Minutes of the last meeting approved as printed except... The City Clerk was instructed to contact Chapman Electric to extend the Street light contract to April 3, 1961. City Attorney, Emerson Thatcher, states "that on page 2 of the minutes in the first paragraph of Annexations should read as follows: Mayor Thornton announced that due to faulty descriptions upon the petitions for annexation on the property contiguous to the Kent Highland properties was rejected. 1T "On page thttee, paragraph one of annexations be amended to read: Petition was presented to the City Council for annexation of properties covered by the rejected peititons. The petition was accepted and placed on file, also sufficency of signatures presented and read from the City Engineer, Glen Sherwood, up to 87.8% of the assessed valuations.rt "On page three, paragraph two of annexations be corrected to read: The hearing was set by motion for March 6, 1961. Motion was duly seconded andpassed for the above annexation." Councilman Hartlaub moved the correction of the minutes as stated by the City Attorney, Mr. Thatcher was duly seconded and passed. Councilman Strain moved, duly :seconded, and passed to adopt the minutes as amended. City Ehginee;r, Glen Sherwood states that "Sorretime ago the City received deeds on the south side of James Street between Summit and Hazel. He would like to have the Council authorize the vacation of the north side of James Street to compensate for the portion which was deeded on the South side.1 City Attorney, ,Enerson Thatcher, informed the Council that the vacation of North side of James Street would have to be done by Resolution if any action is to be taken on ,the realignment of Janes Street. Motion was made, duly seconded, .and passed to have the City Attorney draw a resolution for this_ matter on James Street. Councilwoman Bovell,reports that they have a proposal of a uniform sewer and Engineering charge. "We now have in written form and action will be taken sometime between this meeting and the next regular Council meeting." j Councilwoman Bovell reports, "we have additional work done on the South end sewerage and this week the Committee will meet with the finance committee. We hope by next meeting we will have the District ready." Councilman Pozzi stated "they had made a study on the widening of Scenid Hill and the cost would be in the neighborhood of $954.00 from Central Avenue to TitusStreet." - The Committee dlidntt know if the City would go as much as 109%-00 for that particular job, but they vri.11 have a completed report at the next Counc it meeting. Councilman Pozzi asked the City Engineer, Glen Sherwood, when they io uld start on the Kenwood and Guiberso n L.I.D. Street Improvement? City Engineer, Glen Sherwood, reported that they are doing their field work on that job,now and they will possibly call for bids in the next 30 days. Councilman Pozzi had a meeting with Mr. L.L. Norquist of the Northern Pacific -- ",ailroad on the realignment of the crossing at Smith:Street. "As you know Northern 'acific stated our share would be $15.,000.00. Mr. Norquist intimated that the Jity Council make an offer lower than the $15,000.00 and they might accept. So I muld offer them V,000.00.'t Councilman Pozzi moved, duly seconded, and passed that a letter be sent to Northern Pacific Railroad with a copy of the letter to be sent to Mr. Norquist stating, "that the City of Kent at the present time i^could only spend $7,000.00 for the realignment of the crossing at Smith Street, and. if they do not accept this offer immediate steops would have to be taken to raise the grade on the tracks and repair it with concrete planks." Councilman Hartlaub reported that the work on Chief Leets quarters was progressing as it should. Councilwoman Mauritsen reported that Chapman Electric extended their contract another 30 days to the 3rd of April, 1961. Councilwoman Mauritsen reported that the Lighting Committee received a letter from the Scenic Hill PTA stating they would like a street light placed on Maple Street between Reiten Rca d and 1,Voodland Way due to the increased traffic at the North end of the cemetary. Continued: CORRECTED REFER TO MINUTES OF 3-20-61 Motion made, duly seconded, and passed instructing the City Clerk to write a letter to Puget Sound Pourer and Light haveing them place an Incadescent Street Light on YT le Street between Reiten Roa,d and �Toodland 1,7ay. Councilman Strain announced that he is working on the water agreement with the property awners on the extra source of water and vohen they come to an agreement it will be presented to the Council. A letter was read f rom the State