HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 11/07/1960 �r )4 Kent, Washington November 7 , 1960 � r Regular meeting of the City Council present, Mayor Thornton, Councilman Bovell, hartlaub, Plauritsen, Pozzi , Shaffer, Strain, and Woodworth. Minutes of the last meeting approved as printed accept. . . A motion was made by Councilwoman Bovell, duly seconded and passed to correct a motion to read , The Planning Commission recommended play areas and sidewalks on at least one side of the Street in any new plats. Reports of Officers placed. on file by motion, budget, Clerk, and Treasurer. City Enginee7r, Glen Sherwood, announced a short course at i Pullman .for building inspectors and that Pir. Wilke will attend. Gouncilman Shaffer moved, motion duly seconded that Mr. Wilke -- att4nd the course at Pullman for Building Inspectors with expenses paid. Motion on same passed.. City 4ngineer, Mr. Sherwood, reported that Councilman Pozzi and Councilman Woodworth, and himself attended the meeting with the Northern Pacific Railroad on the Smith St . crossing. Nothing further was said on who was to pay the re-alignment on the Smith Street crossing. City. Engineer, Sherwood, reported that the franchise from the State for the water transmission main is all in order and the hearing shall be set when $35.00 is mailed to settle for the hearing expenses and the $35.00 will be forth coming this Council meeting, The state wanted a sketch of the area and the $3 5.00 to hold a hearing. Mayor Thornton declared the hearing open on the Pierces Plat on the Re,ith Road. No objections were filed so Mayor Thornton .declared the hearing closed. The motion was made, duly seconded , and passed to accept the Ordinance 1077 for the creation of Pierces Plat to the City of Kent. Mayor Thornton announced that the hearing is now open to discuss an annexation contiguous thereto the boundries of the City Limits of the City of Kent all parcels of land being in King Gounty and unincorporated. This land lies to the West and South of the now present City Limits of the City of Kent. k City Engineer, Mr. Sherwood, explained the area that was in question, Mr. A. B. Baker and Mr, Lloyd Ecker opposed the annexation because they say the City of Kent has nothing more to offer, as far as serer mains they didn't have need of them. Water mains they didn't need they had lots of water, was their objections. Mr. Dolman was present and stated that 200 acres of the area is now plated and more to be, Dolman was in favor of annexatiu<<. William McNally requested of the Council upkeep of approximately 10 acres in the area that the County had set aside for park. McNally stated that the Count,v had bulldozed and the neighbors had picked up some rocks that is the extent of the work up to date. Councilman Pozzi replied that the City would do as much as the County had done on the proposed park site if the area were taken into the City of Kent. Dr. Murry, from Star Lake School stilted that they were working on a sewer system in the Star Lake area for the schools to be connected to our sewer system. Mr. Ecker asked the question "Who would police the border line roads?" of the proposed annexation, Mayor Thornton, replied we have other border line areas in other annexations , and the Kent Police and the King CountylSheriff's Dept. work together very well. Mayor Thornton asked if anyone else had any comments on the annexation. No one had any further comments on the annexation i 1 Mayor Thornton declared the hearing closed on the proposed a annexation. Motion was made duly seconded and passed to recess the Council for- five minutes for study on the proposed annexation. Council reconvened. Councilman Hiartlaub moved that all area be deleted except . the portion that is read. Continued: The Narth 1/2 of the SW 1/4 of Sec. 27, T22N, . R4E, WN1. Also : The West of the NE 1 of the SE 4 of Sec. 27 , T22N, R4Fj ThMM. j Also: The East 2 of the NE' -1 of Sec.27 , T22N, R4E, V44. Also: That portion of the NW 4 of the APE 4 of Sec. 27 , T22N, R4E, V& . lying East of the Reith Road. Also: Any street included within the body of this annexation but not specifically described. This description composes the area of annexation. The motion was duly seconded. Mayor Thornton remarked we do not wish to have any law suits aver the annexation and we have to have it right according to law, that is why we are deleting the area. Mr. Suttal was present and stated that he owned 20 acres of the description and that 5 tracts in the portion we suggest to be deleted and that he in good faith signed the petition to come into -the City of Kent with the property. Councilman Hlartlauby made a motion which was duly seconded and passed to table the motion on the propm ed annexation for the City Engineer, Mr. Sherwood to tabulate the lots in the annexation. Councilwoman Bovell announced that Mr. Irons and Mr. Campbell were here wanting some stitisfaction. on their water and selRer connections. Reading the report of previous minutes no definite action was taken on the sewer line which was mislocated by a previous City Engineer. Councilwoman Bovell moved as negative. Mr. irons relative to sewer placed through error some years ago six f(-et on his property, State Street parallel with Pioneer East at the time it was run it was presumed to have been in the alley owned by the City of Kent. After discovering it it had to be moved off there and definite property lines established. This has now been definitely completed buildings removed from alley except one builung to be moved shortly, therefore, it will clear the alley completely when this building is removed. Councilwoman Bovell made a motion we allow water connections for one last for Mr. Campbell, two lots for Mr. Irons, and one lot for Mr. Heglund at such time as they will need these connections. She understands from Mr. Heglund they may not need