Regular meeting of the City Council, present blayor
Thornton, Councilman Bovell, Hartlaub, Mauritsen, Pozzi, Shaffer
and Strain, and yoodworth.
Minutes of the last meeting approved as printed accept. . .
Councilman 1,7oodworth moved, duly seconded and passed to change
two motions made one by Councilman Hartlaub the other by Council-
man Voodworth. Voodworth stated that his was not a separate
motion but was to be an amendment to Councilman Hartlaub' s motion
that the Rigby bond for $25,000.00 be released and another bond
for. $1,000.00 be reissued for the work to be done to the Salt
Air Hill Streets by July 1, 1961, as the work will cost in the
vicinity of $800,00.
Councilman s"doodworth reported on the use of the Kent City
Jail by the City of DesMoines for their prisoners as yet there
are no facts as nothing has been done. The Chie23 of Police of
Kent and DesMoines are working together.
Councilman Pozzi made a small report on the Smith Street
Northern Pacific Railroad crossing realignment.
Councilwoman Mauritsen- made a motion to install three (3 )
Residential Street Light on Van de Vanter Ave.
(1) at Dean and Guiberson, in the middle of the block on Mande Vanter.
(1) at Guiberson and Seattle in the middle of the block on
Vande Vanter.
(1)at Chicago and Marion, in the middle of the block on Van de
Vanter. Motion duly seconded and passed to install three (3 )
residential street lights on VandeVanter Ave.
Councilman Woodworth moved, duly seconded, and passed for the
building committee to go ahead and make the necessary changes in
the Police Office to place an outside entrance to the street in
the middle office.
Mayor Thornton announced the hearing open on the appeal for
a gas station in a 0-1 Zone, from the Board of Adjustment.
City Attorney, Tar. Thatcher, recommended that Mr. Benson's
j appeal. for a gas station in a C-1 Zone be turned back to the Board
of Adjustment with no new application or fees and that the hearing
be set by the Board of Adjustment. This was due to the lack of
jurisdictional facts due to the former Procedure was not in form.
Mayor Thornton announced the hearing closed.
Councilwoman Mauritseh made a motion, Councilwoman Bovell
seconded the motion and passed that the hearing for Mr. Benson's
gas station in a C-1 Zone be turned back to the Board of Adjustment
for a new hearing.
Ted Reynolds, President of the Kent Areas Activity Council,
presented the council with a bill of sale for the building at the
Kent Memorial park and a resolution was read.
Councilman Strain made a motion, duly seconded by Council-
woman Bovell and passed to accept the building at the Kent
Memorial Park as City property, to adopt the resolution, except
the waiver and the bill of sale.
City Attorney, Mr. -Thatcher turned over to the City Clerk a
bill of sale ..for filing in his office and also a waiver from
McIntyre Construction Co. stating that all unpaid labor and material
and supervision for the erection of the building upon City Property
known as the Youth Recreation Building and that payment for all
labor, material, and supervision will come from the Kent Areas
Activity Council, this waiver being signed by L.R. McIntyre gives
us this building free and clear.
Councilman Shaffer announced to the Kent Areas Activity Council
that they did a very fine job bringing the youth Recreation Building
to a reality.
Motion was made, duly seconded, and passed for the Clerk to
write a letter to the Kent Areas Activity Council, thanking them
for a job well done on the Youth Recreation Building, and also to
write a letter to Lynch Manfacturing Co. thanking them for the nice
furniture they have made possible.
A letter was read from the City Engineer, Mr. Sherwood, stating
he had made a check of objects for LID 239, trunk sewer for Kentwood
Hills area, shows that signatures representing 15.8% of proposed
assessments were recorded.

A letter was read from the State Highway Dept, stating
that they had acknowledged a letter from Mr. Harold L. James
that an over under pass at 218th Street was not practical and
they were going along with the request of- the City that they
agree. and concur to put in a frontage road for the people to
get out.
A letter was read from James Gay wanting advice; from the
Council to get a dismissal of a law suit with Water District
#75 and various other information on the law suit was in the
letter.
u City Attorney, Mr. Thatcher recommended no other action
be taken but the letter be placed on file.
A letter was read from Ray B. Sanford, Seo. ,. East Hill
Garden Club recommend the development of an eight (8) acre
tract adjacent to the Scenic Hill School which is owned by the
city and would be a good park, site for picnic facilities and
so forth.
A letter was read from the Northern Pacific Railroad Co.
requesting payment for a way bill on return pipe on the sewer
construction job to John Mansville & Co. of Los Anglesq Calif.

