Regular meeting of the City Council present Mayor Thornton,
Councilman Curran, Pozzi , Scott , Shaffer Strain, Shinners,Woodworth.
Minutes approved of the last regular meeting as printed.
Mr. Sherwood, City Engineer reported that a Sewage School
would be held in Seattle .and Robert M. Kristofferson, Treatment
Plant Operator, wis hed to attend. Motion made , seconded and passed
to send Kristofferson to the Sewage School, Thurs. and Friday,
March 17, 18, 1960, More Hall, University of Washington.
The City Engineer recommended that an alley of 1701 in length
be accepted as a gravel alley for maintenance in the Little Addn.
between Jason and Prospect North of James. Motion made , sedonded
and passed to accept recommendation of the City Engineer.
Bids for pipe , fittings, copper tubing and hydrants w ere
opened February 26, 1960, at 3 :00 PM at the City Hall. Low bids
were recommended. to the Council for award by the purchasing agent
and the City Engineer. Councilman Curran read the recommendation
of awards for:
81, cast iron pipe and fittingsfrom U. S. Pipe f or $6604-33 & taxi
Motion made , seconded and passed to award the bid for 811 pipe ✓
and fittings to United States Pipe and Foundry Company as per bid.
1011 cast iron pipe from Pacific States for $4 626.72 & tax.
Motion made , seconded and passed to award the bid for 10t1 pipe
to Pacific States Cast Iron Pipe Co. as per bid.
Valves and Hydrants from H.D. Fowler for p5323 .3 2 & tax.
Motion made , seconded and passed to award the bid for valves and
hydrants to H.U. Fowler Co. , Inc . as per bid.
Copper tubing from Western Utilities Supply Co. for $840. 60
& tax. Motion made , seconded and passed to award the bid for
copper tubing to Western Utilities Supply Co. , as per bid.
The Western Utilities representative was present and objected
to the Fowler award. He stated that it was unfair to the other
bidders because the Fowler Co. did not post a bid bond and
certified check at the. bid opening. Councilman Curran, in fairness
to the Western Utilities bid made a motion that the Fowler bid be
o withdrawn and layed over for two wee•I�. s fgr� .'tudy. I+'lotion duly
�o seconded and passed.
The Calvert plat was - resented and 'by motion had the reading
�M) of the ordinance . Motion.was , made , duly seconded and passed to
WL adopt the ordinance. Ordinance 1057
�w 'The Armscrest ##3 plat was presented again and by motion passed
W1 had the reading of the Ordinance . Motion was made , duly seconded
°s and passed to adopt the ordinance . Ordinance #1058.
The Fugate plat was presented and by motion had the reading
of the ordinance . Motion was made , duly seconded and passed to
adopt the ordinance . Ordinance ## 1059.
Councilman Scott reported on the inspection made by the
Washington State Department of Labor & Industries. Several safety
corrections are to be made at the Treatment Plant. Councilman
Scott made a motion for the City Engineer to take action for the
corrections as outlined by the inspector.
Councilman Pozzi announced that the Street Department was
to be commended for the fine job done in removing the snow.
Councilman Pozzi reportedthat he had spoken with Hayes Evans
and Mr. Evans stated that the County had called for bids on
trailer trucks for garbage disposal and without a doubt they
would be in operation in two or three months. Mr. Pozzi also
rbpbrted that he and his committee were now engaged in the
process of starting to close the dump.
Councilman Curran moved that the change order presented by
Hill & Ingman be allowed. Motion duly seconded and passed.
Councilman Curran recommended that payment for Contract ##1
Pump station ##3 & ##4,' final Estimate ##5 be allowed. Motion made
seconded and passed. Retained percentage (5,960. 52) is due and
payable within 30 days and upon receipt of releases from Department
of Labor & Industries and the State Tax Commission, barring no
liens.
Councilman Curran reported receipt of a letter from Washington
'Cities regarding Park and Recreation districts. Action was
deferred for two weeks for further study.
Councilman Curran also deferred for 2 weeks for study the
street vacation policy.
Councilman Shinners stated that the City Engineer has
advertised for bids for remodeling ofthe City H all offices. Bids
will be opened March 14, 1960, at 3 p.m. , City Hall.
Councilman Strain reported on street lights in the Burkland
and Green Valley Hts. Addns. I-lotion was made for the Clerk to
instruct the Light Company to install nine (9) residential street
lights in this area.
