Kent , Washington October 19, 1959.
Regular meeting of the city council present Mayor Thornton
Councilman; Pozzi, Scott , Shaffer, Shinners, Strain; Woodworth;
Minutes approved as printed . of the last regular meeting.
Officers reports presented and by motion placed on file.
City Engineer reported that we had received 24 applications
for auilding Inspector, and two for Asst. Engineer, and at
this time I take pleasure to introduce our new building
inspector Mr. Herb Wilke.
Sherwood announced to the council that he had a letter from
the State Highway Depattment , they are going to construct
channelization on 99 at 240th. ,for the Out Door Theater, . and
we are required to install and maintain the lights, and they
sugested that at the time of the contract , that they might
have a better bid on the lights, and to let them know if we
are interested in them installing the four lights, Motion made
and duly seconded to give the city engineer power to study
and proceed with the lights for the allumination of the
channelizationg motion carried.
Sherwood also presented the plat of Armscrest No. 3, and
stated that the Planning Commission approved the plat, and re-
quested a date for the hearing.
Motion made and duly seconded and passed to set the date of
November 2, at eight oclock P.M. at the city hall, and forthe
clerk to post notices as law provides.
Councilman Woodworth reported on a letter he received from
the State Highway Commission in regard to a letter of re-
commendation he wrbbeto them on Lights on the highway for
alumination and channelitat16n ,andi.stop and go traffic lights.
they reported that this .work would be done next year in 1960.
Councilman Scott reported that a temporyrrepair had been
made on the outfall sewer, where the flood water boiled up -
a hole along the Russell Road last winter, and the locking
lids on the sewer line was being unlocked.
Councilman Shinners made a report on the changes in the
building and would like to proceed about the first of December
if the Library moves to their new building before Jan. lst.
Councilman Shaffer reported on the meeting to be held at
Arthurs Chicken Dinner, October 26th. Shaffer moved and was
duly seconded to have the clerk write letters to three
Legisldtors- s and inform them of the meeting. carried.
Discussion on the foundation blocks for the Hi Tank on
the West Hill. Motion passed to retain the design that is in
the contract.
Motion made and duly seconded and passed to adopt Change
Order No. one. on contract No. one Pumps, Pumphouses and
Miscellaneous Facilities.
Motion made and duly seconded to set a hearing date, oft
November 2nd'. in the city hall for an appeal to the city
council from-ruling of City Planning Commission. Residences
of the area around 856 E. Smith Street disaproves of a nursing
Home in the area. motion carried.
Petition received from 100% of the owners of a parcel of
land on the Hamilton Road for annexation. Motion moved and
passed to have the Engineer validate t'he name`s on, the petition
as owners, and report back at the next meeting: 'Pozzi and Scott
vote ney on the motion.
Ordinance No. 1049 adopting a system or plan of additions
to and betterments and extensions of the water system of the
city of kent, and using Water Districts 75 facilities that
lie in the city of Kent .Pozzi moved and was duly seconded to
adopt the ordinance no. 1049. carried.
Mr. Dolman was present at the meeting and stated that if
they were going to survive they would have to hook to Dist .
75 water. Mr. Cole was also at the meet
ing and wanted inform- .
ation on the larger sewer pipe they were requested to put in
so that it could be extended, he said the extra size cost
them about $5 ,000.00 and wanted to know what recourse they
had to collect from the developers beyond them. Pdotion passed
to have the City Engineer and the Finance Chairman make a

Clerk announced that he had an offer on the ol_r.1 water
building on so. R.R.Ave .lAr. Hecks offered the amount
that we were asking $10, 500.00 and wwould. pay $2 ,000.00
down and $ 85.00 per month at 6% interest. Motion passed
to accept the offer of -14r. Hecks, and for the Attorney
to draw yhe necessary papers.
Shaffer also moved to have the clerk sell some of the
junk that was left in the building instead of moving.

Councolman Shinners announced ,that the HI-Line school
District was planning on using the 10 acres of state land
. that wa sat Midway, to -construct a large shool on.
Shaffer recommended that the Mayor appoint an all State
Play Ground Committee at this time. Mayor Thornton appoint-
ed Chairman Shaffer, Woodworth, Pozzi , and Shinners.
Mr. Thatcher reported on the half payment of Mr.
Colluciag Reported that Mr. Perrin had taken the drain
water from the sanitary sewer; as requested at the last
regular meeting.
Motion passed to have the clerk write a letter to the
Chamber of Commerce and give it to Don Bell Jr. to report
on at the Valley Cit meeting at Arthurs on monday
evenoing.Mr. Shaffer to heln the clerk draft the letter
in regard to the statement in the Auburn paper that the
city of kent was holding up the valley thruway.
Letter read from the Midway Chamber of Commerce stating
that they appreciated the street lights that we had in-
stalled for them, as they requested.
Letter from Mr. Dean Barlou stating that he moved his
Tow service from up on 99 to East Highway just south of
our city limits, and he would be glad to give us very
prompt service when needed.
