Kent, Washington March 2, 1959.
Regular meeting of the City Council present Mayor Thornton,
councilmen Curran, Parsons, Pozzi, Scott, Shaffer Strain, Woodworth;
Motion passed to approve the minutes as printed.
Councilman Woodworth reported that he had a letter from the
Jr. Chamber of Commerce and the Lions Club with drawing the re -
quest to, repeal the Fire ®oaks ordinance, also a letter from the
Kent Fire Chief, Chief of Police, and a report from the P.T.A,
and Kent Safety Council, as chairman of the committee I re-
quest the action bE deppaling the ordinance be dropped.
Councilman Woodworth also recommended to the council that
the K-A-.S*Y offer be rejected and all other offers in the future
to use our parking meters for advertizing, Motion made by
Woodworth and seconded by Pozzi to discourage the use of Parking
meters for advertizing motion carried.
Councilman Curran reported on the trip to Olympia on city
og, business with Councilman Shaffer. , and a trip to Olympia with
w�I Councilman Shaffer and members of the Chamber of Commerce on the
Valley Freeway, the report seems that w6kk would start in about

ten years from now.Than they thought that there would be some
improvements on the present highways made near Auburn, Kent, and
OUE Renton.$900,000.00 is left from last years budget that may be
used for acquisition of land for the rightaway, and 240,000.00
in present budget making a total of one million one hundred
fourty thousand dollars in both budgets. Representative
Beierlein thought that the rightsaway from Renton proceeding
towards Auburn would be obtained to a point where the money
would run out.
Curran moved that the clerk be instructed to write a letter
to Mr. Ketchem of the Highway Engineers for a conference on the
valley Freeway rightsaways seconded by Shaffer and passed.
Councilmdff"a so made a very good report on Rock Creek on the
use and the flow level, also the water level in the test holes
at the source at Rock creek, for the year of 1958, and the
flow from the Kent Springs they being so good that we did not
need the water from Rock Creek last year, showing that we have
a very fine source of supply when needed.Curran also reported
that he had no report on the East Hill Water matter.
Councilman Strain made a motion and seconded by Pozzi to have
a street light installed at 1020 Hemlock Street, and for the
clerk to instruct the power company of same. motion carried, .
Councilman Shaffer moved Woodworth seconded to hire Hill and
Ingman Firm of Engineers to work on the west side projects.
Councilman Shaffer moved seconded by Parsons to hire the law
firm of Shefelman and Roberts and Weter for Bond Attoney on the
west side project. motion carried.
Shaffer also made an announcment that our taxes did not raise
in the new annexed areas on account of coming into the city, it
was an over all raise from other sources other than the city
milliage.
Mayor Thornton declared the hearing opened on the vacation of
and alley in Block 17 Knob Hill Addition, no objections he
declared the hearing closed and ask for the reading of the
ordinance. Ordinance read and motion passed to adopt the Ordinance
no. 1016 for the vacation of said alley.
Mr. Campanella architect for the new Library Building was present
and explained the new building to the council. Motion made by
Parsons and seconded by Strain to have the council approve the
Library Plan as submitted with the approval of our City Engineer
motion carried.
Publishers Finance Corporation presented a Blue Book of the
Pacific Northwest Industry, and requested that we and the
Chamber of Commerce take a $250.00 add. Motion passed to refer
to the Finance Committee , carried. Finance Chairman recommended
that the book deal was a metter for the Chamber to look into and
not the city.
I Letter of resignation read from Daniel Anderson a member of
the Kent Planning Commission for the past seven years. Motion
by Curran and seconded by Shaffer to accept the resignation
and for the clerk to write a letter of appreciation for his fine
work on the Planning Commission.

Letter of resignation from Miss Grace Sharl, 8hd , has had
many years of service on the Kent Library Board. I4otion passed
to have the clerk write Miss Sharp a letter of appreciation
of her faithful service on the Library Board.
Real Estate and personal property tax an the Obrien Water
System was by motion passed turned over to Mr. Curran Water
Chairman to recommend who pays the taxes.
Request from Mrs. Margaret G. Fritsch of Ivan Block and Ass.
to have a meeting with the council and Planning Vommission on
Tues. or Thursday of this week.
Motion `passed to set a meeting date with I,iargaret Fritsch
for T�onday at 8P.M. March 9th. and for the clerk to notify
her of this date.
Councilman Curran also scheduled a meeting with the Engineers
at 6 'P.M. on the same eveening, of March 9th.
Mayor Thornton declared hearing; open on emergency ordinance
for equipment for the police department no one objected, I40tion
made "and passed to adopt ordinance all voting yes except Curran.
Petition read and presented and City Engineers check of the
signature shows that it has 86.7% of the assessed valuation.
Motion made and passed to hold a hearing on the petition
March 16th. at U: eight o' clock P.M. , and have the clerk post
the notices according to law, and the City Attorney draw
necessary ordinance.North East Section of City.
Petition for annexation was presented to annex a portion of
land laying on the West Hill a little North West of City.
City Engineer' s check of the signature on the petition shows
a representation of 84. 5% of the assessed valuation.
Bob Lent made a talk on the annexation grid wanted to know
,why the city would make this annexation, and said that the
County Commissioners most likley would take care of the river
-von though it was in the city, and they thought that it was
__. not nice to leave the river out side of the annexation.
Motion made and seconded to hold hearing next meeting ,
and have clerk post notices and Attorney to draw ordinance,
amendment to the motion making the hearing; date April 6t� .
Councilman Moved and -Woodworth seconded the amenment to the
motion, amenment carried Shaffer voting; r4y. A'lotion passed.
Councilman Curran went on record to have the petitioners
for annexations to pay for the expenses of the annexations,
and that there should be an ordinance made to take care of
terms of the costs.Councilman Pozzi moved and carried to have
the Mayor appoint a committee to work on an ordinance, Mayor
Thornton appointed Woodworth Chairman, Strain, and Pozzi, on
the committee.
Mrs. Danielson presented papers from the schools on the re-
peal of the Fire Works Ordinance. Curran moved to accept, and
turn over to committee , and place on file and commended the
P.T .A. and The Safety Council on their fine work.
Councilman Strain recommended that the utility bills go
out ever two months, thit proceedure is in effect this month.
Councilman Curran read a letter from Mr. Walmsley requesting
the installation of a 6" main from George Street to the
North extremity of his property a distance of 130 ft. instead
of the required run from James Street North to George Street
along State Ave. which is 560 ft.which I would pay for next
year before time that I would need it.
Curran made a motion and duly seconded and passed to grant
Mr. Walmsley his request provided No. l To construct a " main
from James Street to George Street along State Ave. and have
completed by July 1960. No.2n post a $2,000.00 performanace
bond for one year.
Curran announced to the council that the writ of probation
that had been served on the city would not let us do anything in
that area as long as we were under suit. so I move that Elvidge,
Watt ,Veblen & Tewell be employed as special associate council
to represent the City with the City Attorney in the case of
State of Washington on the relation of Frank Griffin vs The City
of Kent , et al , and that such council be authorized to expend
such funds as may be necessary to secure information to permit
such defense as the city and the councilman thereof may have.

Mayor Thornton announced that there was going to be a meet-
ing in Renton on Traffic Safety at 7;30 P.M. Wednesday March 11
at the Puget Power' Auditorium.
