Regular meeting of the city council present Mayor Thornton, Councilman, Curran, Pozzi, Scott, Shaffer, Strain, Woodworth; Shinners: Correction to minutes of the last meeting to read, Shell Oil bid Wgs rescindeidnot seconded as printed, minute book has the correct ward, �hf111 CDil Bid recended. Mr. Sherwood stated to the council that he had studied the spread footings to be used for the new Library Building in- stead of piling, and said it was o.k. to use the spread foot- ings. Councilman Strain moved to accept the city engineers report on the spread footings. Councilman Strain ingmired as to who should let the bids on the Library Building. Mr. Thatcher city attornby proposed that the Library and the council work together on the matter. City Engineer reported that we may secure (from the Federal Government 30% matching money for the outfall and .lift station of our sewer system, and recommended that we have Hill & Ingmgan design the outfall and lift station, and have it ready for approval by June 15th. Moved by Councilman Woodworth and duly seconded to higher Hill & Ingman to design the sewer outfall and iift station and have it ready for approval for the matching money from the Government, this work by Hill & Ingman to be done under the present City Contract. motion carried. Mr. Sherwood announced to the council that the Planning Commission has approved five plats; Valley Heights; Delnor; Clements; Cherry Hill; Linda Heights; Curran Councilman Moved and was duly seconded to give.proper notice of a hearing to be held at the City Hall at g oTc lock P.M. June 1, 1959, motion carried. Councilman Shaffer moved and duly seconded by Strain to have the Building Inspector issue permits as needed in the new plats, motion carried Woodworth voting n4y. City Engineer announced that there would be a Planning Meet- ing in Seattle, The American Institute of Planners, and they request one member of the Planning Commission be sent. Motion made and passed to have a Planning member attend,and also a member of the council. City`Engineer Sherwood reported that the Kent Planning Commission was not going to act on the Apartments, until the Ivan i31ock Survgy was completed and their recommendation on apartments and courts in the residential area, was presented. Planning Commission allowed the Trailer Court next to 5torleway Sand & Gravel Co.on North Central Ave. Mr. Phil Botch our consulting Engineer presented the bids on the Sewer.and Water lines and tanks and etc. in the West area, that were read on May 14, at 3 O'clock P.M. Contract No. 1 Pumps, Pumi, House and Miscellaneous Facilities Mr. Botch recommended in a letter attached to the bid, Willar Construction Co be awardedthe bid,it being low. $41,9�4.16. Councilman Curran moved and duly seconded to reject all bids on Contract No. One., and for t11: clerk to recall for bids on contract No. one and open on June 11, at 3Pl11. at City Hall. motion carried. Motion duly made a?id seconded to recess for the discussion on the tank bids. Contract Ho.2. Reconvenned; City Attorney advised the council that they should be sure they have financing before letting the bids. Mr. McLean was present and stated that they could have the money for a max- imum interest rate of 4.5 % Mr. Botch read the bids on the Contract # 2 for Tanks and reservoirs. re�.d the bids on Contract i-Jo. 3 WatF�r Mains; react the bids on Contract No. 4 SeWer Lines. Councilman Curr„n moves and was duly seconded by Pozzi to instruct the clerk to inform the Chicago Bridge,-8- Iron Works that it was the intent of the council to award you contract No. 2, pending financial arrangements. motion carried . continued Q o continued ; Councilman Curran moved and Strin duly seconded to instruct the clerk to inform Frank C luccio Construction Co. Inc. that it was the intent of tfe council to award you contract No. 3, pending financial arrangements, motion carried. Councilman Scott moved and Woodworth duly seconded for the clerk to inform the Tri-State Construction Company that it was the intent of the council to award you the bid on Contract No. 4, pending financial arrangements and subject to the approval of the plans by the State Pollution Control Commission, motion carried. Councilman Curran moved and was duly seconded by Woodworth to have the City Engineer and the Water Committee,sewer committee meet with Mr. Botch and make acceptance of the alternates on Contracts 2-3-4-. Motion carried. Councilman Shaffer moved and duly seconded by Woodworth to contract with the McLean and Co. for the sale of our Sewer & Water Bonds at an agreed price of $97.00 and minimum interest at 4.4% Maximum 4.5%, all this subject to Bond Updinance, Rate Ordinance. and Legal Dpinion motion carried. Mr. Frank Coluccio one of the contractors that bid on the job was present and requested of the council at what time could they plan on starting the job, after a discussion with Mr. McLean it was made known that the date of June 2 would be the, starting date9. Councilman Scott moved and seconded by Strain to proceed to call for bids for the renewing of the -present outfall sewer line to the river, and install a pump station.after discussion on the matter the second with drew