Regular meeting of the City Council, present Mayor Thornton, Councilmen �..�

Report of officers presented and filed, Clerkts, Treasurerb and Budget.
The City Engineer reported that the paving on Kenwood and Cuiberson Streets
would start this week. He commented that the Contractor is very p-.rticular and
is doing a very nice job.
The City Engineer reported that the Street I,i_f-,titin`; on the LID part is all.
completed and. the pole 1.1Ehts that the Power Co. is insi,a.ili.ng are nearly complete.
All the aerial cross wires have been eliminated. The Contractor is very cooperative
and is doing a very fine job.
The Contractor on the Kentwood Hills Trunk Sewer is now working on the siphon.
Mr. Goldsmith will complete the report when he appears at the meeting.
The State Highway Engineer made a traffic count on 2nd and Meeker and on I
L}th and Meeker. Results of the count' on 2nd and Meeker cross traffic does not
justify a traffic light but 4th and Meeker has sufficient cross traffic to justify
a light. A copy of the traffic count will-. be sent for our :files. Funds are not
available at this time but the light will be installed when funds are available,
possibly in the next bi-annum. Also sometime after October 15, 1961 a light
Tiril_1 be installed at the Benson Highway and Black Diamond Road intersection.
Building permit, application submitted for new service station at Meeker and
Washington. The policy on 20 ft setbacks that the Council_ initiated at the
last meeting should apply to the building only and not the pump islands.
Motion made and seconded to .permit the pump islands to be within the 20 ft.
set back. Motion carried.
Dave Mooney was present at the Council meeting and stated that the Council
should not set so many policies but put them into Ordinances which makes them law,
such as char.ginE for vacation of streets and alleys.
After discussion Councilman Hartlaub made a motion for more policies to be
put into ordinance form. Motion lost for lack of a secolid.
Bids that were opened Friday, September• 15, '1961 were T)resente'd to tyre Council
for action. '
American Pipe and Construction Co. was awarded the bid for 200 lin. ft. of
36,, O.D. x �" thick steel pipe in the amount of $12.89 lin. ft.
Hydralic Supply Mfg. Co. bid-- $13.97 per lin. ft.
King Bros. Inc. bid--$13.75 per lin ft. plus 215.00 freight.
Two (2) bids submitted for 1300 ft. of sanitary sewer on James Street and
appurtenances.
Low bid awarded to W.C. Frost.
High bid submitted by Superior Construction Co.
Bids for Asphalt paving on James Street from Summit Ave. to the Mill Creek
Bridge. One bid submitted by Rainier Asphalt Paving Co. in the amount of $7,454.50.
Motion made, duly seconded and passed to lay bid ovar to next meeting for
study.
Application for assistance in "Planning and Carrying Out Works of Improvement
Under the Watershed Protection Act" was submitted for signature of the Mayor.
Motion made, duly seconded and passed for the Mayor to sign agreerr.ent on
flood protection.
Est.from Western Engineering Co. for air conditioning of City Hall second _
floor, Council Chambers and Engineers office. was submitted in the amount of $3,785.00/
Bid placed on file.
Letter read from Planning Commission. Application presented by Mr. J.W. Morrrison
requested property near the High tank on West Hill rezoned from R-1 to C-1.
Motion made to hold a hearing on the Morrison rezone October 16, 1961, at
8:00 o'clock p.m. City Hall, Kent , Washington. Motion carried.
Ordinance # 1104 read on second reading. Ilotion made to accept Ordinance #1104
a Franchise Ordinance for a 30 year contract by Puget Sound Power and Light Co.
to do business in the City of Kent. Motion duly seconded and carried.
Mr. Bob Coen appeared before the Council and explained what lie had done
through the Chamber of Commerce on Off Street Parking Lots. They have several
places in the business area to make into parking lots. The City appropriated j
$4,000.00 in the Budget for Off Street Parking. The Chamber of Commerce
appointed an Off Street Parking Lot Inc. committee.
Councilman Pozzi moved for Mayor Thornton to ap;_oi.nt a committee to work
with the Chamber of Commerce parking lot committee. , Motion carried. Mayor
Thornton appointed Councilman Pozzi, chairman and Councilmen Mauritsen, Bovell
and Woodworth to serve on the committee.
Mr. Goldsmith, Engineer on LID West Hill sewer reported the Kentwood Hills
sei..er coming along fine. He stated they were holding inspection hours at certain
times during the day so the contractor would know what he was doing at all times.
Preliminary hearing held on Budget. The Mayor presented and read his budget
for the year of 1962. The hearing was closed with no objections to the budget as
presented. Motion made to hold a final budget hearing on October 2, 1961 and for
the Clerk to draw up a Budget Ordinance and a Tax Levy Ordinance to be read at the
next regular meeting of the City Council, October 2, 1961. Motion duly seconded
and carried.
Continued:
Mayor Thornton announced that the Beautification Committee would like
permission to place planters in the sidewalk i;here the old light standard
poles were removed. Motion was made, duly seconded and passed for the
P.,eautification Committee to place planters in the sidewalk where the light
standard poles were removed.
Councilwoman Mauritsen talked on the use of old light standards for
various projects.
Councilman Woodworth made a report on the N.P. Railroad and Shinn Street
crossing.
