Minutes of the last meeting approved as printed accept...
CouncilvxDman Bovell moved that the minutes be corrected to read, under
sewers in Paragraph 3, Line It., from 116.00 square feet per front foot, delete
the word square. At the rate of 16.00 per front foot plus the area assessment
of .0075 per square foot. Th:i.s will brig[; the cost to (change the word of to
to) $428.00 for a 601 X 150 t lot to be borne b T the property ov:mers that will_
delete the word per lots ,and add for a 60t X 150t lot." T%!otion to accept the
above as stated was duly seconded., and passed.
Councilwoman Bovell moved, duly seconded, and passed that the 5th
paragraph on page 3 be chanted to read "Mr. T.`orrison, Engineer instead of' Mr.
Mlorrist Engineer and add the name of I,�lr. Hugh Goldsmith after Engineer and
before the vrord would.
Report of officers presented and by motion placed on file, Budget, Clerk
and Treasurer.
City Engineer, Glen Sherwood, reported that they vtrere going to take
pictures in the seiner at 1:00 Otclock in the morning.
City Engineer, Glen She-i-viood, recommended to the Council to accept the
Streets in Cherry Hills Addition as gravel streets.
Councilvroman Mauritsen moved duly seconded and passed that the gravel
streets in the Cherry Hill Addition be accepted by the City Council.
Councilwoman Bovell announced. to the Council that the Sevier Committee
has been meeting the past ;reek with the Engineer and or Engineers regarding
the L.I.D. program on the TNest Hill and viill have the complete report at the
next Council meeting.
Mr. Russell Haverberg appeared before the Server Committee in regard to
a sewage disposal and or septic tank installation on a plat of ground that he
is planning to develop.
Councilwoman Bovell moved, duly seconded and passed to have the Clerk
vrrite Mr. Russell- Haverberg a letter to appear before the Sevier Committee at
7:3 0 PM on May lst, 1961.
Mayor Thornton announced the hearing open on "Bensons appeal from the
Board of Adjustment" on a gas station in a C-1 Zone, that vras denied by the
Board of Adjustment.
Mr. R. G. Gillet of the Shell Oil Co. made a plea fora Service Station �
on a piece of leased property that 11r. Harold Benson owns. Mr. Benson stated
that he will comply with the shopping center that will be constructed along
with the Service Station.. After various points were brought out by Mr. Gillet
and Mr. Benson.

vias in favor of 'the gas station, at this location and stated she resided in
this area.
Mayor Thornton declared the hearing closed.
Councilman Hartlaub moved to recess the meeting, Seconded and passed.
Motion for the meeting,to reconviene.
Councilwoman Mauritsen moved for the Council to overrule the action of
the Board of Adjustment and grant a Conditional Exception to Harold Benson,
on his application to build a Service Station in. conjunction with a shopping
center, in a C-1 Zone on the land described in his application, upon the
follovring conditions:
No. 1- The same condition that was imposed on the Conditional Exception
granted in Resolution No. 1, of the Board of Adjustment .
No. 2—That the applicant and or owner of the property effected, execute
and deliver to the City of Kent a declaration of conditions and covenants,
applicable to his right to operate on the property under the Conditional
Exception, hereby granted in accordance vrith Section 10:12.09, Ordinance
#1071 as amended.
No. 3-That the permit or right granted on the basis of the Conditional
Exception herein granted shall be terminated vrhen the use is abandoned.
Councilman Hartlaub seconded, and by roll call vote carried by the
unanimous vote except Councilman Strain obstained of the Council present.
Mayor Thornton made his appointments to the Pai-k Board, Jack E. .Wagner,
Mrs James D. Hogan, and Peter Baffaro.
Motion was made, duly seconded, and passed to confirm the appointments
by the Mayor.
A letter wa"s read from Pete Baffaro, Chairman of the Park Board requesting
the Council to accept a drawing by Don Bogard, Architect on the Scenic Hill
Park project. Ile also stated that various organizations are interested in
work parties for the improvement of the parr.
Action of the'Council was that they had at a previous meeting given their
O.K. on the r6quest.
Continued:
A letter .,,,as read 1'rom. Yr. Thatcher, City ^ttorney in regard to the
Attorney General's decision on a City r:ra.y_i_n;� f'or a False arrest insurarice.
No action was taken on the ]_otter.
Motion made, duly seconded, and passed to give the letter from the
Attorney General to the Police Committee for study.
A letter was read from the State I;i_rr ray Commission on the Ftiiel Tax
Allocation (increase), Chapter 7, Laws of 1961 and the use of the additional
funds.
1,Zotion made, duly seconded, and passed to have the Clerk make copies
j of the letter and mail it to the Press, Planning Commission and all Council
I members.
Councilwoman Lovell moved, duly seconded and passed to set a hearing
date of l,1ay 15, 1961 for textural changes to the Zonintc; Ordinance.
Mayor Thornton drew to the attention of the City Engineer the need to
obtain material to r>resent to the City Attorney so that lie may draw a
Resolution of our intentions to iamprove ;'!inner Street.
Councilnnn Hartlaub moved, duly seconded, and passed for the City
Engineer to provide a plan of Nihner Street projecting to the 'Jest Valley
Highway and continuing to the ,Vest bill.
City Attorney, Mr. Thatcher Announced to the Council that 111r. Grreden
Clark residing on the South end of Van De Vanter, has ad amage claim against
the City for (rater drainage damage up to $2,250.00.
Motion made, duly seconded, and passed to hand to the Street Committee
for study the damage claim of 11r. Gweden Clark.
Motion made, duly seconded and passed to have the City Engineer make
a study on the set backs the Planning Commission Ins submitted to the Council.
Councilwoman Rove11 moved, duly seconded, and passed that the City Engineer
supply the Treasurers Office with a list of Residences on the Sewer line that
are not connected and have the facilities available to them., as the Sewer line
that, goes up 240th South or any lines with in the City Limits.
City Attorney, 1.7r. Thatcher reported on the lazy suit ^rith ?Water District