Mr. Thatcher, City Atty. advised the Council that attack
was b eing made on the first West side annexation by Water Dist .#75-
Whether annexation is proper or not , it still remains a law suit .
Amendment was made to Mr. Strain' s motion that the street
lights will be installed after the law suit is dismissed. Motion
was passed and vote on amendment to motion passed.
Mr. Bob Carroll was introduced to the Council at the
meeting as a candidate for Councilman at large .
The City Engineer introduced a proposed plat in Kentwood Hills
Motion was made , seconded and passed to set the hearing date on
the plat for March 21, 1960, 8 p.m. , City Hall.
Councilman Shaffer moved, was duly seconded and passed that
the Clerk write a letter to Dolman & Cole informing them that
all their payments shall be paid into the City that are due or
there will be nothing done on passage of the Kentwood Hills plat .
Notice of claim read: 11 Notice is hereby given that the
West Coast Construction Co. , Inc. a Washington corporation, has
a claim in the sum of Seventeen Thousand One Hundred Twelve and
21/100 dollars ($17 , 11_2. 21) afainst the bond taken from Fidelity
and Deposit Company of Maryland in behalf of American Pipe and
Construction Company for the work of the construction of elevated
tank foundations for the City of Kent .
Motion was made, seconded and passed to place the claim in
the hands of the City Attorney for advisement or proceedure on
the claim.
Report on the Kent and Orillia Libraries from King County
for January was read. Motion was made , duly seconded and passed
to write a letter of commendation to the Kent Library Board for
the fine work performed in getting the new library started. By
the report it appears an excellant job is being done.
A letter was read from Barney 11i.lson, Recreation Director,
requesting $100.00 expense money to attend the Northwest Recreation
Conference at Sun Valley Idaho. Question arose on the legality
of paying expenses on out of state conferences. The matter was
turned over to the City Attorney for sttzdy.and investigation.
A letter was read from the State Highway Commission in regard
to four recommendations requested by the .City Council for
consideration in preparation of our future highway programs.
It was moved that the Cleric send a copy of the letter to
the Kent Chamber of Commerce , Industries Commission .,and the City
Engineer. Motion duly seconded and passed.
Bay Construction letter was read requesting permission to
regrade the property along the Reith Road according to the plan
submitted. The letter was referred to the Planning Commission for
study by motion duly seconded and passed.
Motion made , duly seconded and passed for the City Attorney
to place the law suit with Water District ,,#75 in the hands of our
legal counsil,Mr. Watt.
Mayor Thornton announced he would like to have confirmation
on three (3 ) appointments. Gertrude Fox appointed to a five ( 5)
yr. term on the ,Library Board. Don Bogard appointed to a 6 year
term on the Planning; Commission. Lloyd Winbeckler appointed to
a 6 year term on the Planning Commission. By motion passed the
three appointments of the Mayor were confirmed by the City Council
The City Engineer reported on the Asphalt Seminar to be held
in Olympia, March 10, 1960. The City Council by motion passed
authorized Mr., Sherwood, Mr. Dent and Mr. Kendall to attend.
Mayor Thornton advised that he attended a meeting at the
Olympic Hotel on Metro. It was a good meeting and very well attended
Motion made , duly seconded and passed that the City Engineer
formulate a le er to Metro stating that we are interested in their
plan.
A letter was read from Oregon State alIriouncing the N.W. Engr.
Conference at Corvallis, .Oregon. Councilman Shaffer recommended
that it was hot £br the best of our interest to attend this
meeting.

Norman Anderson was present and inquired as to what the
delay was on the petition. Councilman Curran advised that the
p,etition would be layed over till the next meeting for further
study.
Don hell Jr. was present and made a report on the Indust-
rial meeting. At the meeting they took up the drainage
problem of the valley from Kent to Renton. Mr. Bell said that
an Engineering firm stated that it would be possible to pump
surplus drainage water from rainfall on to the hill into a
reservoir and retain it till a suitable time then release it
s lowly into the valley. Also that Howard Hanson Dam was not
a complete flood control measure for this valley according to

ineering firm.
The City Engineer reported on the Sewer extention and
manhole to the Carter Oil Co. on east hill. This presentation
was made by letter. Mr Sherwood would like to have the City
Council adopt his recommendation. Motion made , duly seconded
and passed to accept the City En�fi.neer' s letter on the Carter
Oil Company Sewer.