thA, connection in exchange fora sewer- easement across and through the property as the sewer line now lies. It will be necessary for the Clerk to complete the negotiations by exchange of checks inasmuch as the Water Department is granting these connections and the sewer Bept. will receive the benefit of the easement. Councilman Strain stated that the City of Kent should draw a warrant for the amount- of a water connection in payment for the easement for the sewer. Motion was duly seconded and passed for the City to draw a warrant to pay for the easement for the sewer. A motion was made to take the motion from the table dealing with annexation. City Engineer, Mr. Sherwood, reported that the petition with the part deleted from the petition, the assessed valuation now stands at 7'9.1%• City Engineer, Mr. Sherwood, stated that 79.17 was a fairly adequate amount on a pe Atton for annexation. of : The North j of the SW � of See. 27, T22N, R4E, WM. Also Any street included within the body of this annexation but not specifically described. An amendment was made to the previous motion that the area be taken in West of the Lake Fenwick Road. Amendment made, duly seconded, and passed to take in the area. Councilman Strain and Councilman Woodworth voted Nay. The original motion on the ,annexation was duly seconded and passed. A letter was read from the Planning Commission stating, a plan was developed for a C-1 zone on the Military Road which would not allow Service stations. The only way this could be done would be to rezone to a C-2 zone which would permit service stations. The Planning Commission recommended to the City Council amend section 10.6.04=C-1 Conditional exceptions. If this admendment is adopted it would require a public hearing by the .Bo•ard of Adjustment . Councilman Woodworth moved to have a Publif Hearing for the rezone o service stations on November 21, 1960, Motion to have the hearing was duly seconded and passed. Mayor- Thornton appointed George Fiori to the Board of Adjust- ment and it was confirmed by the Council in the place of James i P. Gurran, Councilwoman Bovell and the City Engineer, Pir. Sherwood, went an an inspection tour of the new lift station and sewer .lines which have just been completed. Councilwoman Bovell moved to accept the final payment of G. R. Leischner who had the construction of the outfall pump and lift station and for the Clerk to pay in 30 days the retained percentage. Motion was duly seconded and passed for the Clerk to pay the retained percentage. Councilman Pazzi reported t4at Nuys Evans, King County Health Officer will have the dump started at the end of the month. . City Engineer, Mr. Sherwood, recommended that the Council accept the streets and drains as gravel streets in the Reeves Addition. Motion was made duly seconded and passed to accept the streets and drains in the Reeves addition as gravel streets. Councilman Pozzi recommended that the Council give the School District permission to use the Gity of Kent 's pie shaped piece of ground at the Scenic Hill School for a turn around roadway. . Motion was duly seconded and passed to let the school use the pie shaped piece of g Haand fore a turn around roadway. C ounci an Strain, Chairman of the Water Committee made a emotion to pay the voucher for $450.00 on Stream Gaugeing ,for another year. The motion was duly seconded and passed.to` pay the voucher on Streams Gaugeing for another year. A letter was read from Pacific Tel and Tel Go. stating that i effective November, 13 , 1960, the Kent exchange becomes a part of the S$attle calling area, Communications from the Department of Labor and Industries notice of elective adoption for GeriAeai . Office Help, Inspector, Janitor and Park Employees, for workers to be placed on Medical Aid and Insurance not being under the hazardous class. A motion was made, duly seconded, and passed to pay for same. A letter was read from the State Highway Commission, District Engineer, stating that the State Engineer , Roy 0. Nesbitt will be arranging fora meeting with our Street Crew. Continued: A letter was read from the State Highway Engineer, in answer to a letter he received from City Engineer, Mr. Sherwood, stating that after the first of the year funds are available for purchase of right-of-way on that portion of the Freeway. A resolution was passed by the Civil Service Commission making Officer John A. Sheets a permanent Patrolman as of December 14, 1959. A letter was .read from Mr. Campanella from Renton requesting water service on S.E. 288th and between 216th S.E. and Black Diamond Road. Councilman Strain moved we have water supply f or the development of Campanella requesting the cost from the main to the development is at their expense. Councilman Pozzi:seconded the motion. The motion was passed to let Campanella have water service at their expense. A letter was read from the Pollution Control Commission stating that they approve the Change Order ##1 on the Outfall Lift Station Project. A letter was ,read from the Federal Way Co-ordinating Council, who have plans underway to form a park and recreation district at no cust to thb voters. This project needs the City of Kent's permission to include a. portion of the school district which lies within the confines of the City of Kent, City Limits. Gouncilman Woodworth moved to refer to the City Attorney a committee appointed by the Mayor, Councilwoman Bovell and Councilman Pozzi to work with Barney Wilson, Recreation Director. A motion was made duly seconded, and passed for the Chief of the Police Department and the City Engineer to attend the Seattle King County Safety Council, Wednesday November 9, 1960, at the .Puget Sound Power and Light Auditorium in Bellevue. Gouncilman Shaffer requested to have the City of Kent replace the steps .for the publiq path on Seniq Way and for the Street foreman to care for same.
