Regular meeting of the City Council; present Mayor Thornton, Council-
Women Bovell and Mauritsen, Councilmen Hartlaub, Pozzi, Shaffer, Strain and
Woodworth. Clerks and Treasurers reports placed on file.
Minutes approved as printed of the last meeting.
City Attorney, Mr. Lane explained the action taken by the planning
Commission on the stock salesyard was illegal under the present zoning ordinance.
The hearing set for tonight is not legal. Mr. Curran was present representing the
residents of the area against the salesyard.
Mayor Thornton declared the hearing open for comment. Mr. Harold
Miller, Andy Anderson, John Anderson, Mr.. Younkers, and Frank O. Wilson 1
gave their objections to having the stockyard in their vb.cinity. ,
Mr. Sipe, Chairman of the Planning. Commission explained the oper-
ation of the stockyard, and stated at the time of making the decision, it was
not illegal. They were acting in advise of the City Attorney. Also, we have
held hearing meetings on different parcels of land within the city and the policy of
the planning commission has been to zone as .the majority of the property owners
desire. Mayor Thornton declared the hearing closed.
Councilman Woodworth moved the appeal of the people be allowed. Council-
man Pozzi seconded, passed. A hearing was set for Sept. 6, 8: 00 PM , City Hall
for the Stock sales yard.
City Engineer reported the outfall sewer was progressing slowly and
contractor has slab laid for the pump station.
Mr. Sherwood reported he has had various meetings with Mr. Standard
and they have come to an agreement to present to the council for approval. the
price is $1, 500. for street right of way ground and $ 100. 00 for strawberry crop.
Motion was made , duly seconded and passed to pay the above prices when the deed
is prepared.
City Engineer presented Maclyn Plat and would like the hearing. to be set
for September 6. Councilman Hartlaub moved the public hearing be held Sept. 6,
o subject to the signature of the planning commission. Councilman Woodworth seconded,
passed.
LL Mr. Sherwood reported the vacation of Clark street was underway and had an
LU�d, appraisal of $ 255. 00. Half of this to be paid to the City. Councilman Pozzi moved
Ow& to accept offer of Bowen Scarff of $ 127. 50' Duly seconded and passed. Councilman
W W ;Hartlaub would like to recommend that Mr. Scarff install a sewer line at this time.

Engineer wrote a letter to Britt Smith some time ago , advising Mr.
Smith he owed $ 1, 477. 40 to Land O Lakes, for 530, feet of sewer line. Nothing
has been paid at this time. Motion was made duly seconded and passed that Mr.
Smith not be alloyed to make any more hook ups until this money is paid, and for
the Engineer to instruct Mr. Smith by iie.tt;ar.
Mr. Sandwick requests sewer assessment in North Park addition be
released. This matter was placed in the hands of the sewer committee.
Mr. Sherwood reported discussed at a meeting with Mr. Gay and Mr.
Flint-xXQW:weacould use last part of sewer bond issue money fro West Hill.
General opinion was money could be used for enlargement of the Treatment Plant.
Mr. Dolman, Mr. Cole and Mr. Morrison were present requesting we
use some of that money to apply trunk sewer to Kentwood Hills area to connect
into the present West Side Sewer, and Mr. Morrison, contractor, stated that 90
acres contiguous to this area would also use this sewer. Councilman Hartlaub
moved to have the City Engineer make a study on this sewer. duly seconded and passed.
Councilman Hartlaub discussed Gillespie, Rigby and Burkland' s water
and sewer agreement. Councilman Hartlaub moved to have this agreement for
water and sewer released, because they have proved up on sewer connection but
couldn't on water because we could not supply them with water, andcli strict #75
had lines in that area. Councilman Bovell seconded the motion, when all
committments are made by all parties. Ammendment by Councilman Woodworth
this is to be subject to legal ok of advisor, City Attorney , and bonding Council
and.bonding people. Duly seconded and passed. Vote on orginal motion also passed.
Mr. Vrooman appeared before the Council stating not adequate for left turn
lane on 252.
Councilman Woodworth reported on the parked truck situation in Salt Air
Hills. It was stated last meeting the police took no action on this matter. The
Police officers takked to both the residents and truck owners, and did all they could.
Council# an Mauritsen reported the new program is ready. She also
moved the Clerk be instructed t.o call for bids for street light system. Councilman
Woodworbh seconded and motion carried.
Councilman Strain moved that the city give resident connection to Mr.
Junivicz and provide necessary household pump to handle connections. Duly
seconded and passed.
Councilman Shaffer moved to instruct the clerk to write a letter to Wn.
Cities , resolution to back program for securing more money for cities by
Legislative action. Duly seconded and passed.
Letter was read from Tom Ryan , Assistant Superintendent King County
Parks , congratulating Barney Wilson and Miss Jeanne Sherrow for their
o success in the Seattle Times Park Departments Relay Carnival.
Wo Letter read from the Kent Planning Commission recommending the
w� , Council set September 6 for a public hearing on the Comprehensive Plan,
�d,1 zoning ordinance as corrected, dated Aug. 1960, and the zoning map
Wo Letter dead from State Highways requesting comment on the new
W W state, maps going .to press soon. These maps were given to the Kent"
0:D and Midway Chamber of Commerce for study.
Claim for damages paper served on the City was turned over- to the
Insurancb carrier, Don Bell Jr. f6r attention.
Fire Chief requested permission to purchase 130, by 70, on Military Road and
252rid..for $ 1, 000.'00 for a fire station site. Also, permission to call for bids for
station on this _site as soon as deed is delivered. Duly seconded and passed to
allow .the Chief W go ahead. '