and also the motion. with drawl of the motion was caused by not being able to get a decision from the Government for 30 % of the job by July, First. k; Councilman Curran moved and duly seconded to have a meeting on a rate ordinance, with Mr. Thatcher, Mr. McLean, Mr. Scott, Mr. Evenson, 1��r. Kendall, and Mr. Greathouse, on Monday 25th. day of May at $;30clock P.M. City Hall. Councilman Curran announced that the City Engineer and himself corrected - refer to had a meeting with Water Dist. No. 75 and the base lines were minutes of 6-1-59 more or less agreed on and the council as a whole new generaly where these lines werep and that the committee was going to have more meetings on the subject. Councilman Strain moved and dVly seconded that Resolution No. 412 be adopted to sign a contract with the Power Company for 10 years. on the Mercury -Vapor Light system. Motion passed. Councilman Strain Moved and was seconded by Woodworth to instruct the clerk to have the Power Company install two street lights , one light at Hemlock on the East End.; one street light at 9041 Canyon Drive. Motion carried. Councilman Shaffer made a motion and duly seconded to accept the Standard Oil Bid for gasoline, Chevron gasoline .24 Chevron Suspreme .28; motion carried. Councilman Shaffer moved and was duly seconded to have the Treasurer and the Clerk transfer funds to bring out of the red. Mayor Thornton appointed Chas. Bridges purchasing ageht, Motion by Shaffer dduly seconded and passed to confirm the appointment of the Mayor. City Attorney reported on the requests of Mr. Irons and Mr. Campbell for the easement on their land for the sewer line I that was not placed in the alley proper.Motion made and passed to refer the costs of the proposal to the City Engineer, Cuuran voting ney. Pozzi announced that the people on Kenoshia was going to request a vacation of that unimproved street. Letter from Hill & Ingman adviseing t e council of the selection of Walter Ramsay as their pro ject Engineer on our work and services on our last contract. Council appre,iated the appointment of Mr. Ramsay as project Engineer, ow ing to the fact that Mr. Ramsay was a residence of our City. Hill & Ingman presented the Base Planning Maps , and requested approval so that they could proceed. Motion made and passed to take up and approve at the meeting next monday night. Resignations from Mr. Dunbar and Mr. McDermott, both from continued 2Vb �"'Q continued; the Kent Planning Commission. Motion by Councilman Curran and duly seconded to have the clerk write. a letter to Mr. Dunbar and Mr. McDermott accept their resignations with regret. motion carried. Letter read from the State of Washington State Board of Health stating that Mr. Clements is to be congratulated on his fine rating as as operator of a sewage Traetment Plant. Shaffer moved to place the letter on file duly seconded and passed. Councilman Pozzi moved and duly seconded to have the fKayor and clerk sign an application with the Government for aid on the out -fall and pump station. motion carried. Mr. Thatcher City Attorney reported to the council that we were being sued again this time in the Des Moines incorporati.ion area, and we will need council.to defend our selves. Motion made and duly seconded and passed to higher Mr. Watt of Elvidge, Watt, Velablin &, .Tewel. Motion duly seconded and to have the clerk write a letter to the two property owners of the Des Moines annexation, and,request them to pay towards the cost of the council that we have to higher to protect ouselves in court, roll call vote and lost on a tie. Councilman Strain announced that he would,.like to see Mr. Geo. Shinners elected to the council to take the place of Ward Parsons resi ned. Motion made by Strain and duly seconded to elect Mr. Shinners to the Council motion aarried, and 14r. Shinners was sworn in by the clerk. Councilman Shaffer moved to have the clerk write a letter to the two interested parties in the Block House and Castle annexation., no second with drew the motion. Motion made and duly seconded to refer Mr. Botch's proposal .for services to the. Sewer , Water and Finance Committees for study. Mayor Thornton appointed Mr. LaMar Strain to the Planning Committee, and by motion by Strain and duly seconded the council confirmed the appointment. Clerk was instructed to procure the 3rd. class city law book for Councilman Shinners , and name plate for the council desk. .Discussion was had on cast iron or transite pipe. Councilman Curranmoved to have a policy set down for cast iron pipe, motion carried except Pozzi voted ney. Mayor Thornton announced that the meeting with Mr. Mchay of the Highway Department on 240th. for cross over on High- way No. 1 did not look to favarable, and that we should move on the idea of having that street go over the free way. J/ Shaffer moved and duly seconded to have the clerk write a, letter to the Secretary of State Highway Commission for a hearing on the matter at Olympia. Motion passed and auly seconded to send the Northern Pacific Railroad a copy of the police report on trains parked on the crossings,motion passed. Claims by :motion allowed except two claims for Hill & Ingman for plat survey maps.
