Regular meeting of the City Council present Mayor Thornton, Councilmen
Hartlaub, Mauritsen, Pozzi, Shaffer, Strain, and Woodworth.
Minutes of the last meeting were approved as printed except...
Motion was made, duly seconded and passed to add Tom Coen's name to
the list of helpers on the Fall out Shelter as it was deleted in the
minutes.
Report of officers Budget, Clerk, & Treasurer by motion approved and
placed on file.
City Engineer Sherwood reported that the unanimous vote of the Planning
Commission would like to have the vacation Mountain Street (27th Ave. So.)
City Engineer also•recommends the vacation of this Street.
Motion was made, duly seconded and passed to set a hearing date of
December 18, 1961 at the City Hall for the vacation of Mountain Street.
Building Inspector, Wilke attended school at Western State University
from the 5th to the 9th of November. It was a very worthwhile course for
building officials. The uniform Building Code was explained at the meeting
very thoroughly and many useful things were noted.
City Engineer Sherwood reported that a Change Order #1 on the West
Hill Sewer has been reviewed by all important people, such as the State
Health Department approved this change at the siphon around the upper head —
works of the sewer system. Citv Engineer recommends that the Council approve
Change Order #1. CORRECTED -REFER TO MINUTES OF 12-4-61
The description of the Change order.
Delete bid item #29 lump sum bid amount equals $4700.00.
#2 Construct structure and install piping and equipemnt as shown on the
drawing that constitutes Change Order #2.
In the next three weeks Mr. Morrison and the contractor on the LID agrees
to construct this structure shown on this drawing for the lump sum in the.
amount of $3850.00.
Councilman Woodworth reported on the letter written from Mr. Roberts
attorney for Mr. Woyvodich in regards to the bad parking from the Hinds Grill
on the East Highway. The parkin; problem will be taken care of by the Hindw
Grill.
Councilman Pozzi reported on the btreet to be accepted from Cole &
Dolman just off the Reith Road on the old Military Road, the peice that is
black topped by the church. No action was taken.
Councilwoman Mauriteen moved, duly seconded, and passed with Councilman
Shaffer voting nay to have installed 10 Mercury Vapor Residential Street
lights in the same location as the old Residential lights on Guiberson and
Kenwood. CORRECTED -REFER TO MINUTES OF 12-4-61
Councilman Hartlaub suggested that we have a policy on Street Lights
being placed in zertain areas so that a study can be made.
Councilman Strain moved, duly seconded, and passed with Councilman Shaffer
voting nay for a study to lne made by the Street Light Committee.
Councilman Strain stated that our Health officer Dr. Hogan is looking
into all phases of flouridation.
A letter was read from Mrs. James Hogan, Sec. of the Kent Park Board
stating that they have received a letter advising them on the conditions in
regard to the type of Park Board Kent shall have and we will follow the
instruction of the Council and we will function in this capacity for the best
interest of the Community. We also are awaiting your decision in regard to
our participation i# a work program with the Department of Public Assistance
for improvement of park sites.
A letter was read from the Planning Commission stating that the Compre—
hensive Plan be amended to change the alignment of 42nd Ave. South, starting
at South 264th Street to go Southwesterly through Mr. Morrison's.property
to the Northwest corner of the proposed school site and extending to 40th Ave.
north to this point.
This recommendation is to expedite the construction of this school and
also we recommend the vacation of Mountain Avenue (27th Ave. So.)
A letter was read from Patrolman Danielson written to Chiefs Lee in
regards to the Smith Street crossing being clsoed so long for repairs by the
N. P. Railroad it seems it was to be closed for two weeks and now at this
date it is running into its 5th week and there has been some talk about when
they get through on Smith Street to go to work on Meeker Street and that
would place the work in the Holiday season. The Council did not like having
a main throughfare-blocked during this busy season.
Continued:
Councilman Pozzi moved that a letter bewritten to the N.P. Railroad
stating that the lack of speed on Smith Street crossing and that if they
close Meeker Street that all through the Holidays we would have a closed
street on our main throughfare.
