Regular meetinE of the City Council present Mayor Thornton, Councilmen
Bove11, Hartlaub, 1,Iauritsen, Pozzi, Shaffer and strain.
Minutes of the last meeting approved as printed accept:..
Councilwoman Bovell moved to correct the minutes as follows: "To award
the bid with the stipulation that it not be given until the easement, not yet
in our hands be acquired before the letting; of the contract on LID 243 to Thorbuxn and
Logozo.
"Change the LID 242 to LID 241 on the Street Lights."
Correction on the Hartlaub motion vra.s t,o,t "Councilman Hartlaub moved that
the Presbyterian Church seek other privately ovrned property adjacent to their' s
so that it will be. Motion made Presbyterian Church people have private owned
property on their petition fcr annexation."
Ordinance 711101 creating LID 243 to provide for the improvement of streets,
avenues, and easements. 1;Iotion passed by the unanimous vote of the Council.
Report of officers presented and filed, Clerk's, Treasurer's, and Budget.
Resolution #458 was presented for 100 of the value of intention of annex-
ation petition of Orman P. Smith and others.
Councilman Hartlaub moved, duly seconded, and passed that the petition of
Orman P. Smith and others will be accepted and for the Clerk to notify each signer
thereon according; to law.
Yotion made, duly seconded, and passed to ado tpt Resolution #458 for the
above petition will be accepted by the unanraious vote of the Council present.
City Engineer, Sherwood reported that 1.Iayor Thornton and himself went to
a meeting vrith the Valley Drainage Committee.
He also reported that the stream gauging is installed at Icy Creek.
City Engineer Serhivood vrrote a letter to the Railroad Co. on the Smith
Street Crossing.
City Engineer reported the nelr} lighting system .is about complete but some
of the ivi.re are not in the right places.
City Engineer also reported some progress on the Kenwood and Guiberson LID.
Councilman Pozzi, moved, duly seconded and passed to have the Counci-1 recess
for the Engineer and the Council to have a discussion for 10. minutes.
Councilman 11auri_tsen reported on progress of the new po,.,rer system and states
that the Pourer Company is now i_nsta_l_lirk; lights on the poles. ,
City Engineer received a letter from the state stating the casing under the
North Bend Preevray should be the full i_dth of the right-of-way and six feet
deep instead of three feet. But he says he is going to have a talk iith them on
this letter.
A letter was read from the Association of "Iashii ton Cities suggesting
uniform Council meeting dates and they suggest that the lst and 3rd Tlondays are
good Council meeting dates.
I.Totion was made, duly seconded and passed for tI-e Clerk to vrrite a le tter
saying the Council concurs us our meeting day is on the ist and 3rd lionday of
every month.
A letter was received from Curran a10- Ratcliffe, stating that they have
exchanged the $50,000.00 bond that ,we have on the Kent Highlands gravel pit
f,peration for a $5,000.00 bond.

Board of Appeal.
Appeal made by Vernon Reinhardt and Gloria Reinhardt his wife and Howard
A. Edline to ask the Council for a hearing on Resolution #8.
Motion was made, duly seconded and passed that a hearing be set for Sept.
5, 1961 at 8:00 PIT in the City Council Chambers and that proper notice of the
hearing be given according to law.
City Attorney, Thatcher received a letter .from I"Taster District #75 on the
concessions that they wanted to grant. The Council felt that no answer should
be given from the Council.
City Attorney had a franchise Ordinance from PSP & L to renmv for 30 years.
He recommended that no action be taken on the Ordinance and it should be placed
in the hands of a committee for study.
Mayor Thornton appointed Counciltrnn Shaffer and Councilman Pozzi to study
the. Ordinance.
Ordinance #1102 amending Tire limits and Building limits of the City of
Kent was read by motion duly seconded and passed.
City Attorney advised no action be taken on annexation by the Presbyterian
Church.
A sample copy of an Ordinance for a. 3rd Class City Adntinstrative Park Ord-
inance was handed to all the Councilmen to study it.
