Kent , Washington June 1, 1959.
Regular meeting; of the city council present Mayor Thornton,
Councilmen; Curran, Pozzi, Scott , Shaffer, Shinners, Strain,
Woodworth;
Minutes read and approved as printed except the motion was
mdde by Strain not Shaffer; Councilman Scott was deleted on
the meeting held with Water District No. 75.
Officers report read and filed, Clerk' s Report ; and Treasurer
report.
City Engineer Sherwood recommended to the council that we
are in need of a car load of 6" cast Iron water pipe, and
should call for bids at this time. .
Coundilman Curran moved and was duly, seconded to have the
city engineer call for bids on a car load of water pipe,
motion carried.
#ADuncilman Shaffer moved and woodworth seconded to have the
Wayor and Clerk sign the agreement with McLean & Company Inc .
In accordance wmth our agreement dated April 20,1959 , and the
motion passed at your regular meeting May 18, we agree to
purchase $ 350,000.00par value of City of Kent Water Revenue
Bonds and $300,000.00 par value City of Kent Sewer Revenue
Bonds and , at a price of $97.00 for each $100.00 par value
thereof, as follows;
(1) $350,000.00 Water Revenue Bonds to bear semi-
annual interest coupons at the rate of
4.20% 1961- 1965 ; 4.40% 1967-1970; 4.60 % 1971- 1984
4.625% 1988 -1989•
(2) �300,000.00 Sewer Revenue Bonds to bear semi-
annuai interest coupons at rate of 4.00% 1961-1966
4.25% 1967-1969 4.40% 19,70- 1989;
The net effect of the above combination of coupon rates is -an
average interest cost to the city of 4.496828%; a $10,000.00
good faith deposit was placed in escrow with the clerk, and
to be applied on the purchase . motion carried by a unanimous
vote of the council.
Councilman Shaffer moved and duly seconded by Strain to have
Hill & Ingman provide a parity certificate for McLean & Co. Inc.
motion carried.
Councilman Wbatwrth moved and seconded to set the police
department up with socialsecurity same as the rest of the
city employees, motion carried; also would like to announce
that officer Brand attended police school at Fort Lewis, from
May llth. to May 22.
Councilman Pozzi moved and was duly seconded that he had an
announcement especially for the press and radio in regard to
our city dump, that as soon as Mr.. Hayes Evans returns from
his vabation that they will call a meeting with the various
valley towns to work out a way to have a disposal for garbage
that will eliminate the dump that we now have .
Letter read from Tri-State Construction Co one of the bidders
on the outfall sewers, contract No. 4, and was issued and in-
tend to award, drew the councils attention to the delay in
materials, resulting from over production, and pending strikes.
Motion made and passed to turn the letter from Tri-State
over to the city engineer.
Letter read from the Hill & Ingman Firm of Engineers stating
that they had the design and plans of the Kent Outfall and
Lift Station progressing on schedule , and the proposed lift
station will be located approximately 20 ft. West of the West
wall of the filter and 25 feet North of the fence on the
South edge of the road leading to the treatment plant.
Councilman Pozzi moved and duly seconded by Shaffer to
have the clerk write letters to Fire Dist # 30, Federal Way
School, Chamber of Commerce at Midway, and other interested
organizations, and let them know that there will be a hearing
at Olympia in the Transportation Bldg. in the office of
the* State Highway Commission, on June 17, from 2;00 P.M. to
2 ;30 PTM.subject cross over or under at 240 th. so. and the
new Tacoma Everett Free way. motion passed.
Letter read from the C.hamber- of Commerce at Midway- request-
ing street lights on certain streets.

Councilman Pozzi made a motion and duly seconded to place in
the hands of the light committee the request .from the Midway
Chamber of Commerce for street lights. motion carried.
Councilman Curran move to purchase three K.V.A. 25s for
water pumps on the west side project when required under the
tank contract, motion passed.
A very nice letter from officer Brand was received and read
explaining the school that he attended at Fort Lewis for police
trainning, letter was plaed on file.
Letter read from Rev. Ortmeyer announcing that he was chosen
for an other church in Spokane Wash.and that he had enjoyed work-
ing in this community for the Past seven years, and thought that
the city fathers here was doing a fine job, and would keep
posted on our advancment. Motion passed to have the clerk
write a. letter of appreciation of the good work he had done . for
this community.
Motion made and passed to instruct the clerk to write a lettter
t°o the Midway Chamber and advise of the action the council
took in their request for street lights.
Mayor Thornton announced that the hearing would be and is now
ope n on Delnor Plat any one having bbj&ctions or otherwise
give their name and address. I declare the hearing closed,and
request the reading of the ordinance. Motion duly se-conded and
passed to adopt Ordinance No.1027.
Hearing declared open on Clements addn. no one objected,the
hearing was declared closed and the "layor requested the ordinance
read. Motion duly made and seconded to adopt ordinance No. 1028
and passed.
Hearing declared open on Linda Heights Replat Addition ,no
one objected so the 14ayor declared the hearing cibosed, and re-
quested the reading of the ordinance.. Motion duly seconded and
passed to adopt Ordinance No. 1029.
Hearing declared oppen on Valley Heights Replat Addition, no
one objected so the Mayor declared the hearing closed and re-
quested the reading of the ordinance. Motion made and duly
seconded and passed to adopt ordinance No. 1030..