A copy is to be made for the State Highway Department and the City
Engineer.
The usual and continued Park contract was read to the Council and by
motion made, duly seconded and passed for the Mayor and Clerk to sign'
- same.
Mayor Shaughnessy from Auburn wrote a letter to the City of Kent on
the new policy of Safe and sane fire works "we here in Auburn would like to
know what Kent is going to do on their Ordinance of not permitting fire
works if they shall amend it or cancel it out, all this information will
help, us to formulate a continued policy.".
Councilman Shaffer moved, duly sedonded and passed to stand on our
same policy on fire works.
A new law on the nomination and filing for office for the 4 year term
of Councilmen$ now the law states that the Council term of 4 years shall be
in positions.-
Position•#1, #2, and #3 and for the Clerk to start this procedure out
for the incumbent whether they file or not to draw a number at a Council
meeting. The drawing for Positions #1, #2, and #3 accomplished.
Councilman Shaffer drew position #33 Councilman Strain #1, and Council-
man Hartlaub drew #2. These positions will be voted upon and various contest-
ants will file for the positions and not for Councilmen 4 year term.
Notice of appeal from the action of the Board of Adjustment taken by
resolution #9 of said Board by Willis M. Calhoun applicant for the Variance
in an R-1 Zone.
Motion made, duly seconded and passed to set a hearing for the appeal
from the action of the Board of Adjustment to the Council date set for
December 18, 1961
Resolution #461 was adopted by motion, duly seconded and passed to borrow
$30,000.00 from the Garbage fund to the Current Exp. Fund for Maintahance
and operation.
Resolution #463. was adopted by motion duly seconded and passed for a
$1000.00 bond for a franchise to the State Highway Department this bond is
for a sewer crossing on the Black Diamond Highway above the Hamilton Road
entrance.
Resolution #462- was adopted and by motion duly seconded and passed to
delete the frontage service roads between Highwray Engineer Stations 961 50
and 975 50 on the left between Highway Engineers stations 988 00 and 1003 00
on the right. This is State Highway #5 south to 228th Street in Kent.
Ordinance #1112 was adopted by motion duly seconded and passed fixing
the compensation for City Councilmen for attending Council meetings and also
fixing the salary of the City Treasurer amending section 1 or Ordinance 814
and section 1 of Ordinance 851.
A petition was received and presented for annexation from a Mr. John
Thompson and others.
A check of the petition for annexation to the City of Kent which was
filed on November 20, 1961 shows that signatures representing 82.2% of the
assessed valuation were recorded.
This area includes portion of Federal Highway Addition, and Interurban
Heights and Section 21, T22 N R4E W. Ownership information was furnished
by the Washington Title Insurance Co. and the valuation information was
taken from the 1961 Tax Rolls of the King County Treasurer.

Petition was filed by John Thompson and others on the 20th day of
' November for annexation to the City of Kent be entertained. Date of hearing
set for December 18, 1961 and that notices be posted and published according
-- to law.
Motion made, duly seconded and passed to hold a hearing December 18, 1961
on the above mentioned petition for annexation.
Councilman Woodworth stated that there was a parking problem at the
park. People were going to work in Seattle and leaving their cars there and
` this creates a problem for people patronizing the park.
Councilman Strain moved, duly seconded and passed for the Police
Committee to make a study of the parking at the recreation park.

Continued:
City Engineer Sherwood requested the Council to call for a final hearing
on LID 241 Street Lights.
Motion made, duly seconded, and passed to set a hearing on December 18,
1961 for the LID Street Lights.
Ed. Sipe, Chairman of the Planning Commission was at the meeting and
stated that the Department of Health recommended 8 foot span between Travel
Trailers where our plan is set for an 11 foot span.
Mrs. Fraizer was in attendance at the meeting and wanted to know what
had happened to the yater line at Lake Fenwick. The answer was no mscrow
money placed in the hands of the City Clerk.
Mr. Walt Ramsey was present from Hill & Ingman that the Standards are
nearly complete.
