Kent, Washington September 6, 1960
Regular meeting of the City Council; present-Mayor Thornton, Council-
Women Bovell, and Mauritsen, Councilmen Hartlaub, Pozzi, Shaffer, Strain,
and W oodworbh. „

Councilman Woodworth moved to correct the minutes of the last regular meeting
to read as follows: " The hearing was set for Sept. 6, 1960, 8:00 pm on the
Comphrensive plan, .Zoning Ordinance and map in place of Stock Sales Yard. i
Minutes approved as corrected. Officers reports placed on file. Budget.
City Engineer reported the work on the outfall sewer was rapidly
progressing . There was 2100 ' installedl out of 2300. But Russell Road
was giving them -problems, be acclepted by
City Engineer recommended streets in Stonecrest Addn>
the City as City Streets. This includes Crest Avenele, Hemlock, Filbert, Ellis
o Place, Stoneburner Lane and East Lane. So moved, Duly seconded and passed.
�o City Engr, reported to Council that he has figures on cost on trunk
W� sewer from Kentwood Hills and discussion on house population for the next 5 .
I Mr. Wilasked to have a report for action at next meeting on the Kentwood
wo Hills Sewer. This was referred to Councilman Shaffer for Financial Study.
Councilwoman Bovell reported on Mr. Sandwicks request to have
�Z City give up contract with him on Sewer connection on property in North Park.
°2 He was asking for rebate of the $80. 00 paid on sewer bontract for connection.
Councilwoman Bovell moved, Councilman Woodworth seconded to waiver re-
maindar of contract, but can not refund the $80. 00 payment.
Councilman Woodworth moved, duly seconded and passed to send
Phillip Prince, the new patrolman to a 13 week Police School.
Councilman Woodworth reported that the County would not lower the
speed limit on the Reith Road, Also they would not install a caution light at
the Reith Road and Military Road. The County are going to install a light at
Military and Kent Des Moines, but Councilman Woodworth well still persue
the light at Reith and Military further.
Councilman Pozzi made a report on Guiberson and Kei&wood stated
without a doubt Guiberson will progree to a new street under L. lf,, D. but
would like to have the council apppove by motion a 32I wide street width
on Guiberson instead on 361. Motion made, duly seconded and passed .
Councilman Pozzi moved to have the Engr. Dept. be given O. K. to
proceed with realingment of Guiberson. Duly seconded and passed. Shaffer
voted ney.
Mayor Thornton announced he had street dept. put gravel on F a 8 ger
Road where condition was bad for School Busses. Mayor also announced the
city Engineer wrote King County Commissioners advising of bad condition of
the river.
Councilwoman Mauritsen moved bonds on the Street Light (the 2 low
bidders) be held for 60 days. Duly seconded and passed.
Councilman Strain made motion, was duly seconded and passed
to instruct the clerk to write a letter to Penn H. O'Brien stating the previous
action of the Council in July still stands.
Regignation from Lloyd H. Winbeckler from the planning commission
was read. Councilman Woodworth moved to accept the resignation. Seconded
by Councilwoman Mauritsen. Motion carried.
Councilman Strain moved the Mayor and Clerk sign agreement with
State Hwy. Dept. for payment of the installation of 4 mercury vapor luminars
not to exceed $3, 000. Woodworth seconded. Motion carried.
Letter was read from Britt M. Smith in response to the letter he
received from the City Engr, stating no more hook ups on sewer until $1,477.40
is paid to Land O Lakes Development Company. Motion was made by Council-
Woman Bovell to refer letter to sewer comanittee and Atty. to study. Council-
Man Hartlaub ammended motion stating sewer committee given full power to I_
act with city attorney as advisor .Both motions duly seconded-and passed, with
Councilman Shaffer voting ney.
Ralph Pozzi in attendance re,presenting Land O Lakes and made an
informal request requesting ownership of sewer be returned to Land O Lakes.
Mayor Thornton appointed Mr. Strain to take Councilman Woodworths
place and act in his behalf in Mr. Woodworths absence. Motion made, duly
seconded and passed to a,,cept this appointment of the Mayor.
Councilman Woodworth moved, Councilman Strain seconded to have Mr.
Curran s letter and petition held over until hearing on the comprehensive plan.
Hearing on Maclyn plat was declared open by the Mayor. No objections
to the plat, so hearing was closed. Reading of the ordinance. Councilman Pozzi
moved to accept the Maclyn plat. Councilwoman Mauritsen seconded. Motion carried.
Mayor thornton introduced Harlan Nelson and Margaret Fritch as our
Comprehensive planners.

Final Hearing on the Comprehensive Plan was open by the Mayor and
the Comprehensive Map was pointed out. City Clerk read one letter accompanied
by a petition from landowners in the OBrien area. Mr. Curran , representing
the pepple living west of the 1Wiiwaukee tracks in the O-Brien area, who wished

be deleted from M A zoning.
Harry Soames, living in approximately the same area, objected to the
1 home per acre. Thought it was too large ari area per home. .
Ed Reiten 'representing Odd Fellows lodger, and Kent Cemetary stated
that the cemetary is now in R-1 zone, and that is not permitted. He requested
the presently owned land by'the cemetary be zoned so they could have Cemetaries
Mausoleums and Crematoriums, and Columbariums. It was suggested to change
L the zoning to R-2 and designate on map.
Mr..Davis, ,Representative of the Milwaukee R. R. requests M-2 zoning
for area that'isn't' presertly M-2 lying North of South 236 Street, East of West
Valley,Highway and West of Milwaukee Railroad.
Johnny.Anderson and Mrs. Walenburg both stated they saw no reason to
change the boundaiiies from M A to M-2.
Chairman-of the Planning Commission, Ed Sipe, stated under this ordinance
they will riot be`, nalmaking the changes. They will recommend the changes and submit
G'to the oucil for fi ' action.

Motion made, duly seconded and passed to .delete Sub' paragtaph #1,
Section 10. 4. 3 M A Zoning District. #2 to take the position of # 1, exclusive of
Livestock auction-barns,. and yards, commericial livestock feeding yards or lots.

Councilman.Shaffer, moved , was duly seconded and passed all presently
owned' operty;of Kent Cemetary shall be permitted to have Cemetaries, Mausoleums,
Crematoriums "and Columbariums and be included in R-2 zoning instead of R- 1.

Commission, .Council and interested parties that brought this to the final'passage.

in the amount of $7, 500. . Resolution 432,adopted, seconded by Hartlaub, and

Ordinance # 10.70 vacating portion of Clark Street in WCI Knob Hill Addn.
Motion .made, duly seconded and passed to accept Ord. # 1070.
Councilman Woodworth says should get'signatures on the Wn. Cities
Program. to "'t'inore money for cities. Motion made , ' duly' setonded and passed to
give O. K. andAto give Councilman Woodworth permission to sign the ballmt.
Motion made. , duly seconded and passed to get title policies for property
on #99- ida Campbell.and, Mr. Hartlaub. Motion made for Mr. Sherwood