Hearing declared open on Cherry Hills Estate Plat, no one
objected so the Mayor declared the hearing closed and requested
the reading of the ordinance. Motion made and duly seconded and
passed to adopt Ordinance No. 1031.
Mr. Campanella appeared before the council and requested the
e council to call for bids on the new Library building, that
the architects had the plans ready, the plans were presented
to the council and the floating slab was explained that was
going to be used instead of the piling that was far greater in
cost, Mr. Sherwood our city engineer approved the plans, and
the use of the floating slab. bids to be opened July 6th.
. Motion made and duly seconded and passed to instruct the
clerk to c all for bids on the construction of a new Library
Building as the architects prescribe.
Mr. Lawrence appeared at the council meeting and requested
the use of some logs at. the Kent Springs to build his church
across from the springs.
Motion made and passed to plaaeein the hands of the chairmaan
of the water committee the disposition of the logs.
Councilman Scott reported to the council the Irons and
Campbell proposition that was submitted by the City Attorney
last meeting, and the free water connections and sewer coneections j
amounted to about $2 ,000.00 for an easement of a sewer line that
was misplaced.
Councilman Scott moved and duly seconded by Woodworth to allow
the request of Irons and Campbell for free sewer and water co
connections. Councilman Curran ask Mr. Campbell if he owned the
land before the sewer went in and he said no.also Curran stated
that there were several buildings on the city alley, and why
should the city permit this condition and give money for an
easement , motion carried and Shaffer and Curran voting ney.
Councilamn Scott moved and duly seconded by Pozzi to take
proper steps to vacate the alley. after more discussion on the
matter Councilman Woodworth moved too reconsider the motion, and
was duly seconded and carried.

Motion rhadp and,:duly seconded by Strain to have city attorney
give the .council an opinion on the sewer easement and ally
vacation and free connections, motion carried. .
Council. adjourned for 15 minutes to study bid awards and etc.
Council reconvened;
Councilman Shaffer explained that they had and a meeting p
- previous and had discussed rate ordinance , and their intentions
was to pass rate ordinance to night but the city attorney had
not time to prepare. Motion was made and duly seconded to
pass the rate ordinance next meeting motion carried.
Councilman Curran moved and duly seconded by Pozzi to
award contract No. 3 and all 4 aternates to Frank Coluccio
for the West Hill Water Contract, motion carried.
Councilman Curran moved and Scott duly seconded to restifid
the intent to award contract Contract No. 2 to Chicago Bridge
and Iron Co.motion carried.
Councilman Curran moved and Shinners duly seconded to award
contract two to American Pipe and Construction Co. motion
carried* this award also includes cathodic protection on
both tank and reservoir.
. Councilman Scott moved and duly seconded by Pozzi to award
dontract No. 4 to Tri-State Construction Co on the Transite
Alternate , motion carried.
Mayor Thornton declared the hearing open on LID sewer
on Stpl:etsn& alley in Block 28 Knob Hill Addition.
Mr. Dave McQuery objected because it cost to mush money
Mr. Al Sells objected because it ceett toDmuch money, .
Person residing at 1018 Walnut objected, Mayor declared
the hearing closed.
Motion made and duly seconded to instruct the Engineer and
City Attorney to proceed with the ordinance creating the
I - district. motion carried.
Motion passed for the clerk to call for bids and be opened
July 2nd. on Sanitary Sewers on Knob Hill.
.Councilman Scott moved and duly seconded by Pozzi to have
the clerk notify all bidders of the awards, and withdraw the
intend to Chicago Bridge &. Iron Co. Motion carried.
Shaffer moved and duly seconded by Woodworth to instruct
Hill & Ingman to carry out the inspection work on the west
side sewr and water contract under provisions of the contract.
Motion carried.
Mr. Harry Johnson of 20044 Pacific Highway at Angle Bake
in#ired if the city council would be interested to annex
up to 200th ? .
Mr. Thompson from Midway section of Kent was present; at the
meeting and requested Kent to take over Dist 75 with in the
limits of the city because they have not had mush water of
the last waek. Councilman Shinners sugested that he would like
to take over that part of Water Dsit 75 that wasin the citty,
Mr. Curran said that he and Mr. Scott and Sherwood was at a
meeting wi-ph',water dist . 75 and they will not be easy to con-
cede any part of their water district , they say if they give
up their customers on the east side of the freeway the will
loose about 200 and that will cut down their bonding power
they request to contract on west side of freeway for a long
term, this is referred for two weeks.
Shaffer moved and duly seconded by Strain to have Hill & 17
Ingman proceed on the base planning maps that they now have
and the 1" equals 400 ft. is approved. motion carried.
Motion by Curran and duly seconded by Strain to inform
the Attorney of Water Dist No. 75 the action of the council
motion carried.this information was to given by Mr. Curran
in regard to the assurance of the 10years, Councilman Woodwo
worth seconded the motion not Strain. Shinners voc ed ney
and Shafferrgff_�In�detrom voting.
Shaffer moved and was duly seconded and passed to have the
Mayor look into the claim of Mr. Watts , the suit .of the
Block House and Spanish Castle Ahnexatiod..
