Regular meeting of the City Council present Mayor pro-tem
Shaffer, Councilman Curran, Scott, Strain, Woodworth.
Minutes approcved as read, of the last regular meeting
except the deletion of; Councilman Strain was appointed or
agreed to attend the Soil Conservation meeting at Renton
at which time they discussed the maintenance of river bank
control. also the minutes should of included sewer lines
as well as water lines in the proposed contract with the
Capital Construction Co.
Mr. Sherwood the city engineer recommended to the council
the accepatance of various streets by the city for maintenance
as gravel streets. On Maple from Reiten Rd. to Garfield-
Garfield Ave. from Maple St. to Alle y; Hilltop Ave. in
Walker' s Second Addn. to 28ft. North of the So. Line of Lot
B 1.
Councilman Scott reported that all sewer operations were
progressing in very good shape.
Scott moved that the claim of Bay Construction Co be placed
in the hands of the Sewer Committee and the Engineers, for a
rpport back at the next meeting.
Councilman Curran reported that he had a letter from Mr.
James Gay in regard to charges for District 75. Motion made
and duly seconded to have water committee contact the i
Commissoners of Water District '75.
Letter of complaint read from t1r. Lothe in regard to the smoke
from the city dump.
Letter read from Mr. Lothe informing the council that the
Activities Council will request $500.00 placed in the next years
budget to create an office of Parks Director, that office to
be attached to the Recreation Director. Referred to Councilman
`,, Strain.
Councilman Curran moved to increase the garbagge fee to
1.25 cents per month, to take care of added features and
employment at the dump. motion lost for lack of a second.
Councilman Strain moved to place in the hands of the
Sanitation committee and was duly seconded toseek out a
better dump condition;,.Motion carried.
Letter read from Hill & Ingman recommending that we comply
with the State Highway requests that we use mechanical
c ompaction on the Sewer line along the new fill on Hi. 5-A
Motion passed to approve change order on this part of the
work, that their was no provision for mechanical tamping
in the contract, City Engineer to negotiate with Contractor.
Letter from Cederwall Co requesting us tp pay the sales tax
on the 200 Parking Meters that .ae purchased from their Company
in Conn. in the amount of $360.00. Motion duly made and second-
ed and passed to give to the City Attorney for advise.
Letter read from the State Highway Commission stating that
they had not come to a decision on the grade seperation at
240th. and the Tacoma-Seattle Freeway.
Letter read frommChicago Bridge & Iron Company stating that
they have a claim for damages $270.00, for breach of contract
and unlawful •rescission. Motion made and. duly. seconded to
place on file. Motion carried.
Letter read from Mr. Iles Superintendent of School Dist 415
requesting permissionto clear and grade a road 60ft . wide
along the existing transmission line from Maple Street to
the Scenic Hill Elementary School site. Motion move and duly
seconded to grant permission of the request under the
supervision of the city engineer.
Mrs. Grace Evelyn Lee at 810 N. Central Ave. stated to the
police that her boy had got his finger in a mole trap on the
city of Kent Recreation Park. Motion to refer police report
on the matter to the insurance carrier. Plabion passed.
Letter read from the Treasurer advising the council of
investmelits that might be made from sewer and water bond sale,
and reinvestment of some $40,000.00 from the Library
Construction Fund. Motion passed to investment the funds as
the Treasurer recommends.

Motion made by Strain and duly seconded to pay Mr. Botch 5%
on the water and 6% on the sewer, as his letter agrees dated
July 18,1959. Motion carried.
P.S.P.&.L.Co submitted costs to place power at the two pump
sites for water pumping on the west side of the city, and also
submitted two resolutions for power for the pumps. Motion made
to place in the hands of the water Chairman for study. Motion
carried,
Councilman Pozzi was given a letter from the Washington Cities
on Joint Fact Finding Committee on Highways.
� 1 Ordinance No. 1040 by motion passed to adopt, and approving
a plat of portions of land under the name Walkers Second Addn.
Mayor Protem Shaffer announced a hearing is now declared
open, Calvert ' s Addition to Kent , any one that has objections
rise state. your name and give your. address. no objections
the hearing is declared closed, and the reading of the ordinance
will be heard.
Ordinance No. h041 by motion passed to adopt Calvert ' s Addition.
to Kent,
Mayor Shaffer act. announced that nowthe hearing is open on
Kennedy' s Plat , . any one having objections rise and state your
name and address. no one objected to the passing of the plat,
nowwe will have the reading of the ordinance creating the said
plat .
Ordinance No. 1042 passed the vote of theccoundil; Kennedy' s
Plat to the city of Kent, Curran voting nay.
Resolution 413 read to give the Police Dept. members social
Security with their Retirement Motion passed to adopt the
Resoultion.
Petition received from residents on North 4th and 3rd. Aves.
to have a water main extended on North 4th. Ave.and requested
of the council to have the total main paid for 61-Mbnths after
completion. Motion passed by Curran and duly seconded to place
proper control over the line by having the people that connect
pay for the main before connection. , or have our standard
procedure agreemett signed for quartly payments.
Motion carried to approve change order no. 1, Contract No. 4.
minimum butt diameter of 12" and tip diamenter of $" for piling.
Curran talked on the 60 ft. road into, the new schooll, and
also stated that he would like to see a 10acre tract be turned
over to active council for play grounds that the city owns
just below the foot ball grounds.
Councilman Strain reported on the meeting in Renton that he
attended on River bank care, it was the feeling at the meeting
that the county should collect the mooney and take care of the
river banks, and a committee has been appointed to get an
opinion from the Attorney General in this regard.
Mrs. Kock was present at the meeting and wondered if- any thing
was done about the Librarians salary.Moti.on was made to pay
the present salary, and an emergency ordinance whould be drawn
to cover the months that there were no salary appropirated.
Strain, Shinners and Woodworth to work on a committee in
regard to the Librarys need for the balance of the year.
Councilman Curran made a motion and was duly seconded to call
for bids on a car load of 6" cast iron.water pipe. motion passed.
Councilman Scott moved and was .duly seconded to adopt a form
for inspection fees for developers that install their own facilities
motion passed.
Motion made and passed to allow all claims that were presented
except Kent Hardware, and Hill & Ingman.
