Regular meeting of the city council present Mayor Thornton,
councilmen Parsons, Pozzi, Scgtt, Shaffer, Strain, Woodworth;
Motion passed and duly seconded to approve the minutes of
the last regular meeting as printed;
Councilman Woodworth announced to the council that all of
north State Ave. .wa now two hour parking, " between Meeker and
East Smith Street , also on 4th. Ave. North on the west side
between Meeker Street and Harrison Street was 2 hour parking.
and also stated that if no parking lots were available that
all the streets in the down town area would restricted.
Councilman Scott announced that the sewer line was 6 ft.
on the Irons and Ca#bell property, and the Gunsmith house
and and an other garage or two was part way in the alley, this
would be a laf=ge expense to the owners to move all their build-
ings. Scott moved and Pozzi seconded to have the ,Attorney
proceed to procure an easement from Mr. Irons and Mr. Campbell
and leave the sewer where it is.Amendment to the motion for the
Attorney to get all data of the costs and if the owners with
the buildings in the alley is willing to pay if .any for the
cost of the easement, made by Shaffer and seconded by Woodworth
amendment carried and motion also passed the vote of the council.
Councilman Pozzi announced that Mr. Hayes Evans wodld be present
at a meeting to explain the progress on a garbage dump and
incenarator.
Councilman Shaffer announced that the meeting with Water Dist.
75 was posponed to a later date.
Councilman Shaffer announced that Mr. Botch had furnished us
with certain plans and they should be accepted and a payment m
made for the work. Motion moved and seconded and passed to refer
to city Attorney and for the Mayor to appoint a committee.
Councilman Shaffer and Councilman Curran were appointed
voting deigates at the Washington Cities Convention at Port
Angeles.
Councilman Woodworth stated that the apartment on Summit
that had been submitted for approval at the last council meet-
.ing should be referred back to the Planning Commission for
action,at a special meeting, and have a public hearing on an
overall plan. ,,,)
Petition received from residents on Sumit'* Ave. against the
construction of an apartment house in that area.
Bids were opened and read for furnishing gasoline to the city
pumps in tank load lots Shell Oil Co Bid Shell Gasoline .245
Super Shell .28; Standard Oil Co. .Standard Gasoline .255
Chelrron Supreme .295. Motion passed to accept the low bid of
Shell Oil Co. After closer study of the figures in the bids it
was noted that the true bid was not read from the Standard Oil
Co. , and for the clerk to contact the bids of the Standard Oil
to see which figure was intended for their bid, .and the bids
were to be held. till the next meeting for study and be awarded
at that time, Motion on bid was recended for the Shell Oil Award.
Mayor Thornton announced that a hearing was- now opened on the
vacation of Oak Street, called for objections but there were none
so declared the hearing closed, and requested the reading of the
Ordinance No. 1024, Motion duly made and seconded and passed.
Mayor Thornton called for an explaination of the vacation
of the John Patton Rd, in the West Side of the City along the
Military Road. Hearing declared c6pendd, no one objected the
hearing declared closed and the Ordinance No. 1025 read and by
motion adopted by the unanimous vote of the council present.
Ordinance No. 1026 read for the annexation of the property
at the junction of the Kent Desmoines Rd. and Highway 99,
known as the Spanish Castle and the Block House. Motion made
by Shaffer to make. the. effective date May 15th. seconded by
Strain. motion passed. Motion made by Shaffer and duly seconded
to adopt Ordinance No. 1026 and passed.
Letter read from the Renton School District requesting the
council to continue the King County Library Service at the
Orillia school which is in the Renton- School District and now
in the city of Kent. Motion passed to refer letter to the Kent
Library Board.

Letter read from the Association of Washington Cities
announcing that the President « John E. Westford appointed
James P.Curran of Dent to a very important post to function
at the Annual Statewide Convention of Washington Cities to be
held at Port Angeles June 10-12, the function is the Resolution
Committee.Councilman Curran has excepted the appointment.
Mayor Thornton appointed Councilman Shaffer and Curran as
voting delegates at the convention June 10-12. .
Letter read from the Rev. Franks requesting the council to
attend a recording on May 6th. Motion passed to have the
clerk write Rev. Franks a letter stating that we were sorry
but we had a previous meeting with the State Hiway Engineers
and placed letter on file.
Letter read from three different families from Del Mar Homes
requesting the council to advise Meade Sand and Gravel Co,
. that they had a very dangerous and high band next to their
homes and was very dangerous for their chi1jren and a fence
or some other protective means should be constructed by Meade
Sand and Gravel to protect the .bhildren of the area mentioned
above. Motion made and duly seconded to have the clerk write
a letter to Mr. Meade and draw his attention to the complaint.