out on the way bill.
Kane Scott Attorney representing Pioneer Sand & Gravel
requesting the City to establish a Street property ldne.
Councilman Hartla ub moved to take no action on the letter
but to place it in the hands of the City Attorney, Mr. Thatcher
for study, Motion duly, seconded, and passed to place the Kane
Scott letter in the hands of the City Attorney.
A letter was read from James P. Curran stating he would
like to see a park and recreation site on the eight (8) acres
the City owns just North of the Scenic Hill Grade- School.
Mr. Loop and Mr. Jensen two men from the PTA talked
about the, Scenic Hill park site suggested it be kept in the
natural state for picnic purposes only and not be used for
recreational purposes,
Mbtion made, duly seconded and passed to call the attention
of the Park Board and the Planning Commission to take up the
matter of a picnic park on eight (8) acres owned by the City
of Kent to the North of the Scenic Hill School# also, for the
park Board to give it study and report their findings to the
Council and for the Planning Commission to give their approval
or disapproval for the zoning for a picnic park in the area.
A letter was read in petition form from eight ( 8)
residents on 222nd St. South between 84th Ave. So. and the
Railroad tracks wanting their ditches cleaned out. This was
reported already done by the Street Committee.
Motion made, duly seconded, and passed to place the letter
from the residents of 222nd St. South on file.
The Clerk reported that he had. three (3) bids for two (2)
police cars that were opened and read the 26th of January, 1961.
The prices are as follows; Plymouth, $2545.00 plus tax, per Init ;
Chevrolet, $2590,00 plus tax, per unit ; and Ford $2536,00 plus
tax, per. unit.
The two (2 ) Plymouth cars were recommended by the Purchasing
Department as being the high bid but after full examination of
the Plymouth now owned for maintance there is far less maintance,
on it than the otlaex cars , we have had in our service.
The Chevrolet bid apparently low by a few dollars has a
four barrel carburator which has a higher gas consumption and
maintance.
The Plymouth construction in the dash area has more room
for the equipment to be mounted underneath and theron.
Councilman Pozzi moved, duly seconded by Councilman
Woodworth, and passed we purchase the two (2) Plymouth cars.
Roy Johnson appeared before the Council with a drainage
problem in his area, a culvert was cleaned out and that put more
water onto his property.
Councilman Hartlaub moved, duly seconded, by Councilman
Woodworth and gassed that Mr. Johnson' s culvert problem be turned
over to the Street Committee

Lovell amended the notion to have it referred
back to the City Attorney, LN. Thatcher, and if water District
05 goei ahead without a permit the City Attorney is instructed
to go ahead with the action.
The motion made by Councilman Ponni to deny the reques (',
of a permit was duly seconded and passed.
Councilwoi,,iru-t Bovell' s amendment that if they go ahead with
out a permit that the city Attorney is to proceed with action
was duly seconded and passed.
,', petition for annexation was presented to the Council for
that parcell of land running across the Kent LiQlands addition
across the canyon to the hilita2y Road, and west of the Filitary
Road and joining; the Kent DesPoines HiChway.
A validation of the signatures representing 90.63% of the
assessed evaluation as recorded was presented by the City
Engineer, nr. Sherwood.
Notion made , duly seconded and passed to set a date of
0 hearing on this annexation at $:00 PY on the 20th day of Feb.

A petition for annexation was presented to the Couhcil for
the annexation of Valley Heights and Linda Heights along the

Engineer, Glen, Sherwood.
A motion was made duly seconded, and passed to set the
hearing date for the 6th day of Larch, 1961, at 8: 00 FE.
Councilman Strain announced that there is some land on
the East Hill that has more source of water than our present
system. Ramsey says the source would produce about 20,000,000
gallons of water a day.
Motion was made , duly seconded and passed for the water
Committee to negoitate an option on the property,
Bob Nanstad, Boy Scout leader said there will be 228 boy
scouts here May 20 and 21, 1961 fir twi (2 ) days and will set
up there tents at the City Park and they would like to have
the use of the Park facilities as the Governor, Mayor Clinton
of Seattle, and Mayor Thornton will be in attendance.
Mr. Avery announced they-would like to have a parade on
May 19, 1961 with the parade route going from the Valley Elem.
School, North on 4th Ave. to Meeker St. , then East to Central
Ave. and then .North on Central Ave. to the Memorial Park. The
parade would be made up of various organizations as well is
high school bands.
Councilman Pozzi made a motion, duly seconded and passed
that the matter of the Boy scouts be referred to the Police
Committee and work with the Police Dept.
Walt Ramsey of Hill & Ingman says they have reviewed the
0 South end sewers and have some very good items for the display
E at the Century 21 Exposition.

Capital Construction would like to have their agreement
with the City of Kent closed, The City Attorney, Mr. Thatcher
explained that the Street Dept. says the electrical panneling
in the lift station should be moved before acceptance.
Councilman Strain asked the City Engineer, Mr. Sherwood,
that the data was on the Lake Fenwick Water L.I.D.? City Engineer
Mr. Sherwood had no data for the City Attorney to draw the resolution
due to the fact we had such a large Street Light L.I.D. assessment
role to get out.

Mayor Thornton announced the Scenic Hill approach was to
be widened from Titus Street up.
An inquiry as to the development of the code was made.
Walt Ramsey from Hill & Ingman stated that the City Engineer, Mr.
Sherwood and himself were working on it.
Councilwoman Mauritsen moved to have the Clerk order two
(2) Mercury Vapor Lights and have them installed at the New Fire
Station #3. Motion was made,duly seconded, and passed to have
the Clerk order the lights.
Tames Curran appeared in the crowd and requested to know
a definite date on the contract for the improvement of Kenivood,
Kennebeck Avenues and Guiberson Street.
Councilman Hartlaub would like to have the Planning
Commission give thought to the set back on West Meeker Street
"and, further I move the Planning Commission give thought to this
project." Motion duly beconded and p ass4d to have the Planning
Commission give thought to the set back project on West Meeker St.
