Regular meeting of the City Council present Mayor Thornton,
Councilmen, Curran, Pozzit Scott, Shaffer, Shinners, Strain,
Woodworth;
Minutes approved as printed of the last regular meeting;
Report of officers presented and placed on file Budget,
Clerks Report.
City Engineer reported on a change order on LID as
to a connection to the sewer where a couple of pipee were
broke and the contractor on the job repaired at a cost of
$150.00 that was appliable to the LID 239 Motion passed to
accept the change order on the LID 238.
Mr. Sherwood also announced a change order on the gravel
around the water tank on the West Hill Contract, using pea
gravel in the place of crushed rock, it being as good and
at a lesser cost. Motin moved by Curran and seconded by
Strain to accept the change order on the pea gravel, carried.
City Engineer announced that he had designed posts and
cable that is movable from one side to.the other to split
the dump in sections, Woodworth moved to give Sherwood power
to construct lanes into dump, and seconded by Strain Woodworth
with drew the motion and Strain with drew the second, to
give a solution to the dump problem presented by Mr Lothe
a study, before they spent money on the engineers plan..
Mayor Thornton announced that a hearing is now open for
objections or in favor of the plat of Reeves Addition to kent
no objections the Mayor declared the hearing closed and re-
quested the reading of the ordinance. Ordinance No. 1043 read
and by motion passed.
Protest -read from people living along 100th. Ave S.E.
North of the North Road, in regard to a contractor digging
up'the road for a sewer and not providing means to get into
their homesp and various other complaints, Mr. Dickerson an
official of the System Builders was present and explained to
the council that he was unaware of the condition until that
day, but they were following general construction proceedurfr
as close as they could under the conditions they had to work
the lift station,tha.t requires excavationot'oa depth of 22
feet,by motion past the protest was placed on filet af4br,
the contractor had agreed to take care of some of the com-
plaints.
Councilman Scott suggested that Bay Construction Co be
paid their new amount on there claim that had been reduced
by a search of costs by our Engineer, some costs were for
the whole job and not our part, so now the claim is around
$2,900.00 instead of $4,400.00. Moved by Scott and duly
seconded to pay the Bay Construction Co on the revised claim
for doing the work by the new state bridge. carried.
Gouncilman Scott moved and was duly seconded to improve
252 Street west of 99 to 20th. Ave. So.by oiling and rock.

Councilman Curran reminded the council that the people
�I from west hill area will be at the city hall meeting at
o,. 7.30 P.M. Monday August 24th. to further discuss supplying
WWthem with Kent Water. Also there will. be a meeting next
thurdday evenning at the city hall with Mr. Ken Cole from
oLZ Bellvue to discuss and explain the workings of City Manager
Plan of Government.and for the clerk to call all members.
Councilman Curran also announced that Mr. Gay has been work-
ing on the District 75 project, but at this time he is on
vacation, but he will have a'study made before the week is
out.
Motion°made and duly second.Qd to give water committee
power to aythorize our attorneys to secure the part of water
District No. 75 that lies in the limits of the city of Kent
at the time of acquisition, al this tobe upon the advise of
special council. motion carried,.
Curran reported the the.:city was how operating on the
contract that was passed by the council with Capital Equip-
ment Co. and the City.
Shaffer moved and was duly seconded to sign contract with

our comprehensive planners for an over all plan of the new
annexed area, and what they would do on a zoning coder this
contract to be signed up to $5,000.00. motion carried.
Letter read_ from the Dept. of Commerce and Economic Developre
stating that our second application to the Government for
matching funds was rejected, accotil-it of lhortage of funds.
L(-otter', from tr,e State Board of Health and the Pollution
Control Commission wg.&gread , approving LID 23� sewers;also
approval of the West Hill Pump Stations, and the West Hill
steel reservoir, and Elevated Steel Tank.
Letter from Mr. Horace Omey was read in regard to his water
line on the P,'[o e Rd. ,that he advanced the money to install
for his use, and persons that about the line for the payment
to him by the footage he filed in the office of the clerk.
Mr. Thatbherexplained to the council and NIr. Omey the status
of the line. Mr. Omey stated that all he was concerned about
.was the payment to him on the last lot abbutting the line,
any extension on to the line he constructed did not concern
him as to any payment.
Curran moved to plane letter of Mr. Omeyts on file, and
was duly seconded and passed,
Letter read from our City Attorney regarding the change
orddrr aapprovKnfifthA council, Frank Coluccio requested
$503.01 extrao for a shut down on his contract by the
State Highway Commission on June 22, 1959 , City Attorney
rulled that the delay could be over come by an extension
of time on the contract but he could not see where the city
was respoRible for a delay that should cost us the amount
requested in dollars and cents. Curran moved to place on
file, and disalow the change order. motion carried.
Letter read from Des Moines Planning Commission that
was created July 22, 1959, and they wished to be advised
on all current and future planning and engineeripg projects
for development in the area contiguous to the city limits of
Des Moines.
Curran moved to have the clerk write a letter to the
Chairman of the Des Moines Planning Commission, and thank
him for his interest in the two communities. carried.
Letter read from Lieutenant A -Yarborough CommandinCD
g Officer
of the Nike Base in the west side of dent to'Barney Wilson
our recreation Director expressing his appreciation pf the
fine cooperation our Director has extended him and his men
in the use of our Recreation grounds.Motion passed to have
the clerk acknowledge the fine letter.
Petition received and read from two residence on So. R.R.
Ave.they being the owners of the abutting property on East
Saar St. and they wish the vacation of same. Motion passed
to have the city Engineer look over the requested street
for vacation and report back at the next regular meeting.
Ordinance No. 1044 read for the appointment of the City
Attorney, instead of by election. Motion made, and duly
seconded to pass the ordinance , carried.
Further discussion on the Lothe report,Woodworth moved
and Strain seconded to accept the report and place on file,.
motion carried.
Read a letter from the State Highway Commission stating
that they have turned over to the city a portion of the old
highway (SSH 5-A), this location is where the old bridge

the engineers to meet the dead line on the Federal Grant
and call for bids as soon as possible on the pump station
and sewe outfall line. motion carried.
Scott reported on the alley in the McMillen Addn.and
wanted to know if Mr. Campbell had his temporary water se
service which he has. Mr. Thatcher reported on the progress
of moving various buildings off the alley.
Mr. Thatcher reported on.the rightaway for the outfall
sewer line, nothing has been obtained as yet but soon.
Mayor announced that he had appointed two to the
Valley Industrial Commission , Mr. Bicknell and Mr. Weiser.

Mr. Sherwood presented the final payment on LID 238 Sewers
Motion moved and duly seconded to accept the job as com-
plete motion carried.
Mr. Sherwood advised the council that the approch to the
West Highway bridge, that connects the Frager road to the
west highway is in need of repair, and recommends that they
obtain more rightaway at this point for a better approch.
Motion made and duly seconded for the Engineer to see the
property owner for additional land. motion carried.
Councilmgn Scott wanted to know why the outfall sevier wasnot
going ahead by letting the contract, .
Motion was duly made and seconded to have the clerk write
a letter of commendation to Mrs. Leeper for the long years of
service on the Kent Library Board.
