Regular meetin;; of the city council present Mayor Thornton, Councilman Curran, Pozzi, Shaffer, Shinners, Strain, and Woodworth; IJlinutes of the last regular meeting approved as printed; Reports submitted and approved and placed on file. Budget, Treasurers. City Engineer recommended to the council that the II'iilwaukee construct its spur track that crosses West Shinn. Street on the same elevation as their main line, and blacktop the area west from the mainline to 50 ft. distance on Shinn.i-lotion moved by Woodworth and seconded by Pozzi to accept the Engineer' s recommendation. Councilman Woodworth moved to correct the parking time from one hour to two hours on South Central between Gowe and Titus on the West Side of Central so moved and passed. Woodworth also moved to have Parking; iiiters placed on both sides of North Central Ave. between Smith and Pioneer Streets. seconded by Shaffer and motion passed. Woodworth moved and was duly seconded to have a stop sign place on the Reiten Road and attached to East Titus by Roy Ruggs home. motion carried. Woodworth moved and was duly seconded' to instruct himself to write a letter to Mr. fIcKay So. District Engineer of, the State Highway Department, motion carried. letter to convey requests of signal lights alumination lights,and channel- ization, at various places needed. Councilman Pozzi moved and seconded by Woodworth to authorise the Mayor to sign the Federal grant for money to construct the outfall line from the Treatment Plant to the river and also a pump station, the amount is about half of the total cost. motion carried. Councilman Curran informed the council that the water committee , Attorneys, and Engineers met with Dist 75 water Commissioners on° an agreement to take over the water system in the boundries of the city, but the Commissioners of 75 are not willing to work with the city they have an excuse for every request mado by the city. Curran moved and it was duly seconded to have our Attorneys comerte suit against water dist No. 75 , so that we may serve our people with in the limits of the city9 and maintain our rights. motion carried: Curran also moved to have the clerk place on file the memoes of the two meetings with water dirt 75,thAt II have placed in the clerks office motion carried. Councilman Strain moved and Woodworth seconded to `have ' the clerk instruct the Power Company by letter to install tho following street lights " residential" on Kent Des Moines road, from'highway 99 to 24th. place so. , and on 24th. place South. form Kent Desmoines Rd. to S. 232 Street . motion caried. Councilman Shaffer moved and 'seconded by Strain to authorize the Mayor and Clerk sign a standard agreement with the King County Eibrary Board for King; County service. motion carried. Shaffer moved and seconded by Curran to have the clerk wrte a letter to the King County Library Board and request them to continue the ' service at Orillia, and Bookmobile service in the limits of the City of Kent, motion carried. Also for the clerk to apply to the State for a Library grant. Shaffer moved and was duly seconded to continue a contract for Planning with Harlan Nelson and Associates, for an ex- tension of the plan to include the new annexations. motion carried. Mayor Thornton announced that the hearing for the budget for 1960 was now open, and any person wanted to: be heard on the proposed budget shall speak at this time , ;"no one protested so the hearing was declared closed anal the reading of the Bud,qbt and Tax Levy Ordinance swere' read and passed by the unanimous vote of the council. Ordinance No. 1046 Budget ; Ordinance No. 1047 Levy; . continued. continued; Letter from City Attorney Thatcher explain ing the date of taking office after election. Elective of icials will not -take office until June , as advised before under the new law it would be April, the newley elective office in March of 1960 will take office in June ; then the elective office of March 1964 will take office in April. Letter read from Mr. Curran stating that he had reviewed the letter of Sept. 18,1959 from Aiken & St L uis Attorneys making a demand for $ 503 .01. the council committee recommended that we pay half of the demand. ,Curran moved and was duly seconded to have the City Attorney make the offer of one half the amount. motion carried. Ordinance No. 1048 by motion made and duly seconded and passed, in regard to Sylvia Pines Sewer Districts. Motion made and duly seconded to accept change order no 1 on the Library Construction " Paving Parking Strip" . motion carried. I c Letter read from Hill & Ingman on the concrete piers that _.are defetctive for the High Tank on West Hill. American Pipe would like to drill holes in center for test purposes, but our Engineers feel that this is not a good test, and the footings do ,not come within the contract so we cannot recommend them for acceptance.Curran moved to have the City aAttorneyanswer the letter to the American Tank Company, and also include his letter to the council. Hill & Ingman presented change order, Pozzi moved and Woodworth seconded and carried by the unanimous vote of the council. Mr. Burkland was present at the meeting and told the council that he received a bill from the city for $250.00 for debt service on the sewer bo nds, and he is ready to hook up but no sewer line to hook to. Meeting recessed; Meeting reconvened; Motion passed for the acceptance of the sewer construction j oh. on west hill. Letter read from the Natches pass tunnel meeting , and it was agreed that some one should attend the meeting in Yakima. Motion made and duly seconded to pay all c1dims, Curran voting ney.