Letter read from Mr. Baffaro Chairman of the Kent Park re-
questing five minutes of the councilts time to request a full
time employee for the Parks instead of a half time man.
Letter read from the Kent Area Activities Council requesting
full paid man and supervision by Barney Wilson Recreation D
Dire ctor , also a load of dirt and load of' sand. the full
time man should be considered at budget making time , and the
dirt' and sand may be available at present.
Water committee was requested to take some -action or study
on an application for a Chapel site within 200 ft . of our
water headwarks, to sign with no objections or otherwise so
that it could be submitted to the King County Planning Com-
mission.
Damage Claim fk6m a Mrs. Olin for oer boy getting hurt
by falling from a cable that was in a tree on city property,
Motion passed to refer claim to our Insurance carrier Mr. Bell.
Resolution No. 410 read for a 10 year contract for T4ercury-
Vapor Street Lights from the P.S.P.&.L.CO Motion made and
seconded to plce in the hands of the Light Committee for study.
Resolution No,. 411 passed the unanimous vote of the council
to create an LID for Sewers in Block 28 v'I.C .I.CO8s Knob Hill
Addn.
Councilman Parsons imadeia>�motion to recess for 10 minutes
to discuss the HIll and Ingman Contract for water and Sewers
motion carried after being duly seconded.
Council reconvenned;
Councilman Parsons made a motion to have the 1"iayor and clwrk '
sign the Hill and Ingman Contract . Roll call vote was requested
Parsons, Pozzi Scott Strain,Woodworth voted yea. Shaffer voted
Ney. Motion carried to have the Mayor anr: clerk sign the contract
for Hill & Ingman,
Councilman Shaffer requested the clerk by motion to write
Hill and Ingman a letter requesting them to proceed with the
comprehesive plan for utilities by base maps.
Hill and Ingman letter by motion plced on file in regard
to any lawsuit between the city of Kent and Valley Construction
Company in regard to trunk sewer.
Mrs. Koch Chairman of the Library Board reported that the
Architects on the Library Building stated that it would be
wise to use piling for the gootings of the building, and that
would cost $14.,000.00 additional, and we would not have enough
left to furnish the building, and she understood that a spread-
footing could be, used to a great success. Mr. Johnson stated
that the final drawings were now ready . Motion passed to have
the City Engineer work with Mr. Johnson on the spread footings
for the new Library.
Councilman Shaffer intrduced Mr., Jones Superintendent of the
Federal Way School system.., -Mr, • Jones- s$at,ed that he needed a
site for an elementary school`. Shaffer-moved that the Planning
Commission notify Mr. Jones of any and all new plats in the
west area, motion seconded and-passed.

Councilman Shaffer moved avid duly seconded to have the City
Engineer and Clerk work out a plan for an inspector.carried.
Councilman Shaffer moved and duly seconded to have the clerk
write a letter to Dolman & Cole instructing them of the councils
action on; they to pay $4.00 per foot for water mains passing
through KentWood Hills Addn. on completion of the water main
c ontract, motion carried.
Councilman Shaffer moved and duly seconded to have the city
Engineer and Water Committee to negotiate aad be authorized,
to purchase sites for tanks and pump stations for the water
supply to the west side. motion carried.
Shaffer recommended that Councilman Curran take care of a
meeting with City Attorney, Bonding Company, Hill & Ingman,
and-Bond Attorney to set up ordinance for rates for Sewrer
and Water, motion carried.
Councilman Shaffer announced that a new agreement was made
with Dolman and Cole , and if they could not produce the per
formance bond they shall deposit with the City Treasurer� an
amount of $15,000.00. Motion by Shaffer , seconded by Strain
to have the Mayor and Clerk sign the new Dolman & Cole
agreement, motion passed.
Councilman Shaffer announced to the council that he had
complaints on the washing of equipment in the rear of the
Dick & Carl Service Station on North Central, because it made the
alley 'a mud hole.also requested Mr. Kendall to take care of
the grass and weeds on Scenic. Also the drain that comes off
the roof by the barber shop on R.R.Ave. So. City Engineer says
he will -see that the condition is taken care of..

he is demanding that the council take care of the drainage
through his place , that they promised to do a year ago. he also

Councilman Woodworth made a motion to recind the action taken
on the Linda H&ights Plat at the last regular meeting duly
seconded and passed.
Resignation of Councilman Parsons -was read by the clerk, on
account of moving away from the city.
Councilman Shaffer moved and duly seconded to accept the
resignation with greatest regret. motion passed , .Mayor
Thornton also made very pleasing remarks to Mr. Parsons for
his fine service and interest as a councilman, Mr. Parsons
will be very mush missed by all.
