Regular meet-irr of the City Council , present hayor Thornton
Councilmen Bovell, hauritsen, Strain , Shaffer , and Woodworth.
Minutes of the last .regular meeting; apn2oved as printed.
Report of Officers , Budnet , Clerk & Treasurer approved
and placed on file.
City Engineer , Glen Sherwood reported .that he was in con-
tact with Mr. Goldsmith on the West side trunk sewer , both on
alignment and depth.
"Also the Sewer Committee and I had several dincussions on the
South end sewer and we have come to an gjreement that the City
cannot contribute at this time on account of the elten.sive �
repairs that are necessary on the trunk sewer lines, and the
enlargement of the treatment Plant ." Mayor Thornton asked the
Engineer how much the Government would contribute? Engineer
answered, Government 30%, leaving the City to pay 70% of 11200, 000.00
Councilwoman Bovell says that we are still going; to try
for a solution on the South end Sewer.
Mayor Thornton announced that there were two different
bids to be read, one on a Street mower , and one for a fire
truck for the new Vilest Side Station.
Bids from the .Pool Crib for a tractor and mower 03449.70 ,
Fray Equipment Co. $3 ,426.80 and Evergreen Equipennit Co.
$3 ,458.76. The bids were high and the equipment was not
quite suitable for the job. Councilwoman Bovell made a motion
duly seconded and passed to reject all bids .
Councilwoman Bovell moved, duly seconded npd passed to
purchase a used mower that would fit our needs at this time
from Howard Cooper Corp. for the amount of 1750.00 plus state
sales tax.
L. N. Curtis bid on a complete fire truck. 117,090.84
including tax. Motion made , duly seconded and passed to award
low bid. of $16,113.22 to Western States .
Councilwoman Woodworth reported on the change of arterial
stop at Shinn & First Ave. Arterial will be on 1st Ave. and we
feel that we can conquer the condition at the Clock Cafe by
doing some striping.
Councilwoman: Bovell reported on the Campbell & Irons
new proposal on the Sewer on their property and water connec-
tions they would like to have the sewer moved off their
property. The matter was left in the hands of the Sewer
Committee.
Councilwoman Bovell reported on the rehabilitation of
the trunk sewer lines and the 'Treatment Plant would serve 50%
greater value if storm sewers were severed from the sanitary
sewers. This is a large job and it would make it easier if
all departments would cooperate for an over all plan in a general
obligation Bond issue.
nI recommend we create a committee for capital improvement
of a feasible plan. . I so move," seconded and carried.
Councilwoman Bovell presented a letter of agreement be-
tween the City of Kent and Hugh. G. Goldsmith Engineers & less.
engineering assistance in connection with the Kentwood Fills
Trunk Sewer LID 2)9. Councilwoman Bovell moved that the
contract be signed by the Mayor and Clerk if 0.K. , Motion for
the Clerk and Mayor to sign the contract was duly seconded and
carried, Councilman Shaffer voting "Nay" .
Councilwoman Bovell moved that the City Engineer write a
letter to Mr. Corley and give him permission to hook on to the
City Sewer line, under supervision of the City Engineer , and
all cost to be borne by Mr. Corley and the lime to be 8" .
Carried.

Councilwoman Mauritsen moved, duly seconded, and passed
to purchase through Chapman Electric , 25 luminaires , 5-81 pole
brackets , 10-101 pole, brackets , and 5-121 pole brackets at the
contract price.
Councilwoman Mauritsen announced to the Council that . the
G. E. and Puget Power have installed three 700 luminares,. o'n
Kennebeck at Meeker , Gowe, and Titus for ..
a new light for residential areas,
Continued:
Councilman Strain moved that 12" pipe be inbtalled and
people in the area pay for 6" mains and the City pay over 6" up
to 12" , and no LID be formed and people pay in escrow for the
propated cost of construction. The above motion was duly
seconded and carried.0
Councilman Strain moved to have the necessary contract
drawn for Hamilton Road Water Company to take surplus water
from the City of Kent and in this contract would be no cross
connections from their system. Councilman Woodworth seconded
the above motion and passed.
Mayor Thornton announced that the hearing is now open on
the textual changes of the Zoning; Ordinance.
City Attorney objected to the deletion of an attorney and
for 2 laymen to take the place of the Board of Adjustment.
Hearing Closed.
Councilman Woodworth moved that the attorney deletion from
the Board of Adjustment be unchanged. Motion carried.
Councilman Woodworth moved to have the Attorney mare the
necessary changes to the 'Zoning Ordinance. Motion to have the
Attorney make the necessary changes was duly seconded and passed.
Councilwoman Bovell moved to make the change on the Com-
prehensive map , duly seconded and passed.
Councilman Strain moved the Lake Fenwick area be R 1 Zone.
Motion for Lake Fenwi_ck area to be an R 1 Lone duly seconded and
passed.
A letter was read from the State Highway Commission, on.
Chapter 7 of laws of 1961, in the use of the proceeds of the 1
cent additional fuel tax allocated to cities , this letter was
referred to the City Ennineer for study.
A letter was read of recommendation from the Planning
Commission to the Council to rezone from an MA to Y-2. Motion
made , duly seconded and passed to set a hearing on an MA to M-2
Zohe for June 5th.
CORRECTED_-REFER TO Appeal to the Council from the Board of Adjustment by the
MINUTES OF ss-s, people of the area. Motion made, duly seconded and passed to
hold a hearing; on zoning for Mobil homes , for June 5th.
State Highway agreements were turned over to the City
Engineer for study.
Mayor Thornton presented a beautifican program and gave it
to the Kent News Journal for printing.
Britt Smith of East Hill asked if the County lone would hold
when ann.exted to the City. ' The matter was referred to the Planning
Commission.
Councilman Strain read a letter from Mr . Starlund of the
State Welfare Dept. on furnishing laborers for projects the City
to pay the Labor and provide the tools and material.
The Mayor was to qet further information on the letter from
Mr . Starlund.
