Kent , Washington Oct ober 17, - 1960
Regular- meeting of the City Gouncil present were mayor
Thornton, ! ouncilr an Bovell, hartlaub, kauritsen l Pozzi,
Shaffer, Strain, and Woodworth.
Minutes of the last meeting approved as printed. Treasuers
report presented and placed on file.
The `pity Engineer, Glen Sherwood reported to the Council
that the request to the State for a franchise on the new
transmission water line into town has been made and is in the
mail.
L) mr. Sherwood, City Engineer, reported that k1r. lles of the
School Disctrict, requested the use of a triangular piece of
property that the City 'owns out by the new school for a better
roadway access to the property.
------Councilman nartlaub moved that the Street Committee review
the request and report back at the next Council meeting.
motion was passed and duly seconded that the hearing on
the Pierces Platt be set at the next regular 8ouncil lvieeting,
Gouncilman Woodworth moved to have the 1960 Fire Prevention
Code and ordinance adopted by reference. Motion was duly seconded
and passed.
Councilman Woodworth reported on the Salt Air hills meeting
which was 'field at Arthurs Restaurant, they had an agreeable
dnd enjoyable meeting. Also, Gounciftman itartlaub was present.
Councilman Woodworth reported on the Safety Driving Program
luncheon which was held at Ceven 0 s Moonlite Inn, with the heads
of the various departments of the .City. This Woodworth commented
could mean a reduction in insurance as time goes on. This.
motion was duly seconded and passed.
Gouncilman Woodworth stated there will be a meeting of the
Legislative Committee at Cevene ' s 11400nlite Inn, 7 :00 Pivi, October
1.8,, 1960. 'There will be various Cities represented at this
meeting. Pla.yor Thornton will have the number attending this
meeting for the next Gouncil meeting.
ivir. Sherwood, City Engineer, gave a rundown on the Sewage
L: 'treatment Cutfa.11 and lift stations. Pir. Sherwood also announced
that the men from the Government, were into the office to see
what payment they would make on the construction. The payment
on the construction would be $31,000.00 or 30% thereof.
fir. Ramsey was present fie requested that the Change Order
#1 on• our lift station under G. R. Leischnerg, Contractor by
motion. Motion was duly seconded and passed to accept the change,
order #1. Councilwoman Bov ell moved to accept the change order
#1.
Councilman Pozzi made a motion for the City Engineer,
Sherwood to write another letter to the State Highway Engineers
t o have the various streets widened as was proposed in a previous
letter.
Councilman Pozzi reprted that the County will have ttieir
trailer dump in progress in the latter part of luovember.
Councilwoman lnauritsen moved for the Clerk to purchase
two Nierc-zry vapor lamps and call the Power Company to install
them ern their poles at the East Valley highway and the O'Brien
Road, and the West Valley Highway and the O 'Brien Road, (one
Tight. e4ch) . Motion was duly seconded and carried.
Councilwoman mauritsen reported that the Chamber of 'Commerce
wanted. the City to expand the available funds and endevor to
set, up an LID for the difference for street lights in the business
area. She reported that this could not be done as the Gity
can 't form an LID it must come from the business men. She
also: reported that a letter was on its way from, the Secretary
of the Chamber of Commerce to. the City on the LID.
A motion was made to request from the two lowest bidders
on Street Lights an extension of four months.
Councilman Strain stated that mr. Campbell was in the
audience on his water connection that was to be given to him
free, on the sewer main wiiich was misplaced on his property
instead of in the City Alley. i�ir. Bridges , City Clerk is to
look in the minutes inregards to a free water connection.
A letter was read from L. n,. Cavanaugh, City Treasurer
requesting investment of §80,000.00 of Sewer Construction money
in the U. S. Treasury bill. iviotioh was made duly passed and
seconded.

motion was made for lair. Sherwood, City Engineer, and his
assistant mr. Dent to attend the American Public Works Association
in Bellingham. On ivovember 2 , 3 , and 4, 19bO. Motion was rm de
duly seconded and passed.
Motion -was made for Robert Kristofferson to attend school
in Walla Walla, on October 20, and 21, 1960 for Plant Operators.
motion was duly seconded and passed.
