Kent, Washington August 1 , 1960
Regular meeting of the City Councils present Mayor Thornton, Councilwoman
Bovell and Mauritsen, Councilman Hartlaub, Pozzi, Shaffer, Strain, and Woodworth.
Minutes approved as printed-of the last meeting.
City Engineer, Glen Sherwood reported on the West Highway approach. He talked
to the property owner about getting a 30' strip of land for which the owner requested
1, 250. 00 that is equal to 6, 000. per acre. It now 16oks like we will need the South 150'
to be 60' wide. Councilman Pozzi moved to have the Engineer talk further with
the property owner as to cost of the 60' strip. Councilman Shaffer seconded, motion
passed. Mr. Sherwood will report back at next regular meeting.
City Engineer ,Glen Sherwood , reported work on outfall sewer and pump
station started and the base for the pumps also started.
The vacation of certain 'streets in the Collins Plat was discussed. No one
objected, so the Attorney is to draw up an ordinance of the vacation of portions
of Lincoln, Walnut and Woodland Way, but won't be passed until the dedication
of Woodland Way and easements provided.
Mayor Thornton announced a Public Hearing on Strains Addition open.
There were no objections , so a reading of the Ordinance was galled. Council-
man Shaffer moved to accept the Ordinance, Councilwoman Bovell seconded the
motion, Strain refrained. Motion carried. The hearing was closed, by the Mayor.
Councilwoman Bovell reported on the Street Fact Finding committees on Van
de Vanter, Guiberson and Kenwood. She reported that the people on Guiberson
had nearly 100 % approval. Another meeting will be held August. 4.
The people on Van de Vanter was reported against improvement as too costly. They
did, however, want a 2 shot oil job. Kenwood meeting will be held August 4.
Councilman Pozzi read a polic§r for improvement of streets and sewer,
if council concurred, he wil 1 have the forms mimeographed for the next meeting.
City Engineer reported there is to be a, stop, s_igxi at 25 and 252nd installed.
As for the stop sign at'20th and 252nd, he recommended a slow sign would be
more advisable. Mayor Thornton informed Mr. Vrooman that he went to said
location and looked over the situation with Councilman Hartlaub and Mr. Sherwood.
They will hurry it along as soon as possible.
The gravel bank condition reported last meeting as hazardous is of no
consequence.
Mr. Vrooman requested of the Engineer, a report on the blacktopping of
252nd. Mr. Sherwood informed him that plans are completed and in Spate Office.
Letter was read from the Amaglmated Bird Watchers, informing that
carrier pigeons were being sent from the Mayor of Portland, Oregon, and will
have a message for the Mayors of this vacinity. _.
Councilman Sta ain moved to have the Hearing on the repeal of the Salesyard
August 15, 8:00 pm. Harlan Bull was present and requested expiditing as soon as
possible. Motion duly seconded and passed to have the hearing at the above
mentioned time and date.
Clerk read letter from Washington Cities that the City Council is to set
up a Legislative Committee to act for favorable legislature for the Cities.
Appointment of committees will be postponed until the next meeting.
Councilman Shaffer talked on drainage project. Councilwoman Bovell
moved to authorize the Mayor and proper City Officers to sign the resolutions
for the survey on drainage when the new draft is prepared and presented,
which will eliminate any reference to the Stephens and Thomas report and
exhibit 2 of page 2. Duly seconded and passed. Councilman Woodworth moved to
have letters sent to Kent Chamber of Commerce, King County Commissioners,
Drainage District #1, City of Renton ,Town of Tukwilla. Duly seconded and passed
to send these letters ad¢ising of the action of the council.
City Attorney announced that Mr. Curran wants water easements removed from
certain property. Motion made, duly seconded to have City Atty, proceed
with the clearance of easement and Mr. Curran to provide descriptions
for the Engineer to check.
Councilman Hartlaub reported heavgr equipment parked in Salt Air Hills
overnight. The residents object and it was reported to the Police, but nothing
could be done., without Ordinance. This was referred to the Police Committee
for further study.
Mr. Hastings and Mr. Shane, Representatives of Flood Control Commission
of the State appeared before the council and made a lenghty talk on valley floor
drainage project controlling the Green River. He was pleased that the City of Kent
was going along as co-sponsors of the drainage project.
Councilwoman Bovell reported that a meeting was held on the trunk sewer for
Kentwood.Hills. It was the opinion of the Council that the sewer committee should
hold another meeting with Mr. Hartlaub present. Councilman Hartlaub stated that
there should be special committees appointed to work out problems on the West
Hill. objections were made to a special committee, beaause any prdplems should
be handled by the various committees already appointed, or by the Council as a
whole. The meeting of the Sewer, water, and finance committees will be held
August 6, 8:00 AM.
Letter was read from Emerson B. Thatcher, requesting that the Council
accept his resignation as City Attorney. In his place, the Mayor appointed Arthur
T. Lane. Councilman Shaffer moved to approve the appointment of the Mayor duly
seconded and passed. Mayor Thornton made kindly remarks about the fine job Mr.
Thatcher has done throughout the years as City Attorney. It was moved to accept
his resignation. duly seconded and passed. The council and audience present stood
and applauded for the retiiring attorney.
