Regular meeting of the City council, present Mayor Thornton
Councilmen Gurran,Pozzi, Scott , Shaffer, Shinners, Strain and
Woodwortht.
Minutes approved as printed of the last meeting, except

Glen Sherwood, City Engineer, introduced Donald Dent the new
Asst Engr.
The city Engineer requested permission from the Council to
1 attend a meeting in Olympia.He requested that mr. Dent be allowed
to attend also. Councilman Shaffer moved and Strain seconded to
allow the request. Motion passed.
Gouncilmarn Woodworth brought up the realignment of Smith St.
but said it would be handled at a later time on the committee report.
`councilman Scott reported that the Gravity Sewer line out of
nentwood hills was to be of 1211 size. The City Engineer announced
it should be that large and would be connected to a 15" line.
Councilman Pozzi reported on the Garbage situation. Owing to
the fact that Hayes Evans had been in the hospital and bids went
out on the carrier trailer late we could expect action from the
county about March lst , 1960 instead of January 1, 1960.
Motion was made to make improvements on second floor of city
Hall for the Engineers office and Police Judge office. Motion
carried.
Gouncilman Strain moved and was seconded to instruct the
G lerk to write a letter to P.S.P. & L. Go. requesting them to
install two residential street lights, one on Reiten Rd and
Guiberson Street and one further west on Guiberson St. Motion
carried.
Shaffer announced a meeting with Hill & Ingman for
preliminary work on ,planning, Monday, December 14, 19-59, $.p.m.
at the city iiall.
Mayor Thornton announced a meeting with the Planning
Gommission and the City G ouncil . cin' mapping at the City Hall on
December 16, 1959 ;7--30 ' P.ivi.
;full & Ingmaan by letter recommended an -extension of time
from December 7 to December 23 , 1959 to the recto Electric Co.
Motion made and carried.
A letter from ivirs. Gertrude Bovell relating flood activities
was read. She commended various local people and organizations,
stating that the people of the community came forward qnd offered
help, food and shelter far in excess of the immediate needs.
Gertrude Bovell submitted a report in letter form of the
work of the American Red Cross in aiding the residents of the
Green River Valley, who suffered loss during the high water.
Councilman Woodworth moved that the letter be publish6d in
the Kent News Journal and also an answer expressing appreciation
to Mrs. Bovell for her report. A copy of the letter to Mrs. Bovell
to be sent to Col. Conners of the Uivil Defense. Motion carried.
Mayor Thornton appointed Councilman Shaffer to work on the
appraisal of losses and damages for the Red Cross as a local
citizen.
The Board of Directors of the Kent School District has
requested the City of Kent to take over the water main which furn-
ishes water to the Kent-Meridian High School. Motion was made,
seconded and passed for Councilman Curran to study the turning
over of the main to see if such action is feasible.
Letter of request from Mr. Kettleman, Highline Public Schools,
for Gity and county jointly to establish lines for extention of
20th Ave. S. was read. -Motion was made for the City Engineer to
.work with the County to verify the street for the school. Motion
passed.
A letter was received from the Safety Council requesting
o the City Council to install a traffic light at 2-1vi and S 212th St.
Wcn Letter referred to Police committee for study.
WN Councilman Currans letter to the Kent Chamber of Commerce
requesting; the Governer to take action to set aside funds for the