A letter was read from Jaynes Curran representing the Brisco
memorial School, in opposing the propcsed termination of bus
service by Greyhound Lines on the vvest Valley nighway. A
resolution was adopted to go on record to protest the termination
of buss service on tiie West Walley highway. Motion made duly --
o seconded and passed.
A letter was read from the Kent Planning Commission that
we have side walks on at least one side of streets in new plats.
Also the, need for play areas to he set aside for children in
Wo new plats. mr. Lee, Chief. of Police points out the Stoneburner
wW Addition as one where this problem exists. Ke would like this
WD . made a part of the new plating ordinance which will be presented
to the Council by the Planing � omrrvission in tine near future.
A letter was read from the Derartment of r-iealth announcing;
that a Certificate of Competency is being issued to mr. Robert
m. Kristofferson, as he lies successfully passed -the examination.
A letter was received from the King County Engineer, Walter
F. Winters stating that $51,500,000.00 worth of damage has been
caused by floods in King County in the last twenty years in
Xing County. `.Where will be a proposition on the V ovember 61 1960
ballot. There will be a luncheon on October 16, 1960 at 12 :00
noon in Room 403 , Seattle chamber of Commerce to discuss this
with members of the Council.
A letter was read. from Joel P. Buffington , News Editor
for radio KASI, who teas covered the Council meetings for the
last two years and in this way has kept ttie people of Kent
informed on the news, ivir. Buffington left for Susanville,.
California on October 15, 1960 , to work in a radio station
thbre. iVir. Buffington suggested that the Mayor or the Clerk
should report the next day on the radio the minutes of thev�
Council meeting and. in that way keep ttie people informed.
A letter was received -from the State Highway District
Engineers Office , for a transfer resolution for `$2,,613 .bO for
the installation of four (4) luminaires ' a't.' atr.t.he intersection
of Primary State H i.ghway /tl and South 252rtd' street`, `A motion
was duly madC , seconded , and passed.
There was a hearing field and opened on Street Vacation on'
the South Boundry of Armscrest Addition #-2. iuo one opposed the
vacation so the hearing was declared closed by iuiayor Thornton.
Oridance #107.6 was read and duly seconded for the vacation
of a certain street within the city limits of Kent. Ordinance, passed.
Mr. Lane, City Attorney reported on Bill of Sales of easement
from the school District and none was reported to the Engineer.
A petition was received and read. to the Council with more
than 75yo valuation signed by property owners for annexation.
A letter was received from the City Engineer, Mr. Sherwood,
stating that he had made a study of the petition filed with the
City Clerk on October 17, 1960 and found that signatures of
owners represented 62.6jo in value, according to 19bO assesed
valuation for taxation. This petition covers portions of sections
26, 27, and 35 and is bounded on the West by the military Road
and on the East by the East Valley highway and yet also includes
all of Lake Fenwick. iYiotion made duly seconded and carried to
set a hearing date on ivovember 7 , 1960.
Pir. Sipes, , Chairman of the Planning Commission talked on
the mobil homes zone and how they should be rezoned as such.
Mr. Paul Wieser- was at the meeting and explained to Council
about mrs. Polick about: the -roadway into Pioneer Sand and Gravel
and they had offered her 1p13,000.00 for the roadway and her
attorney wanted $4,000.00 so the negotiations were dropped.
Councilman Shaffer moved and Councilman Strain seconded this
motion which was duly passed to have the City Attorney Lane
warn them that the City has interest in the old County 15 ' foot
right�4of-way Councilman Woodworth voted relay.

ajjgstment as follows, James Curran, Bob Carroll, Arthur Aartlaub ,
Ed Sipe, and Chas. Bridges.
Councilman Woodworth moved and Councilman Strain seconded
to have the City Engineer, Mr. Sherwood write a letter to the
nigaway District Engineer to find out when they are going to
stark acquiring right,V of- wavy for the Valley Freeway. motion
was duly seconded and passed. ,
Gouncilman Shaffer moved for douncilman Woodworth to pursue
the realignment on the Lvorthern Pacific Keilroad on Smith and
Shinn with the Street "ommittee and the City Engineer, Sherwood.
motion was duly seconded and passed.
Councilman Shaffer moved to have Mo. Lane, City Attorney
send copies of the letter to Pioneer Sand and Gravel. motion
was duly seconded and passed.