Hightway Commis sion in a c knowledgedent of your letter of February 23, 1961 requesting certain charges in the proposed roadway section for South 208th as it crosses over the Valley Freeway. Councilman Pozzi moved, duly seconded, and passed that all letters of this nature that would pretain to projects such as the Valley Freeway, with the Cle rkst judgement. A copy should be sent -to the Planning Commission at the time it is received. Resolution #166 from the Kent Public Schools was received on the vacation of the remaining portion of State Street be referred to the Planning Commissi6n i.for study. The hearing on 'Annexation #1 was decayed open. Annexation #1 runs from the Kent Deslllo-ines Road at the intersection of the Military road running North and connecting to Kent Highlands Addition property. There was no one opposed to this annexation present except Douglas J. Smith from the law offices of Cartano, Botzer, and Chapman representing Water-District #75• Mr. Douglas J. Smith says, "We hereby protest the annexation iwhich was proposed by petition and submitted on February 20, 1961.1t , Mr. Doug]a s J. Smith presented his protest orally at the Heaving. Mayor Pro-tem Shaffer, requested that Mr. Smith put the protest in writing. This was done and delivered to the Clerk prior to the adjournment of the meeting. This protest letter is composed of five (5) ch fferent protests and is on file in the Clerkts office and is a part of the minutes. Mayor Pro-tem Shaffer stated no further objections ,, declared the hearing closed. Councilman Hartlaub requested the Clerk to record in the minutes that Water District #75 vvas the only one to protest this annexation. iMayor Pro-tem Shaffer requested the City Attorney, Mr. Thatcher to read the Ordinance for the annexation of this area. City Attorney, Mr. Thatcher, read the Ordinance. The Ordinance contained an effective date of March 14, 1961 of Ordinance # 1O89. Councilman Pozzi, moved, Counc ilman Hartlaub seconded to adopt Ordinance #1089 on the above annexation. Motioh for same carried. Mayor Pro-tern Shaffer announced the hearing open on annexation #2 described as Valley and Linda Heights. Douglas J. Smith on b ehalf of Water District #75 protested the annexation for various reasons orally. Mayor Pro-tem Shaffer requested of Mr. Smith for him to make the protest in writing and give it to the Clerk. No one other than Mr. Smith had objection to the annexation. Mayor Pro-tem Shaffer announced the hearing closed. Councilman Har�laub requested the Clerk to record in the minutes that Water District #75 vras the only one to protest this annexation. Written objections for T7aster District #75 was placed 6n file with the Clerk. This letter of protest is placed on file in the Clerks office and is a part of the minutes of this meeting. City Attorney, Mr. Thatcher, announced that the Ordinance for this annex- ation would be presented and read at the next regular meeting. Mr. Bob Coen was present at the meeting and supplied figures of the annual- amount of money taken from parking meters during 1960. They made an offer that they would pay the averate meter for the month and vu uld let it be free parking for their customers. Mayor Pro-tern Shaffer appointed COunci-Inm Pozzi from the Street Committee, Councilman Woodworth from the Police and Fire Committee, and Councilman Strain from the Finance. Committee to work with Mr. Coen on his proposition for parking meters. Councilwoman Bovell moved that Councilman I'Toodworth be appointed to study the Health and Welfare program for the City M,iployees, Councilman Pozzi duly seconded the .motion for Councilman Woodworth to study_ the program. Motion carried. Continued: Z­4 Councilman Hartlaub requested the Mayor to appoint a committee on reviewing our Street sign program and placing it in the hands of the Planning Commission for study and a special committee to work with the Planning Commission, Chief of Police, Fire Chief, City Engineer, Councilman Hartlaub. and Councilman Pozzi. The Mayor so appointed. CORRECTED-REFER TO MINUTES OF 3-20-61 The Railroad merger was referred to the Councilman Strain and Councilman 716odworth. The Resolution has been prepared and is in the hands of the IQayor. City Attorney, Mr. Thatcher, reported that Mr. Don 11atthai entered into one of our standard water agreements for a sizable piece of. property. At the time there was a sale of a piece of this property that covered $288.00 of the portion of the land covered by the agreement so that part was suppcs ed to be released. "Through a Ilip it wasntt so I would like to have the Mayor and the Council authorize the release of that portion