Minutes approved as printed of the last regular meeting. City Engineer, Glen Sherwood reported on the Industrial "daste Conference at ,'lashington State University, May 25, and 26, 1961. 11r. Sherwood would like to have Bob Kristofferson attend the meeting of the Industrial ?'Taste Conference. Councilwoman Bovell moved, duly seconded and passed to accept the recommendation of the City Engineer to send Bob Kristofferson to the Industrial !"Taste Conference. Also on June 5th thru 7th, 1-961 there will be a So:,,age Operators school and Mr. Sherwood recommended to send Assistant, Operator, Edmund Rutkosky to the Sewage Operators school to be held at Pullman. Councilwoman Bovell moved, duly seconded and passed to send Edmund Rutkosky to -the Sewage Operators school to be held at Pullman. Councilwoman Bovell info­med the Council that the Treatment Plant Operator has been giving her a lot of information on the operation and adequacy of the sewer system and she is getting well versed in it. Councilman Hartlaub moved, duly seconded and passed to have the false arrest insurance cancelled that we now carry on the policemen. (A letter .from the Attorney General is the cause of this action.) Councilman Pozzi informed the Council that at 11:00 Am bids were opened on the Kenwood and Guiberson Street improvement by paving and etc. Contract I and II gids were 10% over the Engineers estimr.te and I move that all bids be rejected. Councilwoman Bovell seconded, and passed that all bids for the improvement of Kenwood and Guiberson Street improvement be rejected. Councilman Pozzi moved that we call for bids on the same job and bids to be opened at 11:00 AIMS, June 2, 1961. Motion was duly seconded and passed to call for bids on the same job for June 2, 1961 at 11:00 AM, Councilman t'loodworth voted nay. Councilwoman Mauritsen reported that the street light at Smith St. and Hazel Avenue is now in. Bids on gasoline were opened and read at 3:00 FTJ1 Friday, April 28, 1961. Two bids were received one from the Shell Oil Co. and one from Standard Oil Co. Councilman Pozzi, moved, duly seconded and passed to accopt the low bid of Standard Oil for Chevron regular .2303 rind supreme. 2703. Mayor Thornton announced that a hearing ,,Tas now open for the vacation of a portion of State Avenue south of James Street extending south to Pioneer Street. No one- in the audience had any objections. Mayor Thornton declared the hearing closed and ask for the reading of the Ordinance to vacate the street. Ordinance #1093 was read for the vacation of a portion of State Ave. and by motion drily seconded and passed. A letter was read from 11r. Sandelius on the L.T.D. water on the Lake Fenwick Road. Councilman Strain moved, duly seconded, and passed that the 17ater Committee make a study of the letter from Mr. ')andelius and report at the next regular meeting. A letter was read from George ?'''. Corley of Corley 11ortgage Co., request- ing sewer facilities. The _letter from Mr. Corley was referrer] to the Health and Sanitation Committee -- _for study. A letter was read from 11r. Don Orr, Kent-Meridain teacher, requesting `.'or state Civil Defense to build a demonstration fallout shelter in a location in the Kent area which would be easily accessable for public inspection. 11he letter from Mr. Orr was referred to the Building Committee. A letter was r ead from the Department of Commerce and Economic Development in regard to a new 1:iw on annexations. Motion made, duly seconded and passed to place the letter on,.file . I A letter was read from the Association of..V,asha_ngton Cities in regard to Centrury 21, and the interest that should be .shown.:by all the cities. Councilman Pozzi moved, duly seconded, and Resolution #45p passed to adopt the Resolution relative to grade separation of various City streets from the proposed Valley Freeway and a copy to the State highway Commission and one to the Bureau of Public Road,. City Attorney, Mr. hatcher reported on the operation of ?'dater District #75, and Judge Birdseye wanting to amend it's complaint. The muter has been set for a week from today. Continued: City Attorney, Mir. Thatcher, announced that he has prepared textual changes for a hearing; to be heard on 1,Lay 1..5, 1.961. On the Zonin; of Lake Fen:.!c k area. Rezoned for mobile homes shall be at another date on account of posting notices and he su *r-ested the hearing be held June 5th, 1961. Councilwoman Bovell called for a 10 minute recess to discuss the ?'lest Hill sewer problem. I:Iot.ion to have a 10 minute recess ti,gas duly seconded and passed. Reconvened by motion. Councilwoman Bovell moved, duly seconded and passed that "the design and Engineering on the ",bst Hill sewer L.I.D. 239 se,,er improvement be done by the City Engineer, :�5th such aid and advice as he may require to be furnished by Goldsmith & Associates, Consulting Eng_i_neers, who are herby employeed by the City therefore." Ur. Gold smith expressed his apprec4atiorl and stated that a good ,job shall be done. Er. Curran announced to the Council that the :sate has a program to furnish men, and. the City the tools and the project, but not Twork-where private Indu:>txRr might perform the s .me work. ]Motion made duly seconded and pn ssed to instruct the Cleric to write a letter to 1dr. Georl-e Starlingl in regard to the plan and obtain further information. Councilman Strain stated "I r%ol ld like to refer to .the Police Committee, no parking on Ist We. North, north of Shinn 200 feet on lst Avenue on the west side, I so move." Councilwoman Bovell duly seconded and R' ssed to refer the parking to the Police Committee. Councilman Pozzi announced that they week not prepared to discuss this issue tonight but would s;tive it for a later meeting. Mayor Thornton presented. Councilwoman Mauritsen says that the City Engineer, Glen Sherwood and herself were at the drainage meeting in Penton and the people from Dent should be there to protect their interest.
