Regular meeting of -the City Council present, Mayor Thornton
Councilman Bovell, Hartlaub, Tlauritsen, Pozzi, Shaffer, Strain,
and Woodworth.
Reports of Officers placed on file, Budget, Treasurer,
and Clerk.
Minutes of the last meeting approved as printed accept...
Motion made, duly seconded and passed to -correct minutes
of the last regular meeting pretaining to Street Light installations
on North Central to read thus:
Lights are to be instl�lled on various streets as follows:

The installation will concur twelve (12) wood pole bruclLets
and one (1) on suspension on the East Highway at curve.
Motion made, duly seconded and passed to correct the minutes
of the last regular meeting pretaining to Resolution 1#438 to be
changed to Resolution #437 and to approve the frontage road.
Resolution #437 is adopted by motion, duly seconded, and passed
for the Limited Access Highway frontage road and to delete sheets
one and two. The frontage road is to be provided along the East
side of the Highway from South 222nd to South 218th Street and is
required to eliminate a most undesirable traffic situation for
residents lying East of the Freeway.
City Engineer, Glen Sherwood reported on the Viashington
Cities displa7, meeting. He stated they are getting some cost
figures on it and he would make a°more ext.ensive report at the
next meeting.
Councilman doodworth contacted -the local theatre on the
movies they had been showing and they promised him that the showing
of such movies= a•s "Psycho" would not happen again.
Councilman loodworth reported on the Governor's -Safety
Conference that the resolution on fireworks for the City Council
of all cities cbe recommended to pass on or approve.
The Council recommended that the proposed resolution be
given to the City Attorney and for him to check it over before we
adopt it .
Councilman Hartlaub reported on the Parking Lot across
the street that is available for $25.00 a month for ten (10)
parking stalls and this would be cancelable by either party with
in thirty•(30) days notice.
City Attorney drew to the attention of the Council that
the City could lease the parking lot for the City. Officials for off
Street parking but could not rent it by the month.
Councilman Strain read a doci.anent I'or the realease of an
easement for an old water main for vahich the City has no further- uses
Councilman ;3train moved seconded by Councilman ioodworth
and parsed to release the easement for the old eater main in
exchange for new transmission line easeirient. i.:�otion for suie carried
Ed Sipe, Chairman of the Plannill, Comiiiission was present
lie recommended that a vjarr,,_Lnt be drawn for Harlan Nelson J, .Associates
in the ariiount of '"950.00 and that the wari,ant be held until the
contract is completed, acknowledged, and accepted by the Planning
Conmiission.
CounciL'aan ,siiaffer moved, duly seconded, and passed to
accept reconunendation of 1:Tr. Ed Sipe, Ch_.irm:tn of the. Planning Com.
to pay, the warrant and hold it until satisfaction on the contract
was reached.
Councilman Pozzi moved, duly seconded and passed to instruct
the Clerk to write a letter to the at :,te laid Engineer thankinU, them_
for granting our request foie -the frontal e road.

A letter wao read from the City Clerk of the City of Kirkland

of KirklaAd until his death uw the only one authorized to issue
checks on'thin account.
Councilman itrain Yoved. seconded and passed to aile the
money to WashinZton Cities for LeEislntion purposes and for the
Clerk to notify same.
A letter tau read from the U.S. A2Ay District Enaiheers Office
notifying` us of a public hearing on japnovina and extending the
Duwamish Waterway.
hayoT'Thopntoh, announced that he am the City Engineer, 12.
iheruood attended a meeting on the Duwami3h �bterway, there was
discussion on the low level and high level bridge and the voiding
of the Channel to 200 feet. The low level bridge is about one
half the cost of the high 1evel bridge.
Councilman Hartlaub moved to object to the low level bridge
across the waterway and to instruct the Clerk to write to the
U. S. Army District Engineers and send copies to the Kent Chamber
of Commerce and the VLlley Industrial Commission stating the
action taken by the Council. Motion for came carried.
A letter was read from the ante Division of Yunicipal
Corporations drawing attention to Cities putting in expense claims
for lobbying during the session of the Legislature.
A letter was read from the ;paint James E-pi,--�cpol church r ecomi-11-
ending to the Council they create a picnic park and recreation
facilities near the scenic Hill school site on property which
isownedby the City of Kent.
A letter was read from the City Enginaer, Mr. Sherwood, on
the amount of money that was used on the outfall sewer, pump, and
lift station in the amount of 41066.88, this money is to be
transferred from the bond account into the sewer fund.
A letter was read from the City Engineer, Er. Sherw000d, stating
that the estate Tan Commission and the Department of Labor hao a
release in for G. R. Leischner & Co. on the out fall sewer in the
amount of $8,522-07.
Motion made, duly seconded and passed to adopt Ordinance #1080,
for the approval for general municipal purposes. 00,01014 ,

Motion made, duly seconded, and passed to adopt Ordinance 1
approving and accepting deeds for itTeet purposes,
Ordinance #1082 for the City of Kent approving and accepting
deed for Street purposes in the City View addition.
Motion made, duly seconded, and passed to adopt Ordinance 1082.
Motion made duly seconded, and passed to adopt Resolution 1441
to set a new hearing date of January 16, 1961 at-8:00 PM at the
City Hall for the Lid on the Kentwood hills Trunk Sewer and also
to recind Resolution #438 passed by the Council on the 5th day of
December, 1960. Motion carried.
Mayor Thornton appointed Emerson B. Thatcher as City Attorney
to fill the vacancy of Arthur T. Lan; resigned.
Councilman Woodworth moved to confirm the Mayor appointmentm of
Emerson B. Thatcher as City Attorney, duly seconded, and passed
with Councilman Hartlaub voting Nay.
Councilman Pozzi reported on the merger on the Rgilroad Co.
The Auburn City Council took action against the merger on the grounds
that it would lay off several hundred employees who live in and
around the area and various other businesses would be affected
with the merger.
Auburn City Council is to appoint a committee to opose the
merger and after further discussion this problem was let to the
Valley Industrial Committee to come up with a solution.