which the $288.00 c>Dvers. By motion made, duly seconded, and passed the Mayor and the Clerk was instructed to sign that parrtion of the agreement for release. City Attorney, Mr. Thatcher, reported that Palmer Coking & Coal Co. was in contact with Mr. James. City Engineer, Glen Sherwood, talked vrith Mr. Morris. Mr. James requested some four (4) foot culvert tile in the amount of $200.00 to $250.00 and this apparently was not within the contract it is the only way to make, a water hook up would be to place the pump at the bottom of the trans- mission. This culvert pike would enable them to put the pump at the bottom. Palmer Coking & Coal Co. feels that this would meet our obligation to them and if we would furnish the tile they would taut it in place. All of the installation is to be under the supervision of the City of Kent. Councilman Strain moved to furnish the four (4) foot culvert tile and Councilwoman Bvrell seconded the motion. Councilman Woodworth amended the noriginal motion to let the issue on the issue on the four (4) foot tile be in the hands of the '.":rater Committee. Councilman Hartlaub moved to table the original motion and ,the amendment. Motion to table the original motion and the amendment was duly seconded, and passed. Mr. Gerber has purchased the land to the South of theocreek and he will give an easement for the creek to be moved onto this property. The reason for the moving of the creek is that Mr. Gerberts building is settling abot an inch I a year. At the same time we should make a study on the raising of the grade of the road,changing the course of the creek w here it now crossed the road -and the possible widening cC the road from the East, and have a paver or telephone pole relocated, to give a better access from Smith Street to East Titus at this time vie have no costs- on the project but the Committee will work on it. Mayor Pro-tem Shaffer had two announcements 'to make. One was a letter from the Municipal League the contest is on in and May and we are on the list and they vi ll send up a brochure at that time. At this time they also sent us a booklet on last years contest and anyone wanting to look at it may do so. Councilman Strain stated there seems to be some misunder s-t,andin on this display. Councilman Strain made a motion, duly seconded, and passed for this Display to be used for the American Municipal Association, Convention, Association of Washington Cities Convention, Century 21 Exposition, and also the all American City Award Contest. Mayor Pro-tem Shaffer reported on the Freeway appeals on interchanges and separations. He has called Mr. McKay from the district and also Mr. Gates at the Highway Commission office. The appeal -of the City of Kent was not timely received and further con- versations with Mr. McKay of the District Office ;mows there is going to be a further meeting in the third week of March. The meeting will be the 20th of March, 1961 if bare 3D wish we can write them and get a definite appointment with them, so that our people can be there to discuss this matter when it cones up. Recommendation is that we have a strong delegation at this meeting so that we may a stand with the five (5) man appeal board. Councilman Strain moved that we write a letter to the Highway Commission requesting to be placed on the adjenda at a definite date at their regular meeting in the matter of the appeal on spearations, access roads, and inter- changes of the Valley Freeway. The date should be 30 days before the appeal date and vie s�iould have our two (2) delegates at the appeal board. Motion was made, duly seconded, and passed to have two (2) delegates at the appeal board. Continued: Mayor Pro-tem Shaffersuggested we make the appointments one has to be an elected official and the other and ex-official. Mayor Pro-tem "Shaffer appointed to the Appeal Board, City Clerk, Chas. Bridge, being the elected official and James F. Curran being an ex-official. Motion made for the Council to m nfirm the appointment of the Mayor for the Appeal Board was duly seconded and passed. Letters are to be sent to the Hithway Commission to bring them up to date o�n our thinking on the appeal and a copy of the letter is to be sent to the legislature. The letter is to be signed by the 1.11ayor and the letter is. to be composed by the City Egnineer, G1en.Sherwood. Councilman Hartlaub stated, "that if we are granted the healing that we should have representatives from the Chamber of Commerce Members." Mr. 141alt Ramsey of Hill & Ingnan stated, "that they will have a meeting at the City Hall '.on the Display this Shturday morning and anyone interested Was welcome to come.
