Regular meeting of the city council present Mayor Thornton
Councilmen Curran, Pozzi, Scott , Shaffer, Shinners, Strain,
Woodworth;
Minutes approved as printed of the last meeting except
252street will be improved by plant 'mix instead of oil.
City Engineer recommended to the council that there was no
need of lettering -the ground level water tank, drid the contractor
would reduce the bid $75.00. Motion passed to have the Engineer
make the change order.
City Engineer recommended to the council that Woodland Way
from Chicago Street to the south end be accepted as a giraitelt•
street . Motion passed to accept the recommendation of the
Engineer.
City Engineer requested permission to attend- t,a public
words meeting in Seattle this month. Motion passed to have
Water Foreman attend, and any councilman that could with
expenses paid. c
Councilman Woodworth moved and duly seconded to have one
hour, parking signs installed on South Central Ave. West side
o between Gowe and Titus. motion passed.
�N Request from the Attorneys of the Sylvia Pines Sewer Dist-
Request rict to annex to the city of vent . Mr. Thatcher explained the
�., contract ' . Motion moved by Scott to have the City Attorney
Wo get in touch with the Attonnp:�s of Sylvia Pines Sewer Dist.
ujLU and have a discussion with them on a contract basis, Strain
oZ amended the motion to have the City and the Chairman of' the
Sanitation Committee study the Sewer District for other
matters of importance. Amendment carried and the motion passed.
Councilman Scott stated that at this time . he would turn
the garbage matter over to Mr. Pozzi tc explain the progress
that has been made.
Pozzi moved and Curran duly seconded that the Garbage Rates
be raised .form .75cents to 1 50centslipbr month, to take care
of thg new garbage disposal system that is being forulated.
motion carried by unanimous vote of the council.
Mr. -Hayes Evans was present at the council dieeting and ex-

cost for the dity would be in the neighborhood of 25 cents
per cubic yard of garbage dumped in their trailersw
Pozzi moved to have the clerk write a letter to the County
Commissioners to let them know that we are interested in
their County plan for the disposal of Garbage as explained
by Mr. Hayes Evans.
Pozzi moved to have test hole made in a proposed gravel
area to asertain if gravel was plentiful or not in the
amount of $200.00 , after discussion the motion was with
drawn.
Councilman Curran made a motion and was duly seconded to
take over the entire West Side Obrien water system if the
directors were in accord, their proposal was to take over
users on the West Highway only. carried. Motion made and
past to have the clerk write a letter to the Chairman of the
Obrien water board and inform them of the action of the
council.
Councilman Strain moved to have the clerk notify the Power
Co. to install a residential street light at Alexander and
Tacoma Street , motion carried.
Strain also announced that the Power Company had nearly
all the lights installed in Salt Air Hills.
Councilman Shaffer moved to have the Treasurer consider
the 3rd. Bank in the city on deposit accounts, or other city
business.motion carried.
Motion passed to have the City Attorney and the City Engineeer
look into the permit that is requested by the Bonneville Power
Adm. to cross their power lines across our water main on
East Hill. carried.
Motion made and duly seconded to have the City Attorney

write a letter to Mr. St T,Ouis and inform him that the city
council goes on record to not pay Frank Coluccio for time
lost on his contract on account of the State holding him
from his work, on the construction of the new Bridge on
the Kent Desmoines Road.
Motion made and passed to accept change order No. 3 on
Contract No. 3.West Hill Water Facilities. j
Motion made and passed to grant an extension to Tri-State
Construction Co to September 16th. for the installation of
24 inch dresser couplings.
Motion made and passed to grant a request to Frank Coluccio
rr contract No. 3 rr to approve his final payment , and return
to flush and sterilize the system.
Letter read from the Highline Public Schools in regard to
the city working with the County on a street rightaway on
20th Ave. So. Motion by 'Shaffer to have the clerk write a
letter to .the District and obtain maps and rightawyy.
Letter read from the State of Washington Highway Commission
stating that at this time the seperation grade at 240th. and
the New Free way would not be considered. Motion passed to
send copy of letter to the Kent and Midway Chamber of Commerce.
Motion made and passed to have the Mayor & Clerk sign the
agreement with Kent Highlands Inc . for the operation of a
gravel pit , before signatures are attached the necessary
addendums shall be apart of the agreement.
Mr. Sherwood announced that the Planning Commission had
much use for a secretary and would like for the council to
consider payment of $50.00 for services.
Mr. Thatcher reported to the council that the Parking Meter
Contract of Rhoades Co. for the purchase of 200 parking meters
in 1957 did include any tax that might be, levidd by the State
of Washington, the Rhodes Co did not include the State Tax
in the contract, and it was not paid at the time, but the
State Commission sent them a bill for the sales tax. So we
should pay the tax. Motion passed to. pay the tax to the State
Tax Commission.
Mr. Thatcher reported on the damage claim presented by Mr.
Yasu Norita, for the Affluent from the Treatment Plant that
r�n on his property during flood stage of the river. the
insurnance cCompany refused the claim.Motion made by Curran
to disalow the claim of Mr. Norita. motion carried.
Motion passed to have the clerk write a letter to Mr. Norita
and inform`him .of the council' s action to disallow his claim
for damages.
Councilman Scott informed the council that if the outfall
line sewer pump station could not go now it had to put off
till next year because at any time now we could get into trouble
with to much water inthe ground but the hole and broken tile
should be repaired along the road at this time.
Motion carried to have the city attorney t-.Q proceed further
with with the alley issue, Mr. Campbell was present at the
meeting and said he was still wait ing for some kind of action.
Mr. 'Ehatbher reported that we have paid for a tract of
land for our high Tank on the ,west hill with no road into
same. j
Mr. Ramsay our project Engineer made a report on the progress i
the contractors were making on the west side Water and sewer
lines, the water is 100% complete , the sewer is 94o complete,
and the tanks have a good start.
Mr. Ramsay reported on the water pump station and that there
was no consideration for a standby pump, or building is not
large enou V7 ,000-100
to hold one more pump, and the change would
amount to . Motion made by Shaffer to go ahead with
the change order with the consent of the State Auditor.
Councilman Curran read a letter from Mr. Gay on water dist
rict No. 75, explaining the proceedure in taking over a water
district by a 3rd. class city.
Shaffer moved that Curran,City Engineer and Mr. Gay have a
meeting with Water District 75• Motion carried.
Councilman Shinners moved to answer HighWay Commissions

Preliminary Budget hearing set for the next regular meeting of
the city council, Sept. 21, 1959.and the clerk to have published
the necessary notices according to law.