continued:
!Motion was made by Councilman Curran to send letters to the
State Highway Commission, Mr. McKay; the Industrial Commission,
Noel Bicknell; and Chambers of Commerce of Auburn, Renton and Kent
stating our stand by motion passed.
A communication was received from the UGN thanking the City
for permitting them to display banners on the street. It gave the
drive an effective boost and was a great help.
A letter was received from Britt M. Smith and Don R. Walker
owners of business property at the intersection of the Blk Dia.
Highway and Benson Road with regard to the obtaining of ugater
service through the water system of the City of Kent. They in-
quired as to what arrangements might be made to provide this !
service also what arrangements might. be made if the area to be
served were annexed to the City of Kent.
Councilman Curran stated that the parties concerned have
been informed that the requirements would be that they install
an 811 line from the school line to whereever they intend to ex-
tend it, probably to the Benson. Rd. For areas outside the laity
it will be their responsibility to carry the $" line, but for areas
inside the City the Gity will participate to the extent of paying
the difference between a 611 and S'f line. The reason for reouiring
an $" line is because the system is connected to the elevated tank
Extension of the 611 line for distribution as now extended would
not giveL full benefit of pressure of an 811 line.
Councilman Curran moved that the Gouncil concur with the
recommendations as stated here and act on that basis. Motion duly
seconded and passed.
Motion was made for the Mayor and Clerk to sign the purchase
order from King County for two months rent for the Justice of Peace
office. Motion seconded and carried.
Communication from Herb Wilke, Bldg. inspector, regarding a
septic tank drain discharging in a ditch along highway at 134.6
W. Meeker was read. Two weeks ware given to the owner to remedy
the matter. This has not been done. By motion made the City Council
referred the matter to the City Atty. Motion duly seconded and
carried.
bearing was continued on Armscrest Plat #3 . The mayor stated
that no one present objected so we will have the reading of the
Plat Ordinance. Uurran thought we should accept this plat with-
out further comment on the unknown strip of ground on the West
boundry. These contractors were making a fine job of developing
Kent and it wasn 't any of the Councils business if there was a
piede of property referred to as a spite strip,, Motion was made
to refer it back to the Planning. Commission for approval or
disapproval. Motion made, t6 table motion. troll call vote. Motion
passed.
Mr. Sipe read the minutes of the Planning Commission meeting
of plat hearing, stating that the Plat would be acfepted if the
question on the strip of ground was removed. Goncensus of the
City Gouncil was that the plat should not have been presented to
the Council until it was officially approved and signed by the
Planning Commission.
Firs. Matthews was present and reouested a change of opinion
from the Gity Council regarding their decision on the Nursing rome
on East Smith Street made at the last meeting. . Mr. Leo W. Stewart
Atty representing Ntrs. Matthews, made a plea to the Council to
review their decision of the last regular meeting and confide in
the judgement of approval for the Nursing Home in that area.
mr. Thatcher and various Gouncilman said they still stood by their
decision of the last regular meeting.
Resolution # 4.18 was by motion made, duly seconded and passed �
to sell Lot 6, WGI-1st to George W. Heck and. Jeannine Fl. beck,
his wife for and in the amount of 410, 500.00.
Contract Ordinance of the Gity of Kent granting to the United
States of America and its assigns a right of Way for a term of
50 years for construction, operation and maintenance of electric
power transmission circuits across the City of Kent water mains
was read on its first reading.
Ordinance # 1054 fixing the salary of the City Attorney and
repealing Section #1 of Ordinance # 837 passed. the unanimous vote
of the City Gouncil.
Mr. Burkland was present to discuss his water main payments
on the West side. Mr. Thatcher will take up various contracts on
the main and consult Ivir. Gay, Consulting Atty.

mayor 'Thornton announced that the horseshoe Garden Glub
had put up Ghristma.s swags at the City gall and various other
places around town. Motion passed to send a letter of appreciation.
Councilman Shaffer moved that the Purchasing Agent call
for bids on a new 6 cylinder Pickup for the Water Department.
Motion carried.
Resolution for easement on flood control with Armin Engrts
being a cooperation agreement , was read. Councilman Gurran
moved that the mayor & Clerk sign the resolution. Shinners
seconded, Shaffer voted ney, motion passed .
Shaffer moved that the City Attorney write a letter to
the Interim committee of the Legislature in regard to placing
responsibility of Dikes etc. in flooding conditions. Carried.
Mayor Thornton appointed a committee four, Fournier,
Thatcher, Curran and Thornton to go in to the Gommissioners
office for a meeting regarding flood control responsibility.
