Regular meeting of the City Council present Mayor Thornton,
Councilmam; Curran, Parsons, Pozzi, Scott, Shaffer, Strain,
Woodworth.
Minutes approved of the last regualr meen the roll call
in as printed,
except. Strain and Woodworth was deleted in
vote to sustain the chair vote,they voted yea. The Lynch
request to install their own water meter, was placed in
the hands of the water Committee for actiony report at the
next meeting.
At the request of the Mayor Mr. Sherwood explained the
boundries of the south end annexation to the council and
the people in attendance at the meeting.
Mayor Thornton declared the heating open for objections
for the south end annexation. Mr. Herring objected to the
annexation; Mr. Lester Allbright of R # 4 Box 225 , had
various reasons for not being annexed; fir. Koch of 25609
and 68th So. objected to the annexation, on account of not
wanting to pay two taxes one in the county and one in the
city.Mr. Ray Aldrich of 68th. and Mr. Hoirup of 68th,
opposed the annexation. Hearing cloeed
Mayor` Thornton requested that Mr. Sherwood explain the
boundries of the North West Annexation. n
Mayor Thornton declared the hearing now ope on the North
West Annexation for anyone to stand give their name and
address. Mr. Earhart on the Taylor Road stated that he opposed
the annexation. Mrs. Backstrom opposed to being in the city.
Mr. Larry Costello did not oppose but drew the attention of
council to the possible chance of having to take care of
a break in the river dykes in flood stage.Mr. Dolan requested
information on the river and his land, also Mr. Taylor re—quested
information on the roads but did not object. Hlearing>ClO'eed.
Motion made by Pozzi and duly seconded by Strain to declare
a 15 'minute recess for discussion, motion carried.
Reconvened;
City Attorney read the ordinance for the annexation of
the south end and effective date to be Feb. 28th. 1959.
Councilman Shaffer made a motion to accept the ordinance
for annexation of the south end with the deletion of 277th.
and the motion was duly seconded by Councilman Woodworth,
and passed by the unanimous vote of the council.
Ordinanne was read by the City Attorney for the annexation
of the North West section , ri.ti effective date to be February
28th. 1959. Motion made by,'Shaffer and duly seconded by Pozzi
and passed the unanimous vote of the council with the fdllov�ing
deletions to the petitioned area. to the south side of 1$0th.
street , to the sout•'l side of 196th. street,the East side of
the Russell Road, -Oo fts intersection with west line of section
14.E -22-1� . thence south along said west line to center line of
the Green River.
Shaffer moved for the passage of the ordinance as read with
the deletions and duly seconded by Pozzi and carried the unan-
imous vote of the council.
Mayor Thornton had the Bity Bngineer explain the boundries
of the west side annexation area.
Mayor Thornton announced that the hearing was now open,
and anyone that had anything to say ,rise arid. give your name
and your address.
Councilman Curran made a motion that the speakers would
have a time limit of five minutes, and only one speaking
time when their five minutes were consumed, and speakers from
the area would be heard first . seconded by Pozzi, and duly
passed by the council .
Mr. Harts Blakley , Qt ,-234.3.5 -22tyd. So. opposed the annexation,
Mr. Jamegg Thigpen of 1,iidway opposed the annexation part that
was in the incorporation area of Midway. L.W.Sleeman of Midway
opposed the annexation, Mr. Frank Griffin opposed because he
wanted it delayed till the Midway people had their election
on incorporation. ) Mr. Geo Shinner approved the annexation. ,
Mr. Richard Harris attorney for Builders Land Co Inc. wanted
their land deleted. from the annexation, Mr. Clay Nixson spoke
for the annexation, continued.

Mr. Nixon represented the Midway drive Inn Theater. Walter
Williamson opposed the annexation. Mr. Hartlaub of Arthurs
Chicken . Dinner Resturant was very much in favor of forging
ahead on this annexation, and stated that the incorporation
of Midway would fail again, because just a few wanted it.
Mr. Morrill of the Spanish Casyle just outside the
proposed annexation was highly infavor of the annexationp
and was against the incorporation of Midway. A. Cody of
Midway wanted to know why Mr. Hartlaub was so anklaus to get
other people in the City of Kent, .Mr. John Zentzr4fValley
Vista Community Club announced that he had bought a house
in Valley Vista Area about three years and the septic tanks
were running down the street, and was for the annexation,
and he was going to get a petition going in his area. .
Mr. Mossman just out of the Midway incorporation area was
in favor of the annexation to get, Chas. Lyon stated that
he had run perculation test in the Rigby Development area
and said it was fine ground for septic tanks, but it would
be better if they had a sewer system. Mr. McMannus stated
that he was for annexation because his septic tanks were not
working and a lot of developers put them in and gave the p
peoples that bought the houses the grief when the sewage
run downthe streets. One written protest received. Hearing Closed'.
Parsondouncilman Made a motion and was duly seconded by Council
man Woodworth and carried to take a ten minute recess.
Reconvened
Mayor Thornton had the Attorney Read the Ordinance for
the annexation of the West side Area.
Ordinance for annexation was moved byc)'.CpuneiI4ibL# Shaffer,
duly seconded by Woodworth , and passed the unanimous vote
of the councilp for the annexation of the west area.,
Councilman Scott reported that he would like to have
our Operator ( Mr. Clements) of the Treatment Plant attend
and advance Course in Treatment Plant Study at Pullman,
Washington April 6 to 8th. and inspect their ,inceaibrator
while he was there with expenses paid. Motion so moved by
Councilman Scott seconded by Pozzi and passed.
