Regular meeting of the City Council, present Mayor Thornton,
Councilman Pozzi, Scott, Shinners, Strain and Woodworth.
Minutes approved as printed of the last regular meeting
except for the following corrections..... Councilman Woodworth
moved that the City go on record in favor of affirming the Express -
Way rather than the re -alignment of the East Valley Highway and we
want to mention that we oppose the re -alignment. Motion duly
seconded and passed.
Councilman Scott moved to have the minutes corrected to read
Ralph Pozzi on the Sewer committee with .Brett Smith and delete
Carl Pozzi, Councilman. Motion duly seconded and passed.
Mr. Sherwood, City Engineer, stated that Ray Charles would
speak on the over all drainage proposal sometime in the next two
weeks. Meeting to be attended by delegates .from Auburn, Renton and
Kent.
Mr. Sherwood, reported that lqr. Dolman left a map with him
for the crushed gravel excavation sight of 400' x 800, on West Hill.
He recommended the map go to the Planning Commission for action.
The City Engineer :reported that the Army Engineers had
contacted him about the easements along the Hiver bank and it
appears there is a weak dike just, north of Gib Kendall's place
At this time we have no easement for that portion of river dike
but the City has obtained two easements, one for the Dolan place
and one for the Goss farm.
The City Engineer also said the Army Engineers have informed
him that they cannot participate in general on the dike condition.
Councilman Woodworth moved to send a letter to the Army hngrs
on the various dike failur-es: Motion --duly 2nd and passed.
The City Engineer reported on'the trunk sewer failure at
6th and Shinn. It seems that the parking strip is sinking away at
that point.
Councilman Woodworth moved, v,:-,a.s duly seconded and passed
to have the parking changed to 2 hour parking on titus Street
between 1st and 2nd Ave.
Councilman Woodworth intends to have a meeting with Mr. Moore
of the N.P. Railway Co.
Councilman Scott has no report till the next meeting on the
committee for Server and Water vi th Brett Smith and Mr. Dickenson.
Councilman Scott reported to the Council that Mr. Campbell
was present and would like to know when the buildings on the alley
in the McMillan Addn. would be moved.
Mr. Thatcher reported that Mr. Buenes has moved. his shed, Mr.
Schramm has promised to move his building but hasn't to date. Mr.
Trus and Mr. Ubasa.0 have done nothing. Only way to complete the
removal of the buildings is for a law suit to be filed. Councilman
Pozzi said fie didn't feel they should go further on this program
till the rest of the Council were here.
Councilman Pozzi reported that the Highline School District
is going to: put the street in on 20th Ave. S. and he feels that the
School District should pay for the survey. Councilman Pozzi moved
was duly seconded and passed that the City Engineer send a letter to
the Highline School District and inform them that they should pay
for the survey.
Councilman Shinners reported that the Engineers office would be
ready and completed in 10 days. Then they 11Tould start to work over
the Judges office when the Engineer moves out.
Councilman Strain announced that he had a reouest for street
light on W. Meeker. He will make a report at the next meeting.
Councilman Strain stated that the Activity Council would be
present at this meeting. They would like to know if the Council
would accept the Teenage building for City maintenance. Mr. Wagner
Mr. Reynolds , Mr. Bogard, the Architect) and others of the Activity
Council were present and made various talks on the merits of the new
building and that they had raised up to I�P-10,000.00. Mr. Wagner
also made request for acceptance of the Teenage building.
Gouncilman Pozzi moved that Councilman Strain be the committee
representing the Council and. have a meeting with the Activity Council_
reporting back at the next meeting on the building for the Teenagers.

continued:
IUiotion was made to have the Clerk attend the B 0 Tax
meeting at Olympia on January ]_1,", 1960 at 10 AM. Motion duly
seconded and passed.
Motion was made to; recall for bids on the Water Department
Pickup. Reason for recall is that only one b-id was submitted.
I�iotion duly seconded and passed.
Councilman I'ozzi moved that the Clerk call for bids on a
small type domestic car for the Building Inspector also an
alternate on a foreign small car. Motion duly seconded and passed.
Ordinance No. 1056 ?gassed the unanimous vote of the Council
authorizing the Mayor and Clerk to issue bonds against LID 238 of
said City.of Kent.
Mayor Thornton reappointed Fred J. Frazier to the Planning
Commission for a 6 year term. Motion made, duly seconded and
passed by the Council to affirm the anpoi_ntment.
Discussion was had on the Tyson Used Car. Lot. The Engineer
is to look into it and make a report.
Mr. Sherwood, City Engineer, reported that A.rmscrest #3 Plat
went to the Planning Commission and has not returned owing to the
fact that they want a 60' street on the Western portion thereof.
That not being a border line area street they will not accept a
301 street. because the platter owns property to the West of the
Street.
14r. Ramsey reported they were 99/o complete by the end of the
week on Water Construction on the West Hill.
PIr. Eckland submitted the completed form requesting some of
the City insurance business. It was .referred to the Finance
Coimiiittee.
