Kent, ',Washington April 3, 1961
Regular meeting of the City Council present, Mayor Thornton,
Councilmen Bovell, Hartlaub, Yauritsen, Pozzi, Shaffer, Strain, and
?"oodworth.

Councilwoman Bovell moved that the minutes be corrected as follows:
"Mr. Hagen was not present at the meetin, but it was through the written
document signed by Mr. Hagen and his Vrife in the hands of and r$ad by
the City Attorney, Mr.. Thatcher.
Mr. Hagen accepted the lien on his property.

was necossary for the public, health, ,,relfare, and safety to the City of
Kent."
Motion for the minutes to be corrected as stated by Councilwoman
Bovell was duly seconded by Councilman Hartlaub, and passed.
Council man Lauritsen moved for the minutes to be corrected to read

Eauritsen was duly seconded, and passed.
City Engineer, Glen Sherwood, reported tlsat Mr. Paul McKay from the
District Highways Engineers Office says there will be a meeting at the City
Hall, Thursday afternoon at 1:00 PMi,rith the Bureau of Public Roads and
the Highway Department on the Valley Freeway on the access roads, frontage
roads, and Interchanges.
City Engineer, Glen Sherwood, requested to call for bids for the
Kenwood and Guiberson Street L.I.D. to be opened at 3:00 PM on April 28, 1961.
Councilman Pozzi moved to accept the call for bids for the Kermood
Guiberson Street L.I.D.to be opened at 3:00 PM' on April 281 1961, duly
seconded by Councilwoman Bovell, and passed.
City Engineer, Glen Sherwood, reported that we have two or three
dangerous conditions in our sevrer trunk line located at 6th and Shinn,
1 Northern Pacific Railroad tracks and Shinn, and on James Street, East of the
Northern Pacific Railroad Tracks. 11Fr. Sherwood had a disscussion *_th the
Mayor, Sei.,,rer Committee, and Hill and Ingman.
11'r. Sherwood said they have tentative arrangements for the rental of
a camera from Hill & Ingnan on the 17th of April, 1961 to take pictures in
the s e-uers to show the defects. The rental of the camera is IM20.00 per day.
Councilwoman Bovell reported that the Serer Committee has estimated
figures compiled on the South End Sevier L.I.D. The cost of the L.I.D. is
$ 15,000.00 of this figure $247,000.00 is to be borne by the property owners

