Regular meeting of the Kent City Council present 1VTayor
Thornton, Councilmen Bovell, Hartlaub, Mauritsen, Pozzi,
Shaffer and Strain.
Minutes approved as printed.
o Motion was made, duly seconded to have the City Attorney,
WI�Ir. Lane , And the City Enginger ,i:ir. Shertiaood,Brava up a Street
Light LID hearing for iilercury Vapor Light system .in the business
�N section df the City. Motion carried for same .
Fo Councilwoman Mauritsen moved to place thirteen (13) Mercury
WF Vapor Lights as per contrLLct schedule on North Central motion
oZ iially seconded and passed.
Um Mayor Thornton drew attention to Councilman Shaffer to find
out about the Ivan Bloch contract and the Clerk to write and get
a copy of the original contract with the City.
Mayor Thornton announced the hearing will be open on -the
C-1 Lone Conditional Exceptions , no one appeared to object so
Mayor Thornton announced the hearing closed.
Mayor Thornton called for the reading of Ordinance #1079•
Motion made, duly seconded, and passed to adopt Ordinance #1079
relating to and regulating land use and developement and amending
erection 10.6.04 of the Zoning Ordinance (1071) so as to authorize
thO Board of Adjustment to permit in certain cases the installation
of servide stations as conditional exceptions in a C-1 Zoning
District.
A letter was read from the King County Safety Council of J
July 1, 1960, the Home Safety Committee of the 1960 Governor' s
Safety Conference"recommending that the State Legislature enact
laws which will limit the sale and use of fireworks to authorized
public displays under proper supervision, and request the Seattle
King County Safety Council -to prepare such legislation and sub#it
it to the 1961 session of the Washington State Legislature".
The Safety Conference invited members of the City Council
to carefully study items , and also for the transportation of
explosives. By motion made , duly seconded, and passed for the Police
and Fire Committee to give -study to a resolution to be passed by
the City Council.
A letter was read from the City Treasurer, Mr. Cavanaugh,
stating he wished to invest various monies in the Security Savings
& Loan Association of Kent and if he has more money than $102000.00
to invest that he be authorized to invest it in Government securities
with other loan associations in neighboring communities in amounts -
up to $10,000.00 in each fund. This initial commitment estimated
at $15 , 500.00.
Councilman Shaffer moved, duly seconded- and passed to grant
the request of the City Treasurer for the investment of monies in
local -and neighboring Savings and Loan Association. Motion carried.
Motion made , duly seconded and passed to adopt resolution
#436, for a nearing to be held at the City Hall, 8:00 o' clock pm,
January 3 , 1960, on the proposed Street Vacation of
The North '! of that certain street located along the center
line of Gov't lot `l, :Sec. 18, T22N, R5E, V91. and the center
line of the Northeast 1 of the Northwest � of Sec. 18, T22N
R5E , '41. -
Resolution #437 was read,to create a local improvement District
for the p'rovement of sewer lines with the deletion of, sheets one
and two.' Sheets one and tTr�o will be adopted only if a frontage
road is provided along the East side '-of .tote. Freeway from 0o. 22$nd
Street to go. 218th Street required,..-to eliminate a most undesirable
traffic situation for residents' lying 'east of the Freeway. This
road would permit ready access to the interchange at South 228th
Street and PSH-5.
Councilman Hartlaub moved and Councilman Pozzi seconded,
and passed to adopt resolution #437, for Limited Access Highway.

Motion made , duly seconded, and passed to adopt Resolution
438, for the hearing to be held at the City Hall at 8100 pm on
January 3 , 1961, for the improvement of the Kentwood Hills Trunk
Seaver.
Motion made, duly seconded, and passed to adopt Resolution
#439 for the hearing to be held at the Dity Hall, at 8:00 pm on
January 16' 1961, for the improvement of Guiberson Street from
Kennebeck Avenue to VandeVanter Street.
Motion made, duly seconded, and passed to adopt Resolution
#440 for the hearing to be held at the City Hall at 8 :00 pm on
January 16, 1961 for the improvement of Kennebec and Kenwood Aves.
from Titus Street to Guiberson.
Mayor Thornton, read the resignation of City Attorney, Mr.
Arthur T. Lane, stating "I herewith tender my resignation as City
Attorney effective December 15, 1960".
Mayor Thornton in reply to Mr. Lanes resignation felt it
was a very short term and would like to have him stay as '6his work
was satisfactory. He was doing a good job but if other work was
calling him from the City we would have to accept.
City Attorney, Mr. Lane said that he was leaving the City
in good hands and that he regreted to have to leave the City.
Councilman Pozzi moved, and Councilwoman Maurtisen seconded
to accept the resignation of Mr. Lane andthe motion for same carried.
Councilman Shaffer moved to have the City Engineer, Mr.
Sherwood arrange with the heads of the various Departments to
have a display for Kent at the Association of Washington Cities
coniaention to be held in Seattle.
Hill & Ingman our consulting Engineers will help on
the display.
Mayor Thornton appointed a Police Committee to work with
Mr. Andre of the Vale Theatre to get better matinee shows for
children.
Motion made duly seconded and passed o award the bid
for the new Fire Station to Schwartz Construction Co. , he being
low bid of $4151.53 including tax.
