Regular meeting of the City Council present I'ayor Thornton, Council-
men Hartlaub, I','lauritsen, Pozzi, Shaffer, Strain, and Pozzi.

The word "Appeal " should read "Board of Adjustment".
City Engineer, Sherwood reported the LID on Kenwood and Guiberson
is progressing and they will be laying curb this week.
City Engineer, Sherwood reported the �,"pest Hill Sevier LID contractor
now is clearing brush and soon lie will be excavating, ne1.t week.
City Ennineer reported the USGS, August 28, 1961 reading test at
Icy Creek shows 6.5 cubic feet per second that will nut out 4.2 million
gallons of water per day.
Councilman 1`16odvvorth said by next mectinE they frill have some speed
changes in Ordinance form on the Military Road and others.

that rriy the City put in overhead 4ririr instead of under,;round 1°riring
on our Street Light System is on account of the cost. At the time the
Street Light system was discussed the property oimers did not want to go
for underground wiring due to the cost. They let it I>e'- known they only,
wanted to pay $1.75 a fron foot and the City is raying the rest of the
cost on overhead Wiring. The cost of underground i°using would run $4.00
or $5.00 a running foot so that is the reason vre dontt have underground
wiring.
Mayor Thornton thanked Councilwoman1,Iauritsen for her efforts in
getting the Street Light System to a completion.
Councilman Strain announced that the casing for the vrater line should
be installed before the North Bend Freeway is completed. The State Engineer
recommend that this casing be laid si:c feet deep and 200 feet in length and
it will require 36" O.D. The bids should be called for the casing on the
North Bend Freeway shortly reported Councilman Sbairi:
Councilman Shaffer recommended after study to the Council the 30 year
Franchise that P.S.P. & L. has presented , it is the same as in the past.
The power Co. policy now is to present a 30 year Franchise instead of a
shorter term one.
Councilman Shaffer recommended that the City of Kent join the M.F.D.I.
Mayor Thornton declared the hearing open on the appeal to the Council
from the decision of the Board of Adjustment on the granting of the app-
lication of the Church of Jesus Christ of the Latter Day Saints for a- Con-
ditional Exception in an R-3 Zone.
Alva C. Long, Attorney representing the Reinha.rtits pleaded their case.
He stated that Resolution #8 didntt correspond with notices that were sent
to all the people adjoining the property and requested the Council to send
back to the Board of Adjustment for a new hearing.
Mr. Howard Edline was present and stated that lie does not oppose the
Church being built on that location and never did. The only thing he was
opposed to was the extended and expanded street system the City Engineer
had proposed.
City Attorney, Thatcher asked Mr. Eckl<a.nd if he was idlling to dedicate
his land for street purposes and he said yes anytime.
A letter was filed with the Clerk signed by a l„Ir & Mrs. Paine and ;.a
Harvey and Esther Hunter stating that they should like to register`their
approval of a Church and a parking lot which the• Church has req Tested'to
build in an R-3 Zone.
Councilman Hartlaub moved to °clsoe the hearing for a Church in an
R-3 Zone, duly seconded and passed.
Councilman Woodworth m-)ved that the Board of Adjustment's decision
be affirmed. Councilman Shaffer seconded and was passed vdth the unanimous
vote of the Council present.
Mayor Thornton announced the hearing open for the vacation of land
along James Street this being a loin; pie shaped piece of land from Haz&l
to Summit.
Mr. Pierson did not object but wanted to know the facts of the- situation.

No other person appeared about the vacation.
Mayor Thornton declared the- hearing o�osed and asked for the reading
of the Ordinance for the vacation of portion of James Street.
Councilman Pozzi moved Councilman Strain seconded and carried by vote
of the Council.

Continued:
A letter was received from Karla Bowling, 412 I4cI,Fillian declaring no
parking on a side of State Afire. across from the last Safei•ray Parking exit.
This was referred to the Police Committee.
Letter was read from City Engineer, Sherwood in reference to setbacks
along various streets and highways in the City of Kent.
These setbacks are recommended by the Planning Commission and the set-
backs being filed in the office of the City Clerk.
Councilman Pozzi moved and Councilman Shaf='er seconded to adopt the plan
of setbacks of various streets and highways in the City of Kent carried.
Councilman I-Iartlaub requested the Council to adopt the amendment to the
building code for a new plumbing code.
Motion was made, duly seconded and passed for the City Attorney to dram an
_ Ordinance to adopt the new Plumbing code.
Councilman Hartlaub moved to have the City Engineer proceed with the PI. P.
Railroad Co. to .have the Smith Street crossing fixed seconded and carried.
Councilman 'Toodworth moved, duly seconded and passed for a 30 day time
limit for the N.P. to take action on the Smith Street crossing. V
A letter was read complementing the City officials on their fine co-
operation with the Circle K I!obile Home Park was read and placed on file.
A letter was read from Hugh ('T. Goldsmith on the ?"Test Hill requestirkr a change
from a Zone R-1 to a Zone C-1 was turned over to the Planning Commission.
'A 30 year Franchise Ordinance for the P.S.P. u L. to cb business through
the streets of Kent was .read on its first reading.
Councilman Hartlaub moved to have the City Engineer and City Attorney to
work on the Plumbing code duly seconded, and passed.
A discussion was had on the hazard of glass doors and side panels that were
30" or wider. The mayor appointed Councilman Hartlaub and Building Inq)ector
17ilke to give study to the problem so it could be inserted in the Building Code.
Mayor Thornton announced the prelimenary budget hearing on the 1962 budget
will be on the regular meeting of September 18, 1961.