per square foot. This .,rill bring the cost of 142S.00 per lot to be borne
by the property owners, Federal Government Aid on the L.I.D. to be $30,000.00
that would then leave $138,000.00 which i•rould have to financed by Revenue Bonds.
The Sewer Committee is now waiting for a report from the City Engineer
Glen Sherwood, on the cost of repairing the bad prilces in the Se,aer lines.
Mr. Hanscratch requested an ache of -round to grow bulbs on at the
Sewage Treatment Plant. City Attorney, llr. Thatcher answered him lie could nibt
because the City of Kent caninot rent property for private enterprises.
Property owned by the City of Kent is used for municipal purposes.
Councilwoman Mauritsen moved that Chapman Electric be awarded the Street
Light bid, they being the low bidder, was duly seconded, and passed with the
unanimous vote of the Council.
Counci1.•joman Yauritsen stated that the; had 21 li jitz which ms i+n the
plan that was bid on and they were rot included in the L.I.D. as formed.
There was enough money put in the budget to cover these lights under the contract
for the City to put them in themselves.
Councilwoman Mauritsen moved, duly seconded, and passed with the unanimous
vote of the Council, for the other 21 lights to be authorized and also be
awarded to Chapman Electric as the lmv- bidder.
Councilwoman ldauritsen had a request from 1.1r. Hitch for an Incandescent
Street Light on 243rd just off Military Road at the end of the Street.
Motion was made, duly seconded, and passed to have the Puget SoundPower
& Light Col install a light on 243rd just off Military.
Continued:
Councilman Strain read a letter from II .rvetr Shaf"er and Throck
Dorton in regard. to their future water site.
The letter states that they want to reserve the right for piling
on the property. Councilman ,Strain stated at first they only wanted
125 piles from the property.
A copy of the Throck Eorton agreement on the land s -Il-te was
$27,500.00 purchase 6rice and their option to be $2,700.00.
If the City decided to buy •"Pl,000.00 of the option vdll be applied
on the purchase price. The ovmers have the right to remove 125 piling
poles. The poles are to be removed by January 1962 if the option is
excerised. i
Councilman Strain discussed the six inch and eight inch water mains �
in the Lake FenwTick area. Councilman I-IartLaub moved for the Ordinance
to be drawn fot eight inch vrater mains against the property improved.
Councilman Shaffer seconded.
Councilman Strain on discussion says, "six inch vrater mains are 4n
the policy to be charged to the property re-r ardless of the size of mains
installed."
Councilman Pozzi asked for a roll call vote on the si„ inch water
main issue. Four clays, 2 yeas, and one refrain. Motion lost.
Motion was rm. de to assess Iand otimers on the L.I.D. for six inch
water mains, duly seconded, and passed. Five years, one nay, and one refrain
Councilman Strain moved, .duly seconded, and passed for eight (8) and
thn (10) year terms on payments and assessments on the bonds in the Ordinance.
Councilman Woodvaorth moved, duly seconded, and passed for the ?'dater
Committee to vork on the revision of vrater main sizes.
The Committee appointed on the Changes of tjie Zoning Ordinance will
meet with the Chairman of the Planning; Committee. The hearing vril_l be set
for the lst meeting in May.
A letter was read f rom the Kent Planning commission in regard to the
release of the $950.00 check to Harlan Nelson & Associates.
Motion was made, duly seconded, and passed to release the check for
$950.00 for Harlan Nelson & Associates.
A letter i^ias read from the City D-Wineer, Glen Sherwood, on a check of
the objections to the ':iformation of the Street Light L.I.D. as al-larded by
Ordinance #1087 shows that signatures representing 11.46° of the proposed
assessments were recorded.
A letter was read from 0ordon S. Clinton, I-.Tayor of Seattle to Mayor
Thornton stating, "Seattle ill be the site of the American Municipil
Association Congress for the first time it its history and ours. Mayor
Clinton is anxious as a member_�of the Executive Committee, and the Host
Mayor to have the other mayors throughout the state share with share writh.
their city in what promises to be an outstanding meeting of public officials on
the local'le vel. Plans are now under way tq make this truly a northwest venture."
A letter was read f rom. the Planning Commission recommending the
vacation cC the street asked for in the Kent School Resolution #116. The north
half of State Street has been vacated to James and it would appear unlikely that
the street would ever be reopened.
A letter was read from the Kent Public School Dristict written by
Norwood Cunningham requesting a walking area for studentst safety in the follow-
- -. ing 'areas:
Reiten Road between Guiberson Street and Maple Street
Maple Street between Reiten Road and Woodland ?Pay
Woodland Way between 1,Iaple Street and Scenic Hill School
Walnut Street between Reiten Road and Crest Avenue
Chicago Street between Reiten Road and Van de Vanter Avenue.
Motion made, duly seconded, and passed to refer Mr. Cunningha.mt s letter
requesting walking area for students over to the Police Committee.
A letter was read from the Paii- Board acknowledgeing receipt df a letter
suggesting the cohversion to a park site a city owned S acre tract adjacent
to the Scenic Hill School stating they watt the Council's authorization to
.proceed with plans for the development of the area keeping it in its natural
state as much as possible, stressing its use for picnics and other family
type activities.
Councilman Iddoodworth moved, duly seconded, and passed to have the Clerk
write a letter to the Park Board permitting them to use the property as a
temporary park site.

A letter was read from the Chief of Police, Robert E. Lee stating
that, "we have a meeting o ' the City Safety Conuaittee for 7:00 M, Tuesday,
April 11, 1961, in the City Hall, Been Shook, Safety Director for General
Insurance Co., will present a film and will bring Mr. John Hobin, Safety
Director for the City of Seattle. City Transfer Employees have also been
invited to this meeting along with the City Employees."
Layer Thornton stated it it uld be good to have two delegates from
each Department in attendance.
A letter was read from the Kont Cormiunity Safety Council requesting a
safe pla cc for children to Gaalk on James Street, and !,.th Avenue North between
Shinn Street and :'linner `Street.
Councilman Yoodworth was appointed to make ar. angements for the Convention
for �a-hinjrton ides.
Resolution i/449 was read for a fifteen (15) foot easement from the
Upland Investment Co.
A motion i.r1;s made, duly seconded, and passed to adopt Resolution r4l_9
to accent the nerr easement, also for the 1.`ayor and the Clerk to sign the
release of the old easement, and to sign the new easement.

Council roman Lovell moved, duly seconded, and passed to have thegClerlt
send `:'s. Sleeman a letter in regard to inspections on curbs and so forth.
l.fter discussion Councilman Hartlaub, moved, duly seconded, and passed
that the City Attorney, !Jr. Thatcher take action on Trus' house not being moved
off of the ri,,>;ht of Gray along the creel; and for the City Attorney, I:lr. Thatcher
to hire Council to wind up the long- controversey of the serer line not being
in the alley.
It is su-,zested that the '.,rater committee take action to care for 11r.
