Kent Washington November 3 , 1959.
Regular meeting of the City Council present Mayor Thornbon,
Councilmen Curran, Scott , Shinners, Strain, Woodworth;
Minutgs corrected to read as Follows;
Mr. P.J.McKay District Engineer mg the Washington State
Highway Commission in a letter to Mr. Woodworth October $,
1959 �T In .regard to the intersection of SSH 5-A and the
Military Road and the illumination for the Kent Meridian High
Sehool .access roads , we wish to report that our previous
studies and investigation indicate the proposed installations
as being entirely necessary. You may be assured that the same
will be made as soon as the funds allocated for the second
year of this biennium are available" . Arrangements will be
made for our Traffic Engineers to make further study and in-
vestigation of the other ,problems mentioned in your letter.
Letter of October 8, 1959 directed to the Mayor of the City
of Kent and to the attention of Councilman Woodworth, from
Mr. PJ. McKay is on file in the clerks office, to be used
for reference at a later date. also, Mayor' s appointment
of the committee to act on a Sports Pavilion, instead of a
playfield, the word playfield was used in error.
Mr. Sherwood reported to the council on the illumination
on Highway 99 at 21�Oth. where the State is going to construct
channelization, and informed the Stae to have the lights in-
stalled ( 4 ) .
Mr. Sherwood reported that the signatures on the proposed
annexation was valid and OK for a hearing.Illotion made by
Strain and seconded by Woodworth to accept the petition an
proceed with the hearing if the signers would pay the ex-
penses of the legal work. motion carried.
City Engineer reported on Ivlr. DolmanTs request for pay on
over sized sewer pipe , 12" and 15" pipe , add their .IW ,'_)00.00 j

subtract credit as determined in the oversize pipe
used. Give tlicri; credit when :;`15 ,000.00 is deposited with the
city clerk.Motion made by Curran and seconded by Woodworth
to adopt the Engineers recommendation motion passed.
City Engineer announced to the council that the Army on
the Military Road wanted to hook to the city sewer. Motion p
passed to have tie City Attorney review the legal papers
on the easement with. the Army and pump station for sewer
service .
Councilman Curran read the report on the legislative bulletin
published by the Association of Washington Cities. " A Special
Report directed to all Mayors, Councilmen, Commissioners,
Managers and City Engineers;t .the title ADDITIONAL STREET FUNDS
FOR YOUR CITY; presented by The Street Needs Syudy Committee
composed of Clarence B. Shain Commissioner of Public Works,
Olympia-- Chairman. David D. Rowlands City Manager Tacoma,
E.J.Leland, Traffic Engineer Spokane. this committee recommends
the redistributation of the State Gas Tax, for the cities to
receive a larger share.
Councilman Curran moved and was duly seconded to have the
city engineer make a report on cost of streets program. carried.
Councilman Curran reported that Mr. Gay is waiting for a --,
letter frm the. attorney of Water District 75, and that the clerk:
has mailed letters to the Water Dist . and The CountyTT'Easurer,
that 'Mr. Gay had compelled.
Curran moved to accept as built plans of the Capital Constructi(m
Co " Sewr and Water lines" and lift station and pump station
when it is done and the other as needed. Mr. Clements, Mr. Sherwcd
and 1!''Ir. Evenson has inspected the system and meets with their
approval , this supplies Hynes Addn. No.l. and when they have
76 houses we w 11 maintain the system. motion carried.
Hearing declared open on LID 238 sewers . Mr. Al Sells objected
to his assesment not in the amount but he thought he was being
assessed twice, but the explanation of the City Engineer decided
again4st the objection also the objection was received in writing
beforr-the meeting . Curran moved to disalJaw the objection and
was duly seconded and passed. lAayor Thornton announced that
the hearing now stands closed, and called for the reading of
the ordinance approving the assessment roll.

Ordinance No. 1050 by motion passed the unanimous vote of
the council present to approve and confirm the assessment roll
of LID 238 for the improvement of certain property in the
City of Kent by the construction of 8" sanitary sewers and
accessories thereto.
I j Mayot Thornton announced to the council that on account of
! the lack of council members at this meeting the hearing on
the Nursing Home on East Smith Street could not be held.
Curran moved -and was duly seconded to continue the hearing
until the next meeting. motion passed.
Letter read from Toshiro Ibuka Director of the Gifu Prefectual.
Government of Japan thanking the Mayor on the courteous
treatmentthey were given on their tour of the US.
Letter from the Valley Industrial Commission announcing that
a meeting will be held at the City Mall Renton at $' P.M. on
November 23rd. and Mr. P.J.McKay will be present , and the topic
will be highways.
Tip Top Motel made application for the operation of a trailer
court at 23858 Pacific Highway So. application was referred to
the police committee.
Letter of approval from the Pollution Control Commission and
the State Board of Health for sewers and lift station in Linda
Heights and Valley Heights Addns.
Letter from Mayor Baker of Tukwila enclosing a copy of a
letter from the Department of Conservation and Development
on the percentage that the state will pay on Flood control
measures with the County, and or Cities. 40% the State will
pay and leaving 60/ for the County or the incorporation.
King County Commissioners' notice of Hearing for the
annexation of territory to the Sylvia Pines Sewer District,
Hearing will be held on the 23rd. day of November at the
office of the County Commissioners at the hour of 9; 30 A.M.
Letters from Neil H. Twelker and Associates, and Shannon
and Wilson Soil Engineers stating that they were pleased to
be of service to the City of Kent in the suit with
Valley Construction Co.
Mayor Thornton announced that the hearing on a plat of
Armscrest # 3 was now open for discussion, any one here that
wanted to voice them selves on the plat speak now.Council man
Strain moved to continue the hearing on the Armscrest No. 3
Plat , until Mr. Hauge' s Engineer stated that their was no
strip of ground between the Wilson property and the plat,
known as a spite strip.
Mr. Rogers of American Tank Construction Co, Mr.Volke the
fl&ld inspector for the American Co, and Mr. Moses of the
Western Construction Co. was present at the council meeting
on the subject of the faulty pier blocks that were construct-
ed for the west hill high tank. Mr. Thatcher once again stated
that the repair of the footings was not in aaceoi�d .l c :,,rith the
specifications.
Ordinance No. 1051 read on its first reading declaring an
emergency, for the Library, providing Salaries, Maintenaca,
and capital outlay.
Ordinance No. 1052 read on its first reading declaring an
emergency, making an appropnsation for the capital outlay
for the Parks
Resolutionfbassed the vote of the council present to fix
a hearing on November 16th. for the two emergency ordinances.
Mayor Thornton introduced Mr. Shaw our new Police Judge to
be appointed at the next regular meeting.
Councilman Woodworth would like to seek information on the
First Ave. North improvement that the N.P.was going to do.
Mr. Novak of East Smith street reported that a drain that
the Gas Co' s Contractor plugged up and caused water to run into
his property was now fixed..
