HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 01/18/1960 G Kent, Washington January 18, 1960 Regular meeting of the Git,y Council present Mayor Thornton, Councilmen Curren, Pozzi, Scott, Shaffer, Shinners, Strain. Councilman Strain on the committee for the Teen-Age Building reported to the Council that the Activity Council would be present to request Council for acceptance of Teenage Building. Letter was read from the Park Board stating the following stipulations. . . . . 1. The building will belong to the City. 2. All events will be scheduled through the Recreation Director. 3. All teenage events will be properly supervised and chaperoned. 4. Sdheduling of the building b'v other organizations should be scheduled by the recreation Director. 5 . Rules and regulations on the proper use of the building by teenagers and other organizations will be drawn up by the Park Board, Recreation Director, Teenagers and a member of the City Council. 6. Any irregularities will be handled by the Park Board and the Recreation Director. 7. The construction of the building will not be started until all monies and materials and supplies are available to complete the job. 8. The Kent Area Activities Council will maintain the building the rest of the 1960 year. The City to include its maintenace in the 1961 Park Board Budget. After discussion and explafaation from ivirs. Bovell of the type of building, construction, etc. she asserted that they would have enough money too complete the building before they started. She said they hadelO, 500.00 in the fund to proceed the the building. Money and donations being sufficient to complete the building. They have a construction man to go ahead with the building layout and supervision without cost. She stated that various groups had offered donations of material and labor. Chairman of the Activities Council, Mr. Ted Reynolds presented the Architects drawing of the building and the Chairman of the Park Board, Pete Ba.ffaro told the City Council that this is some- thing new. Apparently no other Teenage building like thisrexiitt� in this part of the country. It is small but it 's a starter and the City couldn 't lose by accepting the building. Councilman Curran would like to have a statement of cost in writing. Also what the building is made out of or in other words plans and specs of the building to be submitted before he would go along with it. lie is not against it but didn 't like to approve something he couldn 't see. Councilman Strain moved and Pozzi seconded to accept the teenage building ,at Kent Memorial Park, including maintenance for 1961. Stipulation was made for motion to include furnishing specs for the Engineer for approval before any building is started . Teenagers will do maintenance of building during 1960. Motion passed. Mr. Sherwood, City Engineer, attended the drainage meeting at Renton. In attendance were representatives of the City of Renton, Corp. of Engineers, Drainage Dist. #1, Soil Conservation Service, King County, Highway Dept. , and City of Kent. Discussion presented by Ray Charles of Stevens and Thompson. He reviewed the problem including proposed controls exerted by Howard Hanson Dam upon its .completion. Summary report of the meeting will be sent to all in attendance. Mery Pflinish of Hill & Ingman attended in behalf of the City of Kent . Report was made of the meeting with N .P. I .R. on the realign- ment of Smith Street. Motion was made for the Engineer to attach a sketthl to the letter by Clerk to instruct the N.P. to go ahead with studies ete.for re-alignment of Smith Street. Mr. Sherwood says that the spur track to be constructed at lst and Winner will be constructed by the R.R. company and inspected by the City. R.R. Co. to replace sidewalks after construction. Report will be ready by next Council meeting. The City Engineer says the spur track raised to his satisfaction on 4th ave. The City will accept 4th Ave. for maintenance as a gravel Street from N .P. spur South of N .W. Metals North to Winner Street except N.P. R/W spur track. continued: Mr. Sherwood reported that the Planning Commission recommend- ed vacation of alleys and streets in the R.R . property, Kamsey's Addn. , N. of the Milwaukee spur track, except the alley between lst and 2nd and the alley between 2nd and 3rd and Temperance St. from 1st to the alley , provided Temperance Street could be vacated in that area if an alternate outlet could be provided to lst Ave. Matter placed in the hands of the Street Committee for further study. Mr. Sherwood reported that Gillespie and Rigby want letters stating that sewers are installed in Linda fits and Valley Hts and are acceptable to the City of Kent . I recommend that Sewers and lift station be taken over as soon as rossible by the City and land for the lift station and road access be provided along with a one year guarentee on construction. A bill of sale on t1i6se facilities be provided and any repairs or minor items of construct - tion still needed be completed and payments made to fulfill contracts on Bond Redemption and Inspection fees. Motion made, duly seconded and passed to accept the recommendation of the City Engineer. Pozzi moved and Scott seconded to accept the City Engineer 's .recommendation for re-alignment of Clark and Kensington and negociate with Mr. Kehr to deed a portion of his property for street purposes. Councilman Pozzi drew attention to the City Council that Mr. Titus, Mr Larson, Mr. Johnson and Mr. Morris were in attendance o at the January 15th meeting with Wo Councilman Strain made a motion 'for the Clerk to purchase LL`°I three Mercury Vapor lights.,,.- One to be put on 2nd and Meeker and N two to go in the stockpile. Clel-k is to instruct P.S.P. 9c L. Co. Wo to install residential street lights between the Pancake House wF and Washington Street on the Kentt-DesIt2oines Road. oz Councilman Shaffer said there is petting to be to much delay on working over the Zoning Erode. Recommended a committee be appointed Mayor Thornton appointed Councilmen Shaffer, Strain, Curran and Woodworth as a committee. Councilman Shaffer moved that the contract on the HIKE sewer district be referred to the Attorney for approval. A letter was read from Fire District #30 stating that their fire equipment would not respond into the City of Kent unless on a mutual aid basis and then oftly when Kent equipment is already present at the scene of the fire. Motion was made for the Clerk 'to write a letter to fire district #30 acknowledging receipt of the letter. Motion duly seconded and passed. Letter placed on file. Resolution for Dike repair was read. This repair to be doneby the U.S. Army. Motion was made to adopt the resolution as corrected by the City Attorney. Duly seconded. and passed. Brett Smith was present at the Council meeting and wanted an answer to the sewer connection on East Hill and. when he could go ahead with it. Mr. irons and Mr. Campbell were present and wanted to know when the buildings would. be removed from the alley. Councilman Scott stated that the Council intended to replace the alley in its original position. Councilman Shaffer moved for the City Attorney to take such legal action as required to get the buildings off the alley. Motion duly seconded and passed. Pozzi voted ney. Mr. Peterson was present at the Council, meeting and stated that he and his neighbors thought they had the sewer all ready to go on Hamilton Road North of the North Road. but find that they ll&#e to build the sewer 60' longer to go across all the property involved. They do not want to pay for extra footage. lvir. Williams objected and said he would not pay more money on the sewer. Motion was made to go the full length of the property with the sewer. Parties involved may place additional escrow money with the Clerk so they will not have to change the papers drawn at the Bank if they so wish.
