Kent,, Washington - June 6, 1960
Regular meeting of the City Council, present Councilwoman '''�
Bovell, Mauritsen and Councilmen Pozzi, Shaffer, Shinners, Strain,
Woodworth and Hartlaub. Mayor Thornton present also.
Minutes approved of the last regular meeting as printed.
Report of officers presented and placed on file, Budget.
Mr. Sherwood, City Engineer, reported on the petition of
Bowen Scarff to close Clark Street. He stated that the money
had been posted and everything was in order. Motion was made
to hold a hearing for vecction of Clark Street on July 5, 1960,
8:00 P.M. , City Hall. Clerk to post notices according to law.
Motion passed.
Letter read from Mr. Campbell requesting a 4 ft. sidewalk
along his property. Motion made by Councilman Shaffer, seconded
by Pozzi to accept the Gity Engineer 's recommendation to
approve a four ft. walk along the Campbell property on Pioneer
Street only. Motion passed.
The City Engineer wanted the Council to determine who
should stand the engineering cost on this sidewalk. It was
moved by Shafferjk duly seconded, to have the City Engineer
place the proper allocation of engineering on this. sidewalk
job. Councilman Strain made an amendment to the motion for
a committee to make a study on engineering to be charged to
individuals for;work done in City streets. Piotion seconded.
The. d amendment to the motion was passe and -the motion asamended was passed.
Mr. Sherwood suggested that King County was going to
improve a portion of 21.6th Ave. S. that is in the county.
The County would like to know to what extent the City would
go along with the improvement of 216th which is in the City.
It was moved by Councilman Yozzi, duly seconded and. Passed to
instruct the Clerk to write a. lettr�r to the County Commissioners
stating that we are interested in the improvement of 216 Ave. S.
and inquire about the cost to the City.
P�Ir. Sherwood, City Engineer, attended the Association of
Washington Cities Convention and listened to a talk by the
Building Inspector of Longview, Washington., Mr. Andy Carasco.
Mr. Sherwood would like our Building Inspector, Pair. Herb. Wilke
go to Longview and have an interview U.,ith T�ir. Car=,sco.
Councilman Shaffer moved, was duly seconded and passed to send
Nir. Wilke to Longview, �VashinCton for two days.
Councilman il,00dwor. th announced that tr,,ro Police officers
attended the FBI School at Fort Lewis. 1111-ow all the Kent Folice
Officers have attended various schools end this brings our
police force up to date and in -ood. standing
Mr.Sunny Sipe and r. James Durh=gym of the Auburn Elks Club
presented Mayor Thornton i%rith a 50 star flag to be used by the
City of Kent . PIayor Thornton requested. the Clerk to write an
appropriate letter to the Ellis Club for this fine gesture.
From the Governor Ts office came Mr. Garland Sponburgh,
Chairman of the State Safety Council Executive Board.
Mr. Sponburgh made the presentation of a plaque to T,lrs. Danielson
(Harold) , president of the Kent S,-fety Council. Play-or Thornton
thanked Mrs. Danielson in behalf of her work through the Kent
Safety Council . P'lotion was made for the Clerk to a letter
to the Kent Safety Council congratulating them on the fine work
they have been doing and on the Sty to Safety Council_ plaque
they received. P,iotion duly seconded and parsed..
A letter was read from the City Treasurer requesting
authority to invest certain monies from L. I. Guaranty Fund.
Councilman Shaffer moved that the re(,uest of the treasurer
be granted to invest money from the L.I . Guaranty Fund with
Security Sa.vint s and Loan Assn . The initi a._1 commitment b€;ing
$2 , 5OO.00. Motion duly seconded and parsed.
Letter received and read from the Joint Fact Finding
Committee on highways , Streets and Bridges inviting all Playors
of Western Washing
ton cities to attend and present comment at the
various Western Washingry 0 he r nrs. The nearest one to the

A letter was read from the, K_inF County Library Assn.
requesting payment .for. KinF>; County Library service for the
year of 1960, 2 mills on our assessed valuation which eoual_s

igation by motion passed .

The Ordinance on the Kehr porsal of land wns read. Councilman
Fozzi moved that the Ordinance he passed, Councilwoman Bovell
seconded, Ordinance adopted.
Councilman Fossi moved Ord Councilwoman Novell seconded to
adopt 'lesolutin 426 setti. F a. hoprinF for the vacation of a
portion of Clark Street- on July J r' , 1960 at 8:00 I .k. City Hall.
A petition was received and read for recuest of reopening of
the Street on the !Jest side of the large reservoir. hr. Stanley
Hubert appeared at the meeting and stated thot the people on the
South side of the reservoir would like to knve the .street reopened.
He said we need more streets, not closin7 them, due to the
increased population in the area . Tke dust complaint is nil because

to place thh petition on file.

The Mnyor wos at this time sworn into office, in turn, the
Mayor swore the Clerk into office., The new Councilwoman
Fig1lis bauritsen and Councilmen Larry 400dwort`1 and C-rl Pozzi
were sworn in by the Clerk and took their oat} of office.
Mr. Dickinson of Park Orchard Addition stvtnd he has a.

at Fark Orchard that will increase the pressure sufficiently.

Mr. Dickinson i.nq ired as to who Tnbuld or,-,rn the transformers. It was
the consensus of the Council that we own our own transformers and
by motion passed three transformers T:cre orCercd to be purchased.
Mr. Ricknell, of P.S.P. - L. Co. was Present and steted that
Schedule 40 was best £Or us and the 0Q1.J way we can have that
schadule is for the City to Own its omen transformers.
Councilman Shaffer gloved for the City Attorney to draw up an
agreement for QUO.00 per lot for Greer Valley nits. and Kentwood
Hills for Cole and Dolmen. Councilman ,Strain seconded the motion
and the motion passed.
Ars . James EoFan gas nro ,ent nh the meeting and inquired of
the Council of the wo7s and mans of improving Kenwood Guiberson
and Van de Vanter Streets. They would like to eleviate the dust
condition and the thud~ hole condition and all conditions that
prevail_ on uninproved streets. The Council advised that the only
way to approach this problem was by petition for an LID for
permanant street improvement.
Nayor Thornton appointed Emerson k. Thatcher on a temporary.
basis as City Attorney. BY motion passed the Council confirmed
the appointment.
Mayor Thornton announced that the vacancy of James Curran,
Councilman, should be filled. Councilman Shafer nominated
Arthur IIartlaub. Councilwoman Rovell moves' that nominations be
closed, Shaffer seconded, Notion carried . No other nominations
were made so Councilman Shaffer made a mni_on to appoint
Arthur Hartlaub as Councilman for the unexpired term of fames Curran .
Motion duly seconded and carried.
Emerson Thatcher reported on the lau suit on the Midway
deennexation. As You all know we lost the suit and it is no longer
a part of the City but revrrts to the County. hr. Thatcher says
the Council may appeal the case but he recommends not arpealing.
Motion duly made and seconded that we do NOT appeal.
Mr. Thatcher says that Plater. District 1 105 would like to have
an agreement such as we h ave with Water District # 87 and a contract
is to be written contingent to the forming of an .LID. That if the
j LID did not pass,the contract would not enyly. Councilman Shaffer
moved was duly seconded and Passed thy, t the City .attorney prepare
