Tracks on the South side of Meeker and they had invested large
sums of money and they didn 't feel that they should have to give
that terrific setback because that would cost them Dollars and Cents.
Don Bell Jr. spoke on the setbacks and thought it was not
necessary to have this setback in the center of town.
Ed Sipe , Chairman of the Planning Commission was present and
said it was very necessary to have this setback for their long
range plan.
Gib Kendall was present and asked if the setbacks would take
anymore of his property out at the River bridge when the new state
highway went through they took so many feet and he couldn 't stand
any more setbacks.
Mr. Jones, Superintendent of Federal Way Schools sooke on
the rearrangement of 42nd Avenue South requesting in the same
hearing the relocation of 42nd Avenue South for the school site.
It would now run on a diagonal and then meet back with the regular
street. This no one opposed.
Mr. Perky was there he have�ng property at the same location
went along with the program although he said it wasn 't good for
his property.
Mayor Thornton asked if there were anymore people that
wished to speak in this hearing. There were none so he declared I
the hearing closed.
Councilman Pozai moved that the setbacks in the Ordinance all
be retained except on Meeker Street between 4th Avenue and the
Milwaukee Tracks this -to be deleted from the Ordinance, duly
seconded and passed, with Councilman Hartlaub voting nay and
Councilman Strain refraining.
Councilman Strain moved that the plan in the Ordinance be
adopted except the deletion on Meeker Street, duly seconded, and
passed.
Councilman Hartlaub moved to have the Planning Commission work
around the school area, duly seconded and passed.
A letter was read from the Salt Air Hill Community Club
expressing their gratitude to the City Council for the improvement
on 252nd Street by black topping. They said this was the first
starting for the Beautification of their area and they appreciated
same.
Motion was made , duly seconded and passed for the Clerk to
write a letter in answer to the Salt Air Hill Community Club 's
letter to the Council.
A letter was read from the Statewide City Retirement System
stating that Desmon Guinn 's membership #2042 is up for retirement
March 1, 1962 , and the Council should take action on this as soon as
they could. This letter was referred to the Water Committee for study.
A letter was read from the Post Office requesting the hooding
or closing of two meters on 2nd Avenue and three me te-rs on Gowe St.
they are going to rent the T &. R ,Grd'.cery Building ' Por their delivery
service, Rural Route carriers during the Christmas Rush. ; They
request this from the middle of December to after Christmas Holidays.
This letter was referred to the Police Committee to take action on it.
A letter was read from Lyle Sandelius from the Lake FenwickRoad
area stating that other conditions have arisen and the valuation
has gone up on the property along the Fenwick Road, where they
planned on putting a water line by LID. It was later concluded that
property valuation was not enough for the expense of the LID now he sta
states that there is more houses being constructed and the valuation

of the property has risen so now they would like to go the
LID method for putting in this water main.
The letter from Lyle Sandelius was referred to the Engineer
for study on valuations if Local improvement could be created at
this time.
Resolution #464 was read and by motion duly seconded and
passed for a hearing to decide wheather Mountain Avenue (27th
Ave. South ) should be vacated. The hearing is set for January
2 , 1962 at the hour of 8:00 pm at the City Hall.
Mr. Cunningham the director of Transportation for the
School District says that 212th is a' very dangerous poiht.
Motion made, duly seconded and passed to refer the problem of
212th to the Street Committee .
Mrs. Hogan was present at the meeting and requested the
City to get a deed for the park that was annexed into the City
upon the Military Road owing to the fact the park now is in the
City the City should have ownership of the property. Motion was
made, duly seconded and passed for the City Attorney to write a
discretionary letter for the deed to the park property.
Mayor, Thornton appointed members to the Board of Appeals.
He reappointed Chas. Sells, Owen Buxton, and William Campbell
and appointed as a new member Lloyd B. Coen for a one year term.
Motion made, duly seconded and passed with the Council
confirming the appointments made by the Mayor to the Board of
Appeals.
A committee was appointed consisting of the Street Committee,
the City Attorhey, and the City Engineer to study street names
and changes that might be appropriate at this time on the new
street sign program.
City Engineer. Sherwood stated the Medical Aid, Industrial
Insurance , and excise tax has been paid on the Kenwood and
Guiberson LID #240, and recommended that the 15% retainer be paid .
Motion made , duly seconded and passed for the 15% retainer
to be paid on the Kenwood and Guiberson LID.