Councilman Pozzi stated that if the council would think
favorable that the street committee would work on Street
ordinance change where it was needed, and lso that the
incinerator meeting that was to be held at Auburn was post
poned until a latter dater in April.
Councilman Curran reported on the meeting with Mr. Munroe
and some of the counoil and the different topics that were
discussed. Use of the old Titus Gravel Pit. Thomas Road or
277th. Street to be improved and extended with the improve-
ment up the hill. Extension of the crow road into the new
school on Knob ' Hill area, the extension of 4th ave. north
to the Obrien Rd. and the Obrien road to extend easterly,
to the North Bennd thru-way. Motion made by Curran and duly
seconded by Pozzi to write a letter to the County Commissioners
on the above subjects, carried.
Curran stated that he would defer the Rock Creek report
till the next meeting.
Councilman Curran made a motion and duly seconded by Shaffer
to draw a new proposal with Dolman & Cole for sewers and water
lines and tanks. proposal read by Councilman Curran, and is
a record of. this meeting and filed in the office of -the city
clerk. Motion made by Curran and seconded by Shaffer to adopt
the proposal as read and have the Mayor & Clerk sign same.
and forward to Mr. Cole and Dalman. Motion carried.
Councilman Shaffer made a motion to imploy Sheffelton
Firm in the Sorthern Life Tower, and duly seoonded by Pozzi
for our Bond Attorney on the feasibility report on the
Dalman & Cole project, . carried, and for the Finance Chairman.
arrange for the fees.
Councilman Curran announced that he would like to have a 7;15
P.M. meeting Monday 23, for the discussion of questions on
the Dalman & Cole agreement, etc.
Councilman Parsons announced that the Lynch water connection
request would be handled in the usal way, .that the city supply
the material and we do the work.

Councilman Strain made a motion and was duly seconded by
Pozzi to have the Clerk write a letter to the Power Co,
instructing them to install a street light on the third pole
on ,Winner Street West of the West Highway. motion carried.
Councilman .Str°ain announced that he would not take up Off
Street Parking at this timer owing to the late hour.
Letter received from .K-A7S-Y Auburn Radio Station offering
to place paper bags over main street parking meters with th -
their name on the bag and giving one hour free parking on
sorge saturddy , and give the parking meter fund the amount of
$35.00. Motion passed to refer to police committee.
Motion made by Parsons that police committee take action
and not report back .to the council Shaffer seconded and lost.
Letter read from the Park Board and O.K.ed the name of
"Kiwanis Park" for the first Ave. and Crow Street Park.
Chairman of the Park .Board was present 't Mr. Baffaro" and
explained to the council what the Kiwanis Club was doing for
the First and Crow Street. Park. they had a steel wire fence
around part of the grounds , and had teeters,and rings,slides
and swings for installation in the grounds.
Letter read from the Kent Junior Chamber of Commerce, and
the Kent Llons Club petitioning the City Council to amend the
present Ordinance prohibiting the sale and use of fireworks
within the corporate limits of the City. of Kent, ttequesting
that a new ordinance bq .passq,(I to .,allow Licenses t.9 be issued
to any two Dent Civic organizations''for the sale'An& use of
fireworks.
Motion made by Shaffer and duly seconded by Curran to
place the fire works request in the hands of the Police & Fire
Committee and report back at the next meeting, also for the
Fire ,Chief and the Police Chief write a letter to the council
on their views. motion carried.
Emergency ordinance °read on its firsrreading to create
money to pay .for a Radar for the police department.
Resolution read and by motion ddopted to declare an emergency
for the outlay fund of the police department) and seting a
hearing at the city hall and fixing a time at $.PM. on 2nd.
day of March 1959.
Resolution passed the °vote of toe council to transfer as
a loan from the Current Expense Fund to the Library Bond and
Intersest Fund in the amount of $3 ,398.00.
Mr. Burdic wrote a letter to Councilman Pozzi in, regard to
his building that he intends to purchase from the Grange, .
and the building is remodeled Councilman Pozzi made a motion
tkh nthey, remove the encro)*chment from the street area, and
at such time for the Mayor & Clerk to sign agreement duly
seconded by Strain, motion carried.
Councilman Woodworth brought before the council that spped
limit signs be changed along .the west hiway.
Mr. Thatcher read a release of easement for a 1930 easement
for our transmission line from Erickson and wife, this easement
has been replaced and corrected from the E.E.Millers.
Shaffer moved to have the Mayor and clerk sign the release
of Easement for the Millers and duly seconded by Strain, motion
carried.
Shaffer moved to have the Engineer count the houses .in the
new annexed areas, duly seconded by Woodworth. and passed.
Shaffer moved to have the Fire Chief take the .1959 Census
and using 'the firemen for takers. Woodworth duly seconded and
motion carriedt this Census to be taken under the State Census
Board.
Mr. Thatcher said that he received a letter from Mr. Edmundsonst
Attorney and he wants credit for j of 'the Assessments that Mr. Edm
Edmundson paid on his place in 1958.
Pozzi moved to accept the request of Mr. Edmundsonts Attorney
to pay half of the 1958 assessments that was paid by Rdmundson,
and duly seconded by Shaffer, motion carried with Scott and
Curran voting ney. ,
Mr. Burkland was present and wanted to know if he should pre-
pare to hook to sewer by putting in services.
