KENT, WASHINGTON September 19, 1960
Regular meeting of the City Council, present Mayor Thornton,
Councilwomen Bovell and Mauritsen, Councilmen Hartlaub, Pozzi, Shaffer
Strain and Woodworth.
Minutes approved as printed . . . . except Mr. Goldsmith was present
and asked to have a report prepared for action at next Council Meeting on the
Kentwood Hills sewer, instead of Mr. Willett, as printed.
Clerks, Treasurers rel"rts placed on file. Budget.
City Engineer reported that Mr. Junivicz is not receptive for granting
an easement through his property for Palmer, Coking, & Cole.
Councilman Strain moved this restriction be removed from Council
action. Seconded by Councilman Pozzi, motion carriAd.
Councilwoman Bovell recalled a't the last meeting the matter of Britt -
Smith's sewer line corinection was turned over th the Sewer Committee for
further study and action. The City of Kent has no legal papers filed to take possess-
ion from the school district easement on the High School Campus , or papers
from Land O Lakes Development Company. Therefore the Council takes the
stand that we have no legal right in taking'action. Mr. Smith was advised of this.
After legal advise of the City Attorney, Councilman Woodworth moved to .
rectnd the August motion on Britt Smiths sewer connection. Councilwoman
Bovell seconded. Strain ammended that all action taken by the Council in this
matter be recinded. Councilwoman Bovell seconded the. ammendment. Both the
motion and ammendment carried.
Councilman Hartlaub moved no sewage be accepted through' City's
pipes until-b%k, bill of sale from developers for the line is presented and
approved. Councilman Woodworth seconded the motion. Councilman Woodworth
withdrew his second. Councilman Hartlaub withdrew the motion and re-worded
it as follows; City Engineer be instructed not to accept sewage through any City
lines until bill of sale, easements, franchises and all other legal documents be
in order. Duly seconded and passed.
Mr. Curran , Attorney for the Land O Lakes stated he believed a
reasonable agreement could be achieved between the two parties.
Councilwoman Mauritsen repotted that a motion was made at the
Chamber of Commerc$,Meeting to look into the Street Light situation by L. I. D
or Popular Subscriptions. The City,of Kent will carry the majority of cost and
the merchants the rest. No action to be taken until the money is presented to
the City by the merchants.
Councilman Strain read letter he received from Kent Public Schools
about city to take over water line. Councilman Strain moved that the City .46ept
water line from K. M. S. H. that crosses the Canyon to Black Diamond Hwy. , and
that the master meter be taken from the canyon and.placed at the'"properf#.
Duly Seconded and passed.
Councilman Hartlaub moved City Attorney follow this up and get deed
and all other legal papers needed. Bovell seconded, 'then withdrew second.
Hartlaub withdrew motion and reworded to read " move School District
execute papers and give to City Attorney for legal approval a#d placed in Clerk's
office within 30 days from this date. Woodworth Seconded, and motion carried.
Councilman Strain requested-the City Engineer get easements on new
water transmision lines into Kent. He is to meet with the Engineers on this matter.
It was reported that there will be an Air Pollution meeting to be held
Oct. 6, 7 in Seattle. The City Engineer is going to attend.
Letter was read from Curran and Radcliffe, Attorneys for Hauge '
Construction, wanting to have City relinquish 15' road easement that has not
been used for quite sometime. Resolution #431Awas read to initiate vacating
proceedings. Councilman Shaffer moved to accept resolution #43,K5,64 Councilman
Strain seconded, motion carried. The ,hearing on the vacation to be held Oct. 1T,
8:00 P. M. Councilman Hartlaub inquired of Mr. Curran who was to bear the
publication costs, etc, if it didn't come under the policy. Mr. Curran stated Ha.uge
will bear reasonable costs.
Letter was read from Ed Sipe, Kent Planning Commission Chairman
stating the Planning Commission approved a resolution to request the Council to
instruct the City Attorney to attend all regular meetings of the planning commission.
Woodworth so moved , Strain seconded aid passed.
Letter was read from the Reverend Patrick S. Lyons, Pastor St.
Anthonys Parish , stating they wish to construct a parochial Elementary school
on property owned by the Church, and requested at such time this school schould
be constructed, the board of adjustments give kind-consideration to the plans.
Strain moved to have the letter placed on file in Clerks Office. Mauritsen seconded,
motion carried.
Letter was read from the Election Department stating. Sept. 23, 1960
is the last day for municipal corporations to file resolutions or ordinances calling
special elections to be held in conjuction with the State General Election, Nov. 8, 1960.
Moved, duly seconded and passed to place on file in Clerks office.
Motion made by Councilman Strain, seconded ab3 : Shaffer and passed to
release old water main easement on Hauge Construction property .
Petition read for improvement of Kenwood by property owners
Pozzi moved the Council go on record to allow a 32' street an Kenwood
and the Street Department to pay for grading. Councilman Bovell second
and passed.
Jerry Cole asked Councilman Shaffer what was decided on
Kentwood Hills Sewer. A recess of 5 minutes was called. Council re-
connevened. Councilman Shaffer moved matter of the sewer line for
Kentwood Hills turned to Councilman Hartlaub for further study.
Councilwoman Mauritsen seconded. Passed.
Motion made on advise of City Attorney to have May
and Clerk
enter in and sign modification agreements on West Hill Water agreementfr
Duly seconded and passed. . .
Mr•Vrooman was in attendance and invited Police Committee and
Officials to a Salt Air Community Club meeting Oct. 6, 8:00 pm. -
Mayor's Budget for 1961 was presented and read.Pozzi movea
Budget' and tax levy Ord. "be drawn and ready for next meeting. Councilman
Strain-seconded,'�motion carried. '
Iartlaub moved to eliminate last. 3 words as 11 regulated
.by law"
of.Section'#40, 16. 05 , page 73 of the Zoning Ordinance. Also eliminate
10. m. 06.- " Text and Official Map to be filed with County Auditor. " Strain
